ZPS is tasked with providing security oversight and guidance for SCIFs and SAPFs to ensure they meet ICD 705 technical specifications in order to ensure accreditation and use by our sponsors. With upwards of $1B in construction projects it is imperative that ZPS is intimately involved in all aspects of construction to include concept, design and execution in order to use those facilities as intended. ZPS also oversees enterprise conference facilities with highly classified VTC capabilities.

 

As an Assistant Group Supervisor for the Security Services Department (SECD) ZPS, you will... 

  • Primarily be responsible to work with group management to lead and mentor ~20 professionals delivering various services to the Laboratory. Help develop strategy, provide direction, maintain budget, and implement plans to meet the ZPS group and department objectives. Build strong and effective working relationships with leadership across APL to improve/maintain positive customer satisfaction.
  • Oversee a team of physical security, network planning, and technical, cleared facilities management subject matter experts executing physical security requirements as outlined in Intelligence Community Directives (ICDs), and associated technical specifications where they exist, SAP Manual Vols. I-IV, and applicable regulations, including Laboratory policies.
  • Participate in the technical review and development of standardization and implementation of physical security plans/procedures that are applicable to all Laboratory SCIF/SAPFs.
  • Engage with the Lab’s facilities management department, designers, and contractors to develop options/solutions regarding construction materials, design/installation techniques, and construction lifecycle issues that impact the construction of SCIF/SAPFs.
  • Provide guidance and make decisions regarding enterprise conference facility management, SAPF/SCIF construction, security compliance, and training.
  • Interact directly with Lab Executive Leadership Team to identify challenges, collaborate, propose solutions, and execute. Liaise with Sector and Department leadership to foster relationships and identify potential opportunities to collaborate and improve services.
  • Provide expertise in all security functions in accordance with the 32 CFR Part 117 (NISPOM), DoD Manuals 5205.07 Vols. I-IV, 5105.21 Vols I-III, 5200.01 Vols I-IV, ICD 705, and Risk Management Framework (RMF) or equivalent agency policy and executive orders, all with emphasis on Special Access Program (SAP) and Sensitive Compartmented Information (SCI) security requirements.

 


Qualifications

You meet our minimum qualifications for the job if you...

 

  • Have a Bachelor’s Degree in Information Systems, Construction Management, Business, or a security-related field.  Four-plus years of Information Systems, Construction Management, or security related work experience may be substituted for the degree requirement.
  • Have experience implementing technical physical security guidelines including the ICD705 and Tech Specs, and DODM 5205.07, Vol 3 SAP Physical Security from design through construction and accreditation.
  • Possess 12+ years of relevant security-related work experience (i.e. Program Security Officer/CPSO/GSSO/SSO/Contractor Special Security Officer/Special Security Representative/PSR/Program Security Specialist) and have the ability to evaluate, interpret and implement security requirements and government security regulations (i.e. Executive Orders, ICDs, CFR 32, Part 117, DoD Policies, Instructions, and Manuals – or agency equivalent policies – and understanding of RMF, OPSEC and COMSEC principles).
  • Demonstrate the capability to conduct comprehensive assessments of highly technical radio frequency emanation mitigation designs and physically hardened construction blueprints to identify potential security vulnerabilities and recommend corrective actions.
  • Possess excellent organizational/communication skills and the ability to effectively interact with staff at all levels. Must maintain appropriate relationships between leadership in the security department as well as the principals in the supported organization.
  • Demonstrated ability to develop and grow teams of diverse skillsets.
  • Demonstrated skills in: leadership, strategic thinking, hiring, team and culture building, coaching, performance management and complex problem solving.
  • Are self-motivated with exceptional teamwork and interpersonal skills, possessing the ability to establish relationships and effectively communicate in both written and verbal formats with all levels of staff.
  • Hold an active Top Secret security clearance and can ultimately obtain a TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information.  Eligibility requirements include U.S. citizenship.

 

You'll go above and beyond our minimum requirements if you...

  • Have a Master's Degree in Business, Information Systems, or a related field.
  • Hold a professional certification and/or are registered as PE, RA/AIA, or CCM.
  • Maintain security certifications such as SFPC, SAPPC, SPIPC, SPSC, CISSP, or Security+, etc.
  • Have a thorough understanding of DoD and government organizational structures.
  • Are experienced working in an organization with reporting responsibilities to multiple sponsors/authorities.
  • Possess knowledge of Cybersecurity/Information Assurance and RMF
  • Possess expert knowledge of Physical Security construction standards in accordance with ICD 705 Technical Specifications
