Position Status- Full Time

Work Location- Main Campus-3600 N. Garfield, Midland, TX
Job Summary- The Associate Director of Human Resources, under the direction of the Executive Director of Human Resources/Payroll, assists in the administration of the Human Resources/Payroll office. The primary focus of the Associate Director is managing the college’s hiring processes. The Associate Director will also be responsible for a wide range of functions in areas including employee benefits administration, retirement plan administration, administration of new employee benefits paperwork software, and front office management.
Required Qualifications
- Bachelor’s Degree
- Experience working in a progressively responsible role in Human Resources, Payroll, or Benefits Administration at an institution of higher education
- Computer literacy to include proficiency with Microsoft Office Suite, with emphasis on proficiency in Microsoft Excel
- Excellent interpersonal and communication skills
- Must be a self-starter, detail-oriented, and have strong time management and organizational skills
- Ability to consistently meet daily, weekly, and monthly deadlines while maintaining accuracy
- Strong critical thinking, problem analysis, and problem-resolution skills
- Ability to maintain confidentiality
- Demonstrate strong personal integrity, and ability to collaborate with others and work in a team environment
- Must possess a valid Texas Driver’s license, good driving record, and be insurable on Midland College’s insurance policy The person in this position needs to occasionally move or drive to other locations on and off campus
Preferred Qualifications
- Master’s Degree
- Higher education experience
- Prior supervisory experience
- Familiarity with Jenzabar and/or other HRIS software
- Experience working with applicant tracking software, preferably PeopleAdmin
- Prior experience working with payroll
Essential Functions
- Work closely with the Executive Director of Human Resources/Payroll to assist with a variety of administrative tasks to ensure the deadlines and priorities of the office are met
- Assist the Executive Director with the administration of the Human Resources/Payroll Office including supervision of staff members in the absence of the Director
- Serve as the administrator of the College’s hiring processes, which includes leading, planning, and organizing operations and systems to achieve an efficient hiring process
- Develop effective policies and procedures for hiring processes to incorporate best practices and to ensure compliance with applicable laws and regulations
- Maintain resource manual(s) for PeopleAdmin hiring processes and job descriptions
- Train hiring managers and staff members on the use of PeopleAdmin software
- Assign and maintain appropriate accesses for PeopleAdmin software
- Screen applications; review to ensure minimum qualifications are met and move forward in the process
- Assist with the review and approval of new position descriptions and modifications to include evaluation and determination of FLSA status and compliance with federal and state law
- Review and approval of job postings, and hiring proposals
- Responsible for the day-to-day management of the HR Employment Coordinator
- Responsible for the management of the new employee paperwork software to include process management and making sure forms are up-to-date
- Oversee and organize of ERS Annual Enrollment and the Midland College Benefits Fair
- Cross-trained and able to provide coverage for others in the HR department especially Benefits
- Oversee the administration of FMLA, reports, and departmental procedures for these items
- Meet with new full and part-time eligible employees to review onboarding information with them in the absence of the benefits coordinator
- Assist the Executive Director with the administration of College insurance programs
- Maintain a list of unduplicated, enrolled students for medical professional liability insurance
- Extract data from HRIS Payroll/Benefits system to create ad-hoc reports
- Manage workers’ compensation claims and associated reports
- Compile and prepare salary surveys, federal, and state reporting which include, but is not limited to: IPEDS, TASB, and 1095-C’s
- Keep up-to-date on Title IX training and serve in an assigned role as needed (investigator, decision-maker, hearing panel member, advisor)
- Serve as a resource for employee concerns under the supervision of the Executive Director
- Assist current and former employees with retirement plan questions
- Conduct exit interviews for full-time employees
- Review annual performance evaluations
- Ensures compliance with the state for summer camps
- Prepare personnel memos for monthly Board meetings
- Update Board, Administration, Faculty, and Staff sections of the Catalog annually
- Assists in creation and maintenance of HR-related forms and ensures that published forms are up-to-date
- Provide training to managers and applicable staff on HR-related topics as requested
- Other duties as assigned

Security Sensitivity- All Midland College positions are security-sensitive and subject to Texas Education Code §51.215, which authorizes the employer to obtain criminal history record information. An employment offer is contingent on completion of a satisfactory criminal background investigation.
Pay Statement- Salary is commensurate with educational qualifications and experience.
