Accountant (Fiscal Analyst 2)

Job Description

Reporting to the director of fiscal services, this position serves as the primary capital accountant, and will perform a variety of complex budget and accounting functions in accordance with Generally Accepted Accounting Principles (GAAP), State Board for Community & Technical College (SBCTC) guidelines, the Office of Fiscal Management (OFM), applicable federal/state guidelines, and college policies and procedures.

Essential Functions

  • Perform accounting activities for the college consistent with the requirements of the Washington State Office of Financial Management, the federal government and the State Board for Community and Technical Colleges.
  • Review and recommend improvements to the college's internal accounting policies, procedures, policy interpretation.
  • Responsible for all capital project accounting.
  • Act as a liaison with facilities department and outside agencies to maintain accurate capital project records.
  • Research accounting transactions and prepare corrections and adjustments as appropriate.
  • Assist in monthly and year-end closing processes.
  • Perform complex accounting tasks and other related duties as assigned.
  • Prepare monthly department of revenue tax returns.
  • Prepare yearly department of revenue unclaimed property report.
  • Perform monthly revenue and expense transfers for outside departments (facilities, service center, campus life, etc.).
  • Work with payroll department to reconcile payroll deduction accounts, reconcile with general ledger.
  • Prepare and enter payroll deduction payments.
  • Maintain files and supporting documentation for all areas of responsibility in compliance with audit requirements.

Qualifications

Minimum Qualifications:

  • A bachelor’s degree which includes 18 quarter or 12 semester hours in accounting, auditing or budgeting*.
  • One year of relevant professional experience.
  • Excellent written and oral communications skills.
  • Demonstrated understanding of internal controls and separation of duties.
  • Proficient with word processing and spreadsheet software (Microsoft Word and Excel preferred).

*Relevant work experience may substitute for degree but not credit hours.

Preferred Qualifications:

  • Experience with fund accounting.
  • Ability to manage multiple tasks and/or projects simultaneously and carry out assignments under pressure with short deadlines and/or frequent interruptions.
  • Experience working in a community college or other higher education environment.
  • Demonstrated competency and experience working in a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological, gender and racial/ethnic backgrounds and those with physical, emotional and or learning disabilities.
  • Experience creating digital content (such as (Word/PDF documents and web and learning management system content as appropriate to the role) in accessible formats.
  • Experience with PeopleSoft.

Additional Information

Terms of Employment:
The current vacancy in fiscal services is a full-time, overtime and benefit eligible position expected to begin as soon as possible. Work hours for this position are generally 8 a.m. to 5 p.m., Monday through Friday. Hours and days may change depending on the needs of the college.
