The Human Resources (HR) department at MiraCosta College is dedicated to fostering a positive and inclusive organizational culture that aligns with the Districts mission and vision. The HR department is committed to creating a racially just campus climate. Individuals and their diverse cultures and identities are welcomed, nurtured, and validated. The HR department collaborates with the executive team and other college constituencies to align HR strategies with organizational objectives. This collaborative approach makes the HR department a vital component of MiraCosta College. Playing a strategic role, the HR department develops and implements effective HR policies and practices to drive MiraCosta Colleges success. Key functions include talent acquisition, employee engagement, retention, learning and development, total rewards, payroll, employee and labor relations, risk management, and safety. The HR department manages conflict resolution and grievances to maintain a harmonious work environment. In addition, professional development is being prioritized through comprehensive training programs to support employee growth. Utilizing advanced HR technologies, the department enhances operations and ensures compliance with employment laws, creating a safe and legally compliant workplace. With a team of 21 staff members, the department provides comprehensive support for the Districts diverse workforce.

The Assistant Superintendent/Vice President of Human Resources (VP of HR) develops and implements HR strategies aligned with the Districts mission and goals. This role leads the HR department to attract and retain a diverse workforce. The VP of HR advises the executive management team and Board of Trustees on key HR issues and may act as the Superintendent/ Presidents designee. Additionally, the VP of HR manages HR operations, including budget, organizational effectiveness, and workforce management. This position handles employee and labor relations, technology management, and compliance with employment laws. The VP of HR promotes inclusion, diversity, equity, and accessibility (IDEA) and participates in District governance and community engagement, ensuring HR needs are addressed at all organizational levels. The position shares IDEA leadership responsibilities with other campus leaders.

RESIDENCY REQUIREMENT:
MiraCosta College Board Policy 7800: Employee Residency requires all classified staff, administrators, and temporary/hourly short-term employees to maintain and permanently reside in a principal place of residence in the state of California that is within two-hundred (200) road miles from the employees regularly assigned district worksite. The purpose of the policy is to promote efficiency and continuity throughout all campus administrative functions, provide students with high quality assistance and accessibility to all academic and campus services, ensure that students receive an engaging education, and respond to emerging student needs.

The District may consider an individual request to temporarily reside outside of the State of California or outside the 200-mile limit on a case-by-case basis, not to exceed twelve consecutive months.

Salary Range: Based on the 2024-25 Vice President & Associate Vice President Salary Schedule
Compensation:
The salary range for this position is $241,053 - $287,830 annually. Salary placement will be dependent on qualifications and experience. To view the salary schedule, go to MiraCosta College | Salary Schedules.

Employees must make arrangements for the direct deposit of paychecks into the financial institution of their choice, via electronic fund transfer.

Benefits:
A full benefits package which includes employer-paid medical, dental, and vision plans for employee and dependents; $100,000 employee life insurance; other optional coverages; and membership in the California Public Employees Retirement System (CalPERS).

Offer of employment to the person selected for this position is contingent upon
1) successful completion of a pre-placement physical exam at district expense;
2) submission of a current tuberculosis test clearance;
3) proof of eligibility to work in the United States;
4) fingerprint clearance;
5) approval by the Board of Trustees; and
6) a formal credit check.

Basic Function:
The Assistant Superintendent/Vice President, Human Resources (ASVPHR) is responsible for providing strategic leadership and direction in all aspects of human resources (HR) management to support the districts mission, goals, and objectives. The ASVPHR oversees the development and execution of HR policies and strategies that foster a diverse, equitable, and inclusive workplace, ensures compliance with federal and state regulations, and drives organizational effectiveness. This role serves as a key advisor to the executive management team and the Board of Trustees on complex HR issues, including Title IX, EEO, ADA, and labor relations. The ASVPHR may act as the Superintendent/Presidents designee in their absence and shares leadership responsibilities for diversity, equity, and inclusion with other campus leaders.

Strategic Leadership and Planning:

1. Develop and implement HR strategies that align with the districts mission, strategic plan, and objectives.

2. Provide leadership in building and maintaining a diverse workforce that reflects the community and student demographics.

3. Drive initiatives to recruit, retain, and develop high-performing talent, fostering an engaged and productive workforce.

4. Lead the design and implementation of compensation systems and benefit packages that attract and retain top talent.

5. Oversee payroll operations to ensure accurate and timely compensation, ensuring compliance with all regulations and district policies.

Organizational Management:

6. Plan, develop, organize, and evaluate the performance of the HR department to ensure alignment with organizational goals.

7. Develop, implement, and enforce HR policies and procedures that promote organizational effectiveness and compliance.

8. Lead the districts labor relations efforts, including collective bargaining negotiations and resolution of grievances and complaints.

9. Utilize existing, new and emerging technologies to enhance HR service delivery and operational efficiency.

10. Oversee the districts risk management programs, including insurance, contracting, and loss control, ensuring the protection of district assest and personnel.

11. Provide leadership in advancing diversity, equity, and inclusion across all levels of the organization, including recruitment, retention, and professional development.
12. Implement initiatives that leverage the unique backgrounds and characteristics of all employees to contribute to the districts success.

13. Ensure alignment of HR policies and programs with applicable federal, state, and local laws, including Title IX, EEO, and ADA.
14. Lead the identification, assessment, and prioritization of risks, and implement strategies to mitigate and manage risks effectively.
15. Maintain compliance with legal and regulatory requirements, and ensure organizational systems facilitate accurate data collection, analysis, and reporting.
 

Collaboration and Communication:
 

16. Work collaboratively with other executives, managers, and deans to develop solutions to complex organizational challenges.
17. Provide clear and effective communication to stakeholders at all levels, including the Board of Trustees, regarding HR policies, initiatives, and issues.

18. Participate in the governance of the college through service on district committees, promoting inclusive decision-making.
19. Establish and maintain positive relationships with community groups, organizations, and other external stakeholders.
20. Participate in professional and community organizations to enhance the districts visibility and reputation.
21. Perform other related duties as assigned, including representing the Superintendent/President when required.

Education & Experience:
  • BA/BS in human resources, business administration, or a related field from an accredited college or university
  • Eight years of progressively responsible related experience

Desirable Qualifications:
  • Community college experience
  • MBA or MA/MS in human resources or a related field from an accredited college or university
  • SHRM Senior Certified Professional (SHRM-SCP) or SHRM Certified Professional (SHRM-CP) certification

Licenses & Other Requirements:
A valid California drivers license and the ability to maintain insurability under the districts vehicle insurance program.

Physical Effort:
The physical efforts described here are representative of those that must be met by employees to successfully perform the essential functions of this class. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Primarily sedentary with intermittent standing, walking, bending and stooping; occasional light lifting and carrying of objects weighing up to 25 pounds; ability to travel to various locations on and off campus as needed to conduct district business.

Working Conditions:
Primarily business office environment; subject to frequent public contact and interruption; intermittent exposure to individuals acting in a disagreeable fashion; may work at any district location or authorized facility with occasional evenings and/or weekends on an as-needed basis.
