Job Summary

Manager is responsible for configuring, operating, and administrating the Learning Management System (LMS) for El Paso Community College (EPCC) District.

 

Essential Functions

Manage the daily performance and administration of the Learning Management System (LMS) for the Distance Learning Support Services department at EPCC, including database management, installing updates, supporting tools, and software integrations. Manage the scheduling of system upgrading and archiving LMS content, monitoring and tracking the usage to maintain contracted server capacity planning. Maintain and update LMS settings and configurations, and perform system testing.

Provide technical support and training for faculty, staff, and students. Manage and create master course shells (folders, upload course content, set up assignments, etc.) for faculty and instruction departments. Manage and create LMS organizations (non-academic groups) for departments, committees, clubs, etc., to share content, and access other software tools. Manage and create user account permissions and access to the LMS for tutors, lab assistants, interpreters, etc.

Conduct Dual Credit and Early College High School programs (DC/ECHS) site visits and verify that the required certifications are current and in compliance with college, state, and federal codes, guidelines, and policies. Work collaboratively with the high school's Information Technology (IT) departments regarding software and hardware requirements and updates.

Oversee the integration of the LMS with external vendor's content, applications and software, and configure Learning Tools Interoperability (LTI) and for Representational State Transfer Application Programming Interface (Rest API) connections. Communicate with providers, monitor system performance, troubleshoot, and submit support tickets. Develop and maintain an open line of communication with the LMS provider regarding updates and system issues. Serve as the district's primary contact with the LMS help desk to resolve outstanding support tickets and communicate with faculty, staff, and students regarding instructional stoppages or other problems.

Communicate and collaborate with the college's IT department to oversee the LMS integration with the Student Information System (SIS), including creating and implementing integration scripts for user management, course creation, course enrollment, and faculty assignments. Process students with incomplete courses and troubleshoot data integration problems. Inform the IT department of software and hardware requirements for using the LMS on college devices.

Compile and maintain data, create custom reports for internal and external leadership and stakeholders on data usage, storage, student activity, etc. Serve as a resource for the district in compiling data and preparing LMS reports as needed.

Assist the director with the departments day-to-day operations and develop and implement effective LMS policies, procedures, and standards.

Provide direct supervision and support to assigned staff, including performance evaluation, professional development, coaching, and counseling.

Perform other duties as assigned. In-person work on campus is an essential function of this position.

 

Qualifications

 

Required Qualifications:

1. Bachelor's Degree and five (5) years of related experience or an equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities.

NOTE: A copy of the transcript reflecting this required education MUST be submitted for consideration and reflect completed coursework and degrees conferred. The candidate must be fully qualified for the position at the time of application.

2. Experience in the distance education environment as an instructional designer, educational technologist, instructional technologist, systems administrator, or in information technology.


3. Advanced and highly effective computer and software skills and working knowledge of operating systems and instructional design, and managing data electronically.

4. Ability to troubleshoot and resolve technical issues and research solutions.

5. Working knowledge of course delivery via LMS and other distance education technologies.

6. Knowledge of Learning Tools Interoperability, and Respite Education and Support Tools, Academic Performance Index.

7. Experience working with educational institutions and community organizations.

8. Highly effective planning, organizing, and multi-tasking skills, including attention to detail and highly effective follow-through.
 

9. Effective communication, customer service, interpersonal, and conflict-resolution skills.

10. Experience managing and supervising personnel.

11. Experience developing, executing, reviewing, recommending, and managing budgets.

12. Experience developing and conducting presentations.
 

Desired Qualifications:
 

1. Bachelor's Degree in Computer Science, Information Technology, IT Systems Administration, or Educational/instructional Technology.

Copies of transcripts must reflect completed coursework and conferred degrees. All academic coursework and degrees must be from an accredited college or university or be certified by an acceptable agency that the institution is recognized by the appropriate governmental agency in its home country (this is generally stated in the degree evaluation).

Transcripts issued in a language other than English must be accompanied by a full translation (word for word) by a current member of the National Association of Credential Evaluation Services (NACES). Additionally, each foreign transcript must be evaluated for equivalency to United States accredited coursework.

Applications containing foreign transcripts that are not accompanied with the above required documentation will not be considered.

Out-of-town candidates invited for an on-campus interview will be reimbursed for one-half of the transportation cost for travel performed within the United States. The College will arrange and pay for up to two nights lodging.
