Assistant Superintendent/Vice President Equity & Student Achievement

DESCRIPTION

Under the direction of the Superintendent/President, the Assistant Superintendent/Vice President, Equity & Student Achievement is a new cabinet position that supports and advances a campus culture of diversity, equity inclusion, accessibility, and cultural humility and is responsible for leadership, planning, direction, coordination, general supervision, budgeting, implementation and evaluation of areas, program, and initiatives directly relating to Equity and Student Achievement. Collaborating with students, faculty, staff, and managers across campus, the Vice President provides strategic direction, leadership, and planning to support the mission of Antelope Valley Community College District and the strategic plan AVC SERVES. The Vice President serves on the senior management team as a member of the President’s Executive Council and Cabinet and contributes to strategic planning for the College, equitable leadership of the Equity & Student Achievement unit, and long-term growth of the campus.

This position requires a commitment to facilitate the journey to Equity and remove barriers to Student Achievement to fulfill the comprehensive mission of the Vision 2030; to increase student access, retention, diversity, equity, inclusion and accessibility (DEIA), and completion; and to support the attainment of institutional and student learning outcomes. The major areas of responsibility for this position are planning, developing, coordinating, managing and evaluating the human, fiscal, and physical resources in the College’s Equity & Student Achievement programs.
 

REPRESENTATIVE DUTIES

(E) = denotes essential duties of the position

  • Provides strategic, equity inspired direction, leadership, and planning for Equity & Student Achievement in supporting the mission of the Antelope Valley Community College District to serve students and the community. (E)
  • Supervises the Office of Equity & Student Achievement and the deans and/or directors. Service areas include Institutional Effectiveness, Research & Planning; Library; Learning Center; Grants and Innovation; student affinity groups and programs (e.g. UMOJA, PUENTE, LGBTQIA+, Veterans, Dreamers, Focus 180, etc.). (E)
  • Contributes equity-focused leadership to the strategic plans for the College, and for the improvement of the Equity & Student Achievement programs. (E)
  • Provides leadership in implementing and utilizing technology to enhance Equity & Student Achievement programs and services. (E)
  • Provides leadership for Equity & Student Achievement in support of the accreditation process. (E)
  • Direct, coordinate, and provide leadership for all components for the Student Equity Plan. (E)
  • Assist in the development of the student equity plan and coordinate with the Student Success Plan, Basic Skills Plan and departments within Student Services and Academic Affairs to improve student access and success. (E)
  • Provide leadership in coordinating professional development for the campus. (E)
  • Recommends Equity & Student Achievement personnel needs and, as appropriate, participates in the hiring process. (E)
  • Coordinates the preparation of the annual budget for the Equity & Student Achievement component of the College and is responsible for the Office of Equity & Student Achievement and program budgets; assists in the preparation of the district budget. (E)
  • Directs, supervises, develops and evaluates assigned administrators, managers, academic, and classified personnel; recommends employment, directs the assignment and evaluation of all Equity & Student Achievement personnel. (E)
  • Works collegially with participatory governance committees and all college personnel and constituencies in accordance with the participatory governance policy. (E)
  • Participates and works effectively in the collective bargaining process as needed. (E)
  • Coordinates the preparation and timely submission of required state reports pertaining to Equity & Student Achievement programs. (E)
  • Coordinates the utilization of facilities and office space and participates in master planning for campus Equity & Student Achievement programs and facilities. (E)
  • Reviews, recommends, and coordinates grant-funded projects for Equity & Student Achievement programs, following local process. (E)
  • Represents the College in community-based Equity & Student Achievement partnerships, working closely with community leaders and groups to maintain and enhance the partnership between the College and the community. (E)
  • Provides leadership and develops partnerships with high schools, colleges, and other educational institutions to cultivate enrollment and promote equitable access to education. (E)
  • Holds membership and actively participates in appropriate professional and community organizations.
  • On a rotational basis with other Cabinet officers, serves as acting Superintendent/President in his/her absence.
  • Represents Equity & Student Achievement to other divisions, departments, elected officials, and outside agencies. (E)
  • Performs such other duties as may be assigned by the Superintendent/President. (E)

MINIMUM QUALIFICATIONS

EDUCATION AND EXPERIENCE:

  • Master’s degree in a related field from a fully accredited college or university.
  • Five (5) years of administrative experience in Equity, IERP, student services, academic affairs or similar functional area, with at least three (3) years at the vice president, dean, director, or equivalent supervisory level.
 
PREFERRED QUALIFICATIONS:
 
  • An earned doctorate in a related field from a college or university accredited by the U.S. Department of Education or the Council on Postsecondary Accreditation.
  • A passion for the pursuit of DEIA principles in the organization.
  • Proven and demonstrated success in employee development and conflict resolution.

