Title: Health Educator – Return to Care
$25.84 - $29.00 / Posted Thru: 8-10-22

Location: Remote/Hybrid - Must Be a Michigan Resident

Purpose: The Health Educator will collaborate with the HIV/AIDS Continuum of Care Unit to support the planning, implementation, and delivery of health education with specific emphasis on Linkage to Care, Ryan White (RW) B and D Programs, Care Coordination Projects, RW Service Standards, HIV/AIDS, and other various statewide HIV Care Services and Programs. The Health Educator will also be responsible for providing guidance to sub-recipients receiving Ryan White resources to improve the coordination of linkage to care services to Michigan citizens infected with HIV.

Duties and Responsibilities:
  • Assist in writing HIV/AIDS narrative reports that result from programmatic data regarding key components of the HIV/AIDS program activities.
  • Act as a liaison for the Return to Care and Continuum of Care Unit when collaborating with the Data Unit Team regarding CAREWare support and other software/data reporting needs.
  • Advise and recommend sub recipients to undertake specific courses of action consistent with current RW standards.
  • Provide support for various RSR reporting requirements (i.e., annual reports, data analysis).
  • When applicable, provide information during HIV grant requirement meetings to ensure compliance with RW/HIV Division requirements, policies, and procedures.
  • Assist in the development of Requests for Funding Proposals (RFP); develop criteria, review, evaluate, and recommend approval of applications.
  • Oversight of local, private, and public funded agencies, to ensure appropriate utilization of funding from the Health Resources and Administrative Services (HRSA).
  • Monitor contractors for grant projects and ensure timely submission of progress reports and budgets to MDHHS.
  • Provide consultations to local agencies not meeting objectives to troubleshoot barriers.
  • Provide database training.
  • Assist in the development and preparation of program and educational materials to enhance public awareness regarding HIV care and treatment and evaluate the effectiveness of materials.
  • Assist in the development of RFP; develop criteria, review, evaluate and recommend approval of applications.
  • Provide technical assistance and education to funded partners, project coordinators, local communities, health departments and health care organizations.
  • Develop quality assurance procedures to improve data quality.
  • Conduct on-site reviews of agencies and assist with evaluating performance and ensure proper utilization of funding sources at the local level.
  • Support Section and Division activities by participating in required meetings, committees, confidentiality and security trainings and other trainings as needed.
  • Routinely examines and cleanses current data records to ensure data accuracy.
  • Professional reading and seminars to enhance knowledge of HIV care and treatment.
  • Always represent the best interests of MDHHS and MPHI.
  • Other duties as assigned.

Qualifications/Requirements:

Education: Possession of a bachelor’s degree in health education, health care administration, health management and health promotion, preferred.

Experience: Two years of professional experience in a position responsible for the implementation or direction of health programs.

Important Skills and Characteristics:
  • Experience working with PLWH, HIV+ Communities of Color, LGBTQIA+, Persons Who Inject Drugs (PWID), Vulnerable/Underserved populations, Community Organizations and Public Health.
  • Strong facilitation skills and experience working with RW funded agencies, Local Health Departments, Aids Service Organizations (ASO) and Community Based Organizations (CBO).
  • Prior experience in data system management, development, or programming and specifically in a public or private health care field is highly desirable.
  • Strong organizational skills with an ability to manage and prioritize multiple tasks.
  • Proven ability to work independently while being part of a team and representing an organization.
  • Proficiency in Microsoft Office applications and familiarity with email/internet browser software.
  • Excellent written and oral presentation skills; ability to effectively communicate with diplomacy under challenging circumstances.
  • Demonstrated facilitation or presentation skills to varying audiences.
  • Experience meeting grant-funded deliverables.
  • Knowledge of HIV and STIs.
  • Commitment to health equity and serving the underserved populations in Michigan.
  • Requires considerable independent judgment, and a high level of initiative and accountability.
  • Ability to work well in team situations; is self-motivated, able to conceptualize changing health care systems, and effectively implement new programs.
  • Ability to complete work in timely manner and handle multiple tasks at one time with minimal supervision.

Work Environment and Physical Requirements: Due to COVID and ongoing mitigation efforts, all unit employees are working from home until otherwise stated by Division leadership. Job may require moderate physical effort including lifting materials and equipment of <25 pounds, involves viewing a computer screen 50%-70% of the time and responding to telephone inquiries. Travel potentially required (when it is safe to do so) to include in-state travel for site visits, trainings and/or meetings and out-of-state travel for responsibilities related to funding and duties. Requires valid vehicle operator’s license when needed for travel.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: Performs as a critical member of a team of professionals working to reduce transmission of HIV and to ensure access to and retention in care for persons in Michigan living with HIV.
