The duties of the position are varied and complex to include, but not limited to: administrative responsibility for all business and financial operations of the College, including accounting, purchasing, auxiliary services, police and security, payroll and human resources.
Required Qualifications
Master’s degree
Minimum of five years of relevant experience in college administration
Knowledge of general office equipment including computer, email, fax, copier, and telephone system
Effectively manage time and priorities in order to meet established deadlines
Work and communicate effectively with all levels of co-workers and other external contacts
Detail-oriented and highly organized
Ability to manage several departments
Familiar with policy formation and implementation
Familiar with state, federal, and national standards and guidelines for college administration
Strong communication, leadership, and presentation skills
Work in a team environment with multiple, sometimes changing priorities
Must possess a valid Texas Driver’s License, good driving record, and be insurable on Midland College’s insurance policy

Essential Functions
Serves as Chief Financial Officer with overall responsibility for leadership and coordination of the fiscal operation of the College, including accounting, treasury, investments, procurement, budgeting, risk management, auxiliary services, and campus security
Prepares, coordinates, and implements the annual budget; also monitors expenditures to ensure compliance with the budget
Supervises the Director of Human Resources and Payroll, Director of Purchasing, Director of Accounting, Chief of Police, and the Secretary to the Vice President of Administrative Services; also oversees contracted bookstore and food service
Invest College funds in accordance with Board policies and the Public Funds Investment Act
Procures appropriate insurance coverages for the College
Directs the procurement of goods and services of the College and ensures compliance with state and federal procurement laws
Serves on Administrative Council
Serves as liaison to the Texas Higher Education Coordinating Board and other state agencies regarding matters of state funding; serves as liaison in matters related to formula funds for the Bachelor of Applied Technology Program
Advises the President and Board on matters related to local property tax rates, tuition and fee rates, and other matters of a financial nature
Arranges for the annual independent audit
Serves as Chief Financial Officer of the Midland College Foundation, Inc.
Perform other administrative and financial duties as assigned by the President