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS:
  • A valid California driver’s license or ability to access and use alternative transportation.

 KNOWLEDGE OF: 
  • The California Community College mission, its educational and financial issues, the laws and regulations of California, and the changing role of Community Colleges.
  • Principles and practices of strategic planning, and strong fiscal management linking resource allocations to equitable planning and priorities evidenced in AVC SERVES.
  • Leadership methods for fulfilling the comprehensive community college mission, the Vision 2030 Goals and DEIA principles, especially as that mission relates to the role played by the Equity & Student Achievement programs.
  • Student development and implementations of Equity & Student Achievement research and the ability to develop and implement Equity & Student Achievement programs that foster equitable student growth and development within the community college.
  • Sensitivity to, understanding of, and respect for the diverse academic, socioeconomic, cultural, disability, ethnic backgrounds, and sexual orientation of community college students, faculty, and staff.
  • Advanced principles, practices, methods and techniques of program, administrative and organizational analysis, planning and management as applicable to student equity and achievement.
  • Participatory governance philosophy and practices for California Community Colleges.
  • Student Success and Support Program and Student Equity regulations and implementation strategies and best practices.
  • Research methods and analysis techniques.
  • Principles and practices of successful communication, both oral and written.
  • Principles and practices of supervision and management that promote inclusivity, equity, and teamwork, including the ability to train, motivate, and evaluate staff.
  • State and federal regulations governing community colleges particularly as these regulations relate to overseeing the various service areas that comprise the Equity & Student Achievement programs.
  • Accreditation standards of the Accrediting Commission for Community and Junior Colleges and Western Association of Schools and Colleges.
  • Principles, practices, methods and concepts used in public agency grants and contract administration.
  • Computerized student information database systems, i.e. Banner, Datatel, etc.
  • Board Policies, Administrative Procedures, and collective bargaining agreements application.
 
SKILLS and ABILITIES:
  • Understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic religious, and cultural backgrounds, abilities, and orientations of community college students, faculty, classified professionals, and administrators.
  • Lead in creation and implementation of a campus equity framework, including short- and long-term goals derived from AVC SERVES, Achieving the Dream, the Equity Plan, and the Quality Focus Essay as related to enhancing Equity & Student Achievement.
  • Direct the effective and consistent implementation of regulations, guidelines, policies and procedures applicable to areas of responsibility and to ensure compliance requirements are met.
  • Ensure employees in area of supervision are well versed in Board Policies and Administrative Procedures and applicable contracts with the Collective Bargaining Units.
  • Define complex and strategic issues, analyze problems, evaluate alternatives and develop sound, independent conclusions and recommendations in accordance with laws, regulations, rules and policies.
  • Work with Institutional Effectiveness, Research, and Planning (IERP) to ensure that Equity and Student Achievement are at the core of research and planning.
  • Analyze, negotiate and administer grants and contracts.
  • Anticipate and respond to the needs of students and the community, changing demographics and organizational needs.
  • Provide expert professional assistance to the President and other District executives and managers in areas of assigned responsibility
  • Organize, set priorities and exercise expert, independent judgment within areas of responsibility.
  • Develop and maintain an inclusive work environment that fosters diversity, respect and engagement.
  • Work collaboratively across campus constituent groups as well as community groups and organizations.
  • Work collaboratively with the College’s diverse stakeholders to develop and implement innovative approaches to provide a student-centered learning environment focused on removing institutional barriers to student access and success, and thereby, assist to close the achievement gap.
  • Develop and implement appropriate procedures and controls.
  • Define, review, evaluate and strategically target student success, access, and completion.
  • Prepare clear, concise and comprehensive correspondence, reports, studies and other written materials.
  • Prepare, execute, and administer a comprehensive budget utilizing a computerized budget system.
  • Understand, interpret, explain and apply applicable laws, codes and ordinances.
  • Represent the District professionally and effectively in dealings with external stakeholders.
  • Make presentations and present proposals and recommendations clearly, logically and persuasively to diverse audiences.

WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES: 
Supervises the Office of Equity & Student Achievement including all CMS and Classified Professionals who report to the VP; Institutional Effectiveness, Research & Planning; Library; Learning Center; Grants and Innovation; student affinity groups and programs (e.g. UMOJA, PUENTE, LGBTQIA+, Veterans, Dreamers, Focus 180, etc.)
Collaborates: Campus-wide Equity Committee, Employee Affinity Groups, and co-leads/coordinates annual professional development plans and speakers.

 WORKING ENVIRONMENT:

  • Travel is required to locations other than assigned work sites. Expect to work some evenings and weekends.
