Position Summary/Purpose of Position:

Ensures new and existing facilities perform to meet energy cost savings, sustainability objectives for new and existing facilities. Employee ensures that the new building systems performance meets the Basis of Design (BOD) and Owner’s Project Requirements (OPR) in support of commissioning process. For existing facilities ensures that the system performance matches intended building functions and that work performed by an Energy Services Company meets the performance and savings guarantees. Uses real time energy data to ensure new and existing buildings meet energy usage goals. Takes pro-active action to ensure operations and maintenance actions are taken in a timely fashion when usage exceeds predicted values.

This position will review designs, ensure that performance goals for new buildings and renovations are met and monitor existing buildings to improve life cycle costs and maintain the return on investment for new capital improvements and facility renewal.

Ensures that the commissioning process meets project long-term energy performance and operations and maintenance. Act as Facility Performance’s representative in new building commissioning by 3rd Party Agents, retro, re-commissioning of existing building systems and analysis of operating trends in existing buildings. Reviews commissioning of renovations when significant Building Automation Systems (BAS) or HVACR is being modified.

Reviews commissioning plans, construction submittals, monitor pre-functional testing, start-up testing, witnesses’ functional performance testing and procedures in accordance with commissioning plan. Prepares progress reports, equipment checklists, commissioning logs, and final commissioning reports. Reviews close out documentation such as operation manuals, as-built drawings, Test, Adjust, Balance documentation (TAB) and training programs. Ensures that actual building energy performance is benchmarked and calibrated against design and provides plans for continuous measurement and verification of new and existing facilities.

Education:
Bachelor’s degree in Mechanical Engineering, Business, or related field with demonstrated knowledge of HVAC Principles, Applications and Commissioning.

Experience:
  • Minimum three (3) to five (5) years of experience with local, state, federal government or large academic institutions with research facilities in analysis of energy usage, commissioning and Building Automation Systems (BAS).
  • Experience in the preparation and troubleshooting of sequence of operations for mechanical systems and experience in performing point-to-point commissioning of BAS.
  • Experience producing Final Commissioning Reporting.
  • Experience working with Energy Service Companies (ESCOs).

Knowledge, Skills, and Abilities:
  • Ability to perform project management, scheduling and contract administration of 3rd Party Commissioning Agents in new building commissioning, retro and re-commissioning of existing buildings, system by system commissioning requirements, Testing, Adjustment and Balancing (TAB) and verification procedures, the LEED rating system, building code issues.
  • Experience developing RFP for commissioning, re-commissioning and retro commissioning. Understanding of commissioning tools, technologies and databases.
  • Ability to resolve technical problems outside of engineering area.
  • Ability to establish credibility and/or obtaining buy-in with departmental leaders and technical experts.
  • Strong problem solving and interpersonal skills.

  • Professional Engineer registered in the Maryland.
  • Experience performing measurement and verification of Energy Performance Contracts.

Certified Energy Manager (CEM) or Certified Building Commissioning Professionals (CBCP).

Although driving a State Vehicle is not a requirement for this position, travel by foot or vehicle may be required from time to time for meetings, deliveries, etc. across campus. If driving a State vehicle, incumbent must possess and maintain a valid class C Driver’s license or equivalent with fewer than six points.

The hiring range for this position is $111,518-$137,000.

Must be able work on active construction sites. Must be able to climb stairs, ladders and inspect mechanical and electrical equipment located in high areas and confined spaces.

This position is Telework eligible of up to 1X a week, subject to departmental approval.
