Position Overview

A postdoctoral scholar is sought for a position in governmental decision-making and community resilience working under the mentorship of Dr. Rachel M. Krause, in the School of Public Affairs and Administration at the University of Kansas (KU).

The successful candidate will join the NSF funded project, Adaptive and Resilient Infrastructures driven by Social Equity (ARISE), which aims to advance community resilience through a focus on human, physical, and cyber infrastructure, particularly in the areas of water, transportation, and energy. ARISE emphasizes the creation of tools and capacities to support vulnerable communities in both urban and rural areas to enable faster and more equitable recovery after disasters.

The postdoctoral scholar will play an important role in the institutional and network analysis portion of the project. They will assist in identifying ways to measure/assess the influence that various social network structures, community capitals, infrastructure assets, and public policies have on the pre-disaster context and post-disaster experiences of diverse communities across the State of Kansas.

This position is housed within the highly ranked KU School of Public Affairs and Administration (SPAA) and will benefit from its supportive academic environment and strong alumni network. The University of Kansas is one of just 65 invited members of the Association of American Universities (AAU), and is the state’s flagship university. The University of Kansas is located in Lawrence, Kansas, which has been ranked among the best college towns in the United States. It is 45 minutes away from Kansas City and its surrounding metropolitan region, which afford a variety of living options. 

This position is a limited-term appointment from September 30, 2022 through September 29, 2023, with a possibility of extension. The starting date of September 30, 2022 is negotiable. Must be able to travel to various locations within the state of Kansas.

The successful candidate must have appropriate authorization to work in the U.S. before employment begins.


Job Description

50% - Engage in the planning, designing and conducting of complex research projects in collaboration with a larger team. Lead in the collection and analysis of interview, survey, and social network data with the aim of understanding how patterns in communication, resources, and information flows across infrastructures and jurisdictions shape equitable regional resilience.   

30% - Develop reports, presentations, and other communications to share key findings from research with relevant stakeholders. Assist in drafting manuscripts for publication in academic journals.

10% - Contribute to the development, preparation and submission of externally funded proposals related to the research program.

10% - Mentor undergraduate and graduate students.


Required Qualifications

  • PhD in a Social Science discipline, including Public Administration, Public Policy, Urban Planning, or Political Science conferred at the time of the appointment starting date, not to exceed six months from the date of hire. ABD candidates must have the PhD conferred within six months from the date of hire.
  • Prior experience in statistical network analysis.
  • Has a record of previous publications, as evidenced by application materials.
  • Prior experience leading presentations or workshops, as evidenced by application materials.
  • Must be able to travel to various locations within the state of Kansas.

    Appointment Requirements
    To be appointed at the Postdoctoral Researcher title, it is necessary to have the PhD conferred at the time of hire. Appointments made without a diploma or certified transcript indicating an earned doctorate are conditional hires and are appointed on an interim basis not to exceed 6 months. Upon verification of degree the appointment will be extended to its full duration.


  • Preferred Qualifications

  • Prior experience with a range of both quantitative and qualitative methods including: GIS, spatial regression and conducting and evaluating interviews and focus groups. A working knowledge of Stata and programming experience in R or Python is preferred.
  • Prior experience in survey design and administration.
  • Demonstrated ability to work independently to achieve project objectives, to meet project deadlines and reporting requirements, to help mentor other team members, and have strong communication skills, as evidenced by the application materials.  
  • Prior experience facilitating collaborations within a multi-disciplinary, multi-institutional project team.  
  • Prior experience advancing institutional and/or project-specific commitments to diversity, equity and inclusion.
