Pay Grade: Manager 9

The Dean of Financial Aid is responsible for the overall operation and services of the Financial Aid department. The Dean implements, supervises, and participates in the design, organization, and evaluation of Financial Aid as it relates to assisting students in continuing their education and in maintaining compliance with all rules, regulations, and mandates as specified by the U.S. Department of Education and the State of North Carolina in the administration of financial aid programs. The Dean must be knowledgeable of all offerings, purposes, and goals of the college. The dean oversees financial aid outreach for the public and for students attending the college.

 

Responsibilities and Duties (*Essential Functions)

  • Administers and interprets Federal and State regulations as they relate to all types of funding through student aid programs, i.e., Pell Grants, Supplemental Education Opportunity Grant, North Carolina Community College Grant, Student Loan Program, Scholarships, private sponsors, and other fund sources.
  • Completes federal, state, and local reports relating to various program expenditures and disbursements; reports include, but are not limited to, FISAP, HEGIS, and NCHED.
  • Oversees and monitors all federal and state aid programs.
  • Supervises the notification of awards to eligible students.
  • Oversees and monitors federal regulations from Dear Colleague letters from the Department of Education, which includes regulatory guidance on a variety of higher education laws, not limited to just Financial Aid.
  • Identifies and secures additional funding sources for financial aid.
  • Provides oversight of the development and implementation of student loan default management strategies.
  • Plans for the collection of all statistical data for submission to the U.S. Department of Education, the State of North Carolina, and other agencies as required.
  • Supervises documentation of records for federal/state audits and review purposes.
  • Oversees the planning and implementation of modern technology in the operation of the Financial Aid office.
  • Responsible for the budgets of the various federal and state programs and scholarships.
  • Develops short and long-range goals for the Financial Aid department.

Oversee the administration of the financial aid module within the Ellucian Colleague system.

Supervises duties and responsibilities/establishes policies and procedures for the effective administration of Financial Aid Office staff , i.e., College Work Study Program, Loans, Pell Grant awards, Deferments, maintains office files, counsels students, processes and notifies students of awards and distribution

Responsible for completion of operations reports, progress reports, applications for funds, departmental budget plan and institutional effectiveness assessment plan and reporting those out to appropriate stakeholders.

Disseminates financial aid information to students through workshops, individual counseling, publications, and the college’s web page.

Works in conjunction with the Foundation office and with local clubs and organizations in the establishment of scholarships.

Oversees Financial Aid Outreach efforts to key stakeholders in Wake County and maintains cooperative relations with other appropriate groups outside the college.

Provides consumer information requirements on an annual and as-needed basis.

Monitors academic progress, enrollment status, College Work-Study Program assignments, and revise aid as required

Informs supervisor and college of loan default rate on timely basis

Coordinates the organization of all records, reports, and files for all financial aid recipients and ensures security for the safe maintenance and storage of those documents.

Develops and supervises stuff development and training and supports opportunities for staff development.

Acquires and maintains a good general knowledge of the college’s academic offerings, their goals, purposes, and objectives.

Serves on College committees and councils as assigned.

Holds memberships in professional organizations and attends professional meetings, conferences, and workshops beneficial to the operation of the Financial Aid department.

 

Qualifications

 

Knowledge Skills and Abilities:

Effective collaboration, critical thinking and problem-solving skills Excellent customer service skills

Ability to communicate effectively in writing and speaking,

Ability to maintain accuracy of records and be able to meet deadlines consistently

Ability to perform normal duties with minimal supervision

Intermediate proficiency with MS Office products including MS Word and Excel

Demonstrated administrative and managerial ability and the ability to work with a diverse array of individuals and groups

 


Requirements:

Requires a bachelor’s degree in a business, education, or a field related to financial aid

Five years’ experience in Financial Aid

Three years of supervisory experience including hiring and evaluation of staff

 


Preferences:

Master’s degree

Financial Aid administrative experience (program management)
