Director of Budgeting and Payroll

Job Description

This position reports to the Executive Director of Accounting and plans, organizes, directs and manages all payroll functions across the college; researches, interprets and implements all Federal and State payroll laws and regulations. Additionally, this position supports major areas of budgeting and financial reporting and is primarily responsible for accurate budgeting, processing and reporting of salary and benefits data college wide. This is a full-time, 12 month, benefit eligible position.

Salary & Benefits

  • Cafeteria Plan: In addition to the base compensation, benefits-eligible employees receive an extra $5,640 per year to put toward benefit costs or to be used as additional take-home pay
  • Contract Period: Two weeks off over the Christmas & New Year holidays and one week off for Spring Break in March in addition to regularly observed holidays.
  • Paid Holidays: 21 (including a full week off between Christmas and New Year’s Day and over Spring Break)
  • Vacation & Sick Leave: Approximately 21 paid vacation & paid sick leave days accrued annually

Essential Duties and Responsibilities

Payroll

  • Responsible for the direction and supervision of assigned staff, including the payroll and compliance positions.

  • Recommends efficiencies and oversees implementation of automation projects for the functional area.
  • Implements procedures, authorizes accounting processes, and personally ensures compliance with federal, state and local payroll regulations.
  • Manages position control including review and approval of new position requests to ensure budgetary availability and coding accuracy. Ensure accurate labor distribution and create labor redistributions as needed.
  • Performs the quality control function for personnel action forms for new hires, terminations, and all other adjustments.
  • Participates in all relevant, or assigned, committees including the Compensation Committee and assists with the development of annual compensation adjustment scenarios.
  • Reconciles Human Resources benefit Invoices to payroll records.
  • Reconciles payroll liability accounts and researches variances, prepares Journal Entries as needed.
  • Oversees compliance with Arizona State Retirement System eligibility and Health Insurance enrollment and reporting obligations.
  • Provides high quality customer service and support to all employees and customers of the departments including answering questions, providing understandable explanations, supplying data and completing third party forms on the employer's behalf.
  • Supervises Payroll Technician, providing work direction, instruction, guidance and prioritization of workload.

Budget

  • Develops the college's annual budget and makes suggestions to align the budget with the college’s strategic plans.
  • Supports the Executive Vice President to coordinate the annual Budget development process.
  • Researches and compiles financial data to perform statistical analysis, and to prepare comparability graphs, and “what-if” scenarios and other forecast projections. This includes evaluating the effectiveness of the budget development process.
  • Responsible for the development of the compensation budget in the College’s integrated software/administrative system.
  • Develops, designs, and edits Budget publications and communications.
  • Responsible for position management and control.
  • Development of revenue projections.

Financial Reporting

  • Preparation and coordination of annual and ad hoc reporting requirements.
  • Supports the Executive Director of Accounting to coordinate the annual audit and prepare the Comprehensive Annual Financial Report.
  • Review and approve Journal Entries and reconcile bank accounts for the General Fund as directed to ensure appropriate separation of duties.
  • Reviews, interprets, analyzes and reconciles budgetary and accounting information, reports and accounts.
  • Performs other duties as assigned.
Knowledge, Skills and Abilities

Knowledge of the principles and techniques of payroll and compliance process and analysis. Knowledge of budget process, analysis, and development. Knowledge and experience with fund accounting and program coding rules in compliance with the Financial Accounting and Reporting Manual, GAAP, and GASB. Knowledge of the principles and practices of supervision, training, and human resources management. Knowledge and skill using integrated software/administrative systems. Skill in using various computer programs, such as spreadsheets, word processing programs, and graphical presentation software; in oral, written, and interpersonal communication; and in organization and time management.

Minimum Qualifications

Bachelor's degree in Accounting, Finance, Business Administration, or directly related field, and 5 years of related experience; or a Master’s degree and 3 years of directly related experience such as fund accounting, budgeting, or any equivalent combination of education and experience sufficient to successfully perform the essential duties of the job and/or as approved by the Human Resources department.

Preferred

Master’s degree in Business Administration or related area. CPA. Experience in an educational setting. Experience using an integrated administrative software system. Experience with a variety of computer applications, including database management systems, presentation software and Microsoft Excel expertise.
