Scope of Position

Under general direction of the Health, Safety and Environmental Compliance Manager, the HSES Compliance Specialist is responsible for daily activities associated with the development, direction, and implementation of EDF Renewable Energy's (EDF RE) Health, Safety, Environment and Sustainability Compliance programs. This position serves to provide EDF RE leadership, employees, contractors, OEMs, vendors, and suppliers and employees with sound guidance and accountability to ensure a safe, sustainable, and healthy work environment that complies with company, Federal, State, Province and/or local, safety and environmental standards or regulations. Holds employees, contractors, OEMs, vendors and suppliers accountable for the application and practice of HSES policies and procedures described in the Corporate Health, Safety and Environmental Sustainability Manual. This position plays a key role in driving the overall safety culture by leveraging Company values and supporting safe practices throughout the organization.

This role is up to 75% travel. 70% of time is spent in the field, onsite at various construction phase sites

Responsibilities
    Assists in the development and review of location audits and inspections along with identifying systemic trends that impact the organization. Consults with local teams on the strategy for proper corrective action. Interfaces and communicates with project HSE representatives from EPC contractors, OEMs, vendors and suppliers regarding EDF HSES policies and procedures during contract negotiations and project execution.
  • Reviews site specific safety plans (SSSP) from EPC contractors, OEMs, vendors, and suppliers, to ensure compliance and alignment with EDF RE HSES policies and procedures. Interprets Federal, State, Province and local regulations, best practices, and information gathered from consensus standards and onsite hazard analysis to inform the development of sound onsite HSES practices along with associated policies, procedures and instructional materials.
  • Functions as a subject matter expert in health and safety matters, providing professional insight and guidance to field teams, and development and generation teams undergoing project development status. Provides technical guidance on procedures and processes to assure contractor and employee safety and compliance with applicable regulations and/or consensus standards. Develops, reviews, analyzes HSES metrics and trends to field organizations and leadership teams.
  • Contributes to the development of HSES documents and information for field and onsite teams that details requirements and criteria for safety practices that comply with company, local, state/province, and federal regulations.
  • Other duties as assigned

Supervision/Leadership:

This employee is responsible to lead the organization in developing a robust safety culture. There are no direct reports, however they may supervise the work product of contractors and other employees who work on HSES initiatives.

Qualifications

Minimum Job Requirements and Expectations

  • Five (5) years of practical field safety administration experience required.
  • Construction Safety and Health Technician (CHST), Associate Safety Professional (ASP) or Occupational Health and Safety Technician (OHST) certification required
  • OSHA 500 Training required
  • Associates degree (or equivalent experience and/or certification) in regulatory compliance hazard identification, safety auditing, corrective action development, safety document development / and safety training development / presentation desirable
  • 2 years of direct work experience may be substituted for educational requirements.
  • Possess a valid driver's license
  • Possess a valid passport for international travel.
  • Willing and able to travel throughout North America, or internationally as required.
  • Attend and complete continued education as required to fulfill required professional certifications.

Required Skills:

  • Proficient reading, comprehension / writing skills. Technical writing ability necessary.
  • Excellent written and oral communication skills with the ability to communicate with all levels of the organization.

Required Knowledge:

  • Federal, State & Provincial Labor and Environmental Regulations / Standards.
  • Safety and environmental requirements and practices as it relates to wind, solar and energy storage construction and operations.
  • Microsoft software programs including but not limited to Word, Outlook, Excel, and PowerPoint (Office Suite).

Required Abilities:

  • Communicate effectively across all operational levels of the organization as well as with suppliers and customers, exercising appropriate tact and diplomacy to accomplish Present a wide range of safety topics to large groups.

Physical Requirements:

  • Work at heights, including climbing and descending towers of various heights. This includes passing initial Functional Capacity Examination, climb test and related training.
  • Work in extreme weather conditions, including cold, rain, wind, etc.
  • Lift, pull, push up to 25 pounds

Working Conditions:

This role is up to 75% travel. 70% of time is spent in the field, onsite at various construction phase sites. 30% of time is spent in an office environment, utilizing computers (frequent use of various Microsoft software/programs), phones, and general office equipment completing various documentation necessary for the safe management practices, auditing and communications.

Fiscal Responsibilities:

Will be responsible for managing travel expenses as well as ensuring all program requests are accompanied by a sound business plan and associated costs/budget impact.

This role's annual base salary range is between $81,000 and $135,000.
