The Office of Information Technology (OIT) is Rutgers’ enterprise IT office. OIT provides university wide services and support and collaborates with department and unit IT professionals on projects and initiatives for the Rutgers community. OIT’s services and systems include the Rutgers network; email and calendaring systems; IDs/passwords and identity management; data centers; computer labs; help desk support; wireless connectivity; a software portal; information security, risk, and compliance services; research computing; and many others. Posting Summary
Rutgers, The State University of New Jersey, is seeking an Associate Vice President for the the Office of Information Technology (OIT). Reporting as a solid line to the Senior Vice President and Chief Information Officer (CIO) and dotted line to the Chancellor of Rutgers Biomedical and Health Sciences (RBHS), the Associate Vice President (AVP) is responsible for the Office of Information Technology: Health Sciences IT. The position provides leadership, vision, assessment, planning and strategic management to the division and University. In support of the University’s IT strategic planning efforts, the AVP develops funding strategies and policies, and promotes opportunities for emerging technologies to support and enhance services for students, faculty, clinicians, researchers, and staff.
The incumbent acts as coordinator and integrator for IT equipment, applications, systems, and services used across all locations. In this regard, the AVP facilitates open discussion of the University’s IT plans and policies at all levels and engages the campus community and key stakeholders in these discussions and planning efforts. The AVP will manage both people and fiscal resources effectively and efficiently, and provide a staff focus on high-level customer service and a commitment to quality support to enhance the University’s instructional, research, outreach, student, and administrative needs. The AVP will help to promote and guide vendor relationships and corporate partnerships, while also ensuring contractual compliance and support. The AVP will seek out collaborations with peer institutions, share information and resources where possible, and monitor collaborative efforts.
Structurally, the AVP for Health Sciences IT has the following scope of oversight:
· School of Dental Medicine (SDM)
· University Behavioral Health Care (UBHC)
· New Jersey Medical School (NJMS)
· Robert Wood Johnson Medical School (RWJMS)
· Cancer Institute of New Jersey (CINJ)
· School of Nursing (SON)
· School of Pharmacy (SOP)
· Brain Health Institute (BHI)
· Other health-related schools, centers, and institutes as well as faculty practices and research centers
This position plays a key role in the continuing integration, support and coordination across the schools and units within RBHS as well as in upholding the Transition Service Agreement (TSA) contracts supporting University Hospital in Newark and the Master Affiliation Agreement with RWJ Barnabas Health.
Among the key duties of this position are the following:
  • Ensures the implementation, application, and university-wide integration of appropriate IT technologies and support services. Accelerate the University’s use of technology by providing vision and being an advocate for all information technology equipment, applications, communications, and systems used by the Health Sciences entities. Promote and coordinate information technology across all Health Sciences locations through joint projects focused on increasing access and services to students, faculty, clinicians, researchers, and administrators. Responsibilities include support for all technology serving RBHS, in partnership with RWJBarnabas and University Hospital.
  • Develops and implements an IT roadmap to help RBHS become a national leader in reshaping health care by partnering with provider organizations to design and implement a next-generation infrastructure and support model. Enhances the quality of clinical research by providing strategic leadership in governing, planning, and implementing standardized technology solutions that enable the delivery of value-based healthcare and a comprehensive clinical informatics program.
  • In consultation with the SVP/CIO, AVP/CISO, and key stakeholders, develops information security plans, policies, standards, processes, and procedures University-wide and coordinate the appropriate use of IT resources accordingly. Develop working relationships with administrative and academic units to establish partnerships that fulfill the needs of the University. Through these partnerships, work to share information and collaborate to reduce the information security risks of the University. Oversee staff in support of HIPAA Security requirements, including access controls, risk assessment, and incident response.
  • In consultation with the SVP/CIO and key stakeholders, develops plans, policies, standards, processes, and procedures for the divisions under management and coordinates the appropriate use of IT resources accordingly. Develop working relationships with university administrative and academic units to establish partnerships that fulfill the needs of the University. Through these partnerships, work to share information and collaborate to minimize redundant efforts and ensure the information technology meets the computing needs at the University. Provide the SVP/CIO with guidance and recommendations on the development of plans and programs for the effective use of information technology. Interface with business unit executives and other IT functional area executives to define support initiatives and solutions for improving service efficiency and effectiveness.
  • Provides leadership and direction for the divisions under management and the managers/directors responsible for IT support. Keep pace with ever-changing technology advances and opportunities and develop the skills and talents of the organization. Identify, assess, and define skill sets needed to provide cutting-edge technology that furthers the mission of the University, provides operational effectiveness, and maintains a competitive edge with other institutions.
  • Manages both people and fiscal resources effectively and efficiently. Develops funding strategies and policies, and effectively manage budgets for staffing, operations, and special project initiatives. Maintains budgetary control over resources, including necessary fiscal controls; direct annual spending to achieve agreed-upon goals; provides appropriate management and planning tools for review of past spending and for projections of future spending. Creatively explores federal and state grant opportunities and special vendor contracts.
  • Identifies and develops relationships with outside sources (vendors) with strategic capabilities to establish win-win partnerships that fulfill strategic needs for the University. Leads the investigation and assessment process of vendor offerings, overseeing the selection and reviews process, the negotiation of vendor contracts and collaborative partnerships, and compliance and performance.
  • Working with RBHS leadership and key stakeholders, identifies and implements services and support functions best provisioned centrally, such as device management and desktop support.
  • Serves as a member of the Chancellor’s Deans, Directors and Leadership group.
  • Recommends the hiring, firing, promotion/demotion, transfer and/or disciplining of employees and other personnel changes, according to University and University HR policies and procedures.
  • Supports the University’s Workplace Diversity AA/EEO goals and objectives concerning employment and promotional opportunities.

