JOB SUMMARY
The Vice President of Finance is responsible for budget and fiscal management and oversight of all business and finance functions.
The Vice President of Finance oversees/manages all critical functions of accounting, budget work, audit and cash management functions of Cleveland State Community College.
ESSENTIAL JOB FUNCTIONS
- Serve as chief advisor to the college president and senior leadership of the college on all budgetary and financial/fiscal matters.
- Work with the college president and senior leadership of the college to ensure fiscal resources of the college are deployed in the most strategic, effective, and efficient manner possible to continually enhance student learning, credential completion, economic mobility, and workforce contributions.
- Manage and supervise administrative staff within the accounting services and business services departments.
- Responsible for oversight of all functions within Finance which include: cashiering, accounts receivable, collections, inventory management, accounts payable, procurement, capital and operating budgeting, general ledger, grant accounting and reporting, investment and cash management.
- Responsible for overseeing the month-end closing process and monthly financial statement preparation.
- Responsible for overseeing the administration and coordination of the college annual budget. Involves tracking and documentation of processes and decisions.
- Responsible for asset management.
- Responsible for computerized accounting systems.
- Responsible for monitoring and the adherence of financial legal requirements.
- Coordinate the annual operating budget and the capital budget(s) preparation process.
- Responsible for preparing financial projections and trend analysis.
- Responsible for review and revision of the college's policies and procedures related to business and finance.
- Responsible for monitoring of the vital signs for all financial aspects of the College.
- Prepare reports and analysis of financial data as needed.
- Responsible for overseeing the coordination and facilitation of training provided by the departments.
- Prepare financial reports, surveys, state and federal reports as required.
- Responsible for the coordination of the annual audit and oversight of the preparation of the work papers. Prepares the annual audit report.
- Responsible for the oversight of internal controls within the college.
- Serve on various committees to represent the Finance division of the college.
- Responsible for strategic planning and coordination of work for the Finance division.
- Working with senior administration, coordinate financial support to the Small Business Development Center as well as auxiliary service contractors that include the college bookstore and food service.
- Responsible to monitor and review processes and procedures to comply with all regulatory requirements and changes.
- Overall responsibility for the implementation of all finance related administrative systems.
- Represent the Finance unit in the coordination and integration of plans and resources decisions of the finance division.
- Oversee and implement initiatives to enhance employee skills, morale, performance and retention in the Finance division.
- Performs additional duties as assigned.
NON-ESSENTIAL JOB FUNCTIONS
- Promote, participate in and support college outreach, community engagement, and student recruitment and retention efforts.
- Serve on various campus committees.
KNOWLEDGE, SKILLS AND RESPONSIBILITIES
- Knowledge of current accounting theories and practices involving auditing and budgeting procedures.
- Knowledge of college, Tennessee Board of Regents, state and federal rules, regulations, procedures and accounting practices.
- Knowledge of financial reporting requirements of GASB, AICPA, NACUBO and the State of Tennessee.
- Strong verbal and written communication skills consistent with interpreting policies and procedures, providing clear and concise information, and compiling information into complete and accurate summaries and reports.
- Interpersonal skills consistent with establishing and maintaining effective working relationships with other employees.
- Ability to make decisions using sound judgment.
MINIMUM REQUIREMENTS / QUALIFICIATIONS
- A minimum of a Bachelor’s degree in Accounting, Finance, Business Management, or related field from an accredited institution required.
- Minimum of 8 years of accounting experience required including budget forecasting including the following:

- With at least 2 of the years working with GASB or in higher education/governmental accounting standards
- With at least 3 of the years supervisory experience
JOB LOCATION
The main campus of Cleveland State Community College is the primary workplace; however, some travel to off-campus instructional sites and Tennessee Board of Regents system headquarters may be required.
