The Student Health and Well-being (SHW) cluster of the UC San Diego, which reports through UC San Diego Health System, plays a leadership role in creating a strong and active wellness culture that enables all students to flourish in body, mind and spirit. This includes promotion and the expansion/development of a student health and well-being center, and the transformation of existing departments, under the oversight of the executive director, into a cohesive, trans-disciplinary source of integrated wellness services. The SHW cluster includes the departments of Student Health Services (SHS), Health Promotion Services (HPS), Counseling and Psychological Services (CAPS) and SHW Administration.

CAPS provides campus-based mental health services to over 42,000 registered UCSD undergraduate, graduate, and professional school students. CAPS' multicultural, multidisciplinary, and student-centered staff strives to deliver trauma informed, culturally proficient counseling and psychiatric services, psycho-educational preventive outreach and early intervention programming, postvention services, consultation, research, and training opportunities. In collaboration with Student Affairs and Academic Affairs, CAPS services support the academic mission of the University aimed at student success, retention, and wellbeing, working toward the maintenance of a just, inclusive, and healthy living and learning environment for individuals to flourish as they pursue their academic, career, and personal goals. CAPS is accredited by the International Accreditation of Counseling Services (IACS) and the Postdoctoral Residency Training Program is affiliated with the Association of Psychology Postdoctoral and Internship Centers (APPIC). CAPS is fully committed to self-examination, peer review, and quality improvement through metrics and the utilization of performance data, clinical outcome, and client experience measurements and feedback.

The Tritons Crisis Response Team (TCRT) Manager will support UC San Diego Chancellor's commitment to re-envisioning campus safety and policing towards a welcoming, service-oriented, and community-centric university campus. The incumbent will promote a campus culture emphasizing fair, collaborative, and trusting community relationships, and respectful and humane methods to campus safety. The TCRT Manager will lead with autonomy, accountability, and transparency, a multidisciplinary team of licensed clinicians, counselors and crisis intervention specialists, to achieve organizational objectives. These health professionals will be embedded within the UC San Diego Police Department, prioritizing the well-being of the entire campus community. This team will respond to crisis situations and deliver onsite, immediate and personalized mental health interventions within a framework of inclusion excellence, social justice and the aspiration to eliminate health care disparities.

Because historical data support the fact that some calls requiring response to mental health crisis can be volatile and appear dangerous, it is envisioned that attending to such calls will be a co-response of compassionate police personnel and crisis response personnel. The TCRT will serve as first responders in wellness checks, behavioral health crisis triage, and mental health emergencies within the campus community, reducing the role of armed officers in non-criminal calls. In coordination with the CAPS Director and Leadership Team, the Vice Chancellor of Student Affairs, UC San Diego Health Emergency Department and Inpatient Psychiatric Care, Neuro-Behavioral Medical Unit, the UC San Diego Department of Psychiatry College Mental Health Program, and the UC San Diego Police Department Chief, the TCRT Manager designs, implements and oversees the daily operations and outcomes of a compassionate mobile crisis response for the UC San Diego campus and community. This includes workflow design and training from dispatch response to disposition, marketing strategies to ensure the campus community is able to access and utilize the services, and collaborative partnerships with relevant campus departments and local mental health resources and hospitals, stabilization and transitional units, and designated providers for ongoing care to deliver optimal level of services and safety for UC San Diego community members in crisis.

The Tritons Care Crisis Response Team (TCRT) Manager is responsible for the stewardship of human, financial, and physical resources in compliance with departmental and organizational goals and objectives. The incumbent recruits, hires, trains, and supervises the TCRT licensed mental health professionals. The team will provide rapid response and in the field, assessment, crisis management, transport and referral, using trauma and culturally-informed and responsive practices and interventions at all levels of care. Types of calls may include in the field wellness checks, 5150 evaluations, virtual and in-person crisis intervention, critical situations de-escalation, professional consultation to campus staff regarding mental health concerns, and communication with hospitals and other mental health facilities services personnel regarding transfers of care and case management. The TCRT will also provide prevention and outreach training, resources and presentations to campus communities related to mental health and stigma reduction. The TCRT will be designed and operated in alignment with a continuum of care principles and practices.