COVID-19 Immunization Requirement
Under Policy 60.1.35 , Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption. Prospective employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster within two weeks (14 calendar days) of eligibility . Based on current guidance, individuals are considered fully vaccinated against COVID-19 two weeks after receiving the final dose of any COVID-19 vaccine authorized or approved for use in the United States by the United States Food and Drug Administration (FDA) and recommended by the Advisory Committee on Immunization Practices (ACIP) of the Centers for Disease Control and Prevention (CDC). Eligibility for a booster against COVID-19 varies and is explained on the University’s web site located at https://coronavirus.rutgers.edu/covid-19-vaccine . Failure to provide proof of primary vaccination and booster will result in rescission of a prospective employee’s offer of employment and/or disciplinary action up to and including termination.

Qualifications


Minimum Education and Experience
  • Bachelor’s degree in Computer Science, Software Engineering or Business or a related field.
  • Minimum eight (8) years of broad IT experience, with five (5) years of increasing management responsibility, preferably with healthcare-related systems/portfolios or in higher education.
  • Equivalent experience, education and/or training may be substituted for the degree requirements.
Certifications/Licenses
  • Use of personal vehicle in order to travel for business demands; a valid driver’s license would be required for this position.
Required Knowledge, Skills, and Abilities
  • Strong understanding of clinical application functionality as it relates to a healthcare environment.
  • Demonstrated high level of organizational expertise in an IT organization as well as strong verbal and written communication skills.
  • Must be a seasoned managerial executive and visionary, and a technologist with a record of delivering outstanding solutions and systems, providing effective customer service, and developing enhanced customer relations.
  • Must collaborate effectively with leaders across the enterprise to ensure the effectiveness of IT solutions that are planned, developed, and integrated.
  • Experience in managing large information technology projects to meet the needs of a large organization as well as handling the multiple roles of liaison, consultant and planner while building consensus in the process.
  • Demonstrated ability to effectively direct strategic inter-organizational change, lead people toward meeting organizational vision/goals and customer expectations, make high-quality data-driven decisions, building strong coalitions, form strategic partnerships with business leaders, and manage human, financial and information resources strategically.
  • Outstanding human relations and leadership skills and the ability to function in a team environment.
  • Budgetary and financial management experience.
  • Demonstrated success in project management and executive decision-making.
  • Ability to successfully develop and implement policies and standards in large complex organizations.
Preferred Qualifications
  • Experience with health IT security a plus.
  • An advanced degree or extensive experience in a relevant field.
  • Knowledge of how to accomplish superior performance in a unionized environment.