CT: Supervises licensed clinicians and /or counselors providing counseling and assessment services, crisis intervention, individual and group therapy and / or testing. Assists in ensuring the quality of treatment delivery. Assists with the administration and management of personnel, fiscal, and material resources.

  • Master's degree in psychology, social work and other behavioral health disciplines from accredited program. Doctoral degree (Ph.D. or Psy.D. from an accredited program in Clinical or Counseling psychology) preferred.

  • Minimum five (5) years licensed clinical experience incorporating evidence-based and informed psychological practices.

  • Minimum three (3) years supervision and management experience in a relevant setting.

  • Licensed in behavioral health discipline in the State of California.

  • Demonstrated knowledge of behavioral health counseling methods and techniques, crisis intervention, treatment planning and case management.

  • Proven experience and ability to acknowledge, advocate and support the efforts to dismantle structural racism and divisive biases based on race, ethnicity, sex, gender identity, age, disability, sexual orientation, religion, and political beliefs.

  • Strong knowledge of applicable federal, state and local laws, rules and regulations.

  • Advanced experience responding to mental health emergencies, while working collaboratively and in coordinated fashion with police and security officers during field work

  • Strong interpersonal skills to develop and maintain cooperative working relationships. At all times, demonstrate the characteristics of professionalism in attire, attitude, conversation, behavior and attentiveness to others. All staff members are required to uphold the UCSD Principles of Community and to promote a positive and collaborative team environment.

  • Verbal and written communication skills to effectively communicate. Demonstrated active listening, persuasion and counseling skills. Ability to relate warmly, humanely, sensitively and empathetically to others.

  • Strong supervisory skills to guide behavioral health providers on treatment methods. Ability to develop effective teams. Proven commitment to diversity and inclusion to foster the best possible working and learning environment.

  • Experience onboarding, developing, training, and supervising peer support staff and team members for resilience, comradery, and coherence.

  • Knowledge of business software, specialized applications and EHR systems used in behavioral health centers/clinics.

  • Working knowledge of human resources management practices and policies.

  • Demonstrated skills to conduct intake clinical interviews, psycho-diagnostic assessment, treatment plan formulation and recommendations.

  • Knowledge and practice of quality improvement and peer review requirements and processes. Skills associated with program development, management, and evaluation

  • Experience with rapid screening and assessment and diagnosis towards development of appropriate interventions and level of care, working effectively and efficiently in high pressure situations.

  • Proven experience in developing and implementing culturally proficient outreach programs and providing consultation and educative services.

  • Advanced knowledge and relationships within the UC San Diego Campus and Health System community, mental health providers, institutions. and organization in the surrounding SD communities.

  • Academic and experiential knowledge of psychotherapeutic processes and procedures as well as working knowledge of psychodiagnostic procedures and techniques, including developmental and abnormal psychology.

  • Thorough knowledge of organizational consulting techniques, systems, community psychology and social work models and approaches

  • Ability to use discretion, maintain confidentiality and comply with all requirements in use of computer systems and access to any and all patient, student, employee and University data, in electronic and hard copy formats, in compliance with University, state and federal guidelines, including, but not limited to Health Insurance Portability and Accountability Act (HIPAA) and Family Educational Rights and Privacy Act (FERPA).

  • Employment is subject to a criminal background check and pre-employment physical.
  • Unrestricted California license to practice.
  • Must successfully complete credential verification and background check to maintain practicing privileges.
  • Must be available evenings and weekends for after-hours emergency coverage, as neededKnowledge of local area mental health resources, for community referrals and collaborative care.
  • This position is a mandated reporter of known or suspected child abuse or neglect, according to the California law, Child Abuse and Neglect Reporting Act (CANRA).
  • Must complete initial mandatory health requirements, and current clear TB test results and flu vaccination. In the absence of immunization records, titer test or blood test will be required to determine if other immunizations are needed.

  • Occasional travel may be required.
  • Must have access to reliable transportation to travel to off-site meetings and events.
