Title: Analyst – Return to Care
$21.51 - $25.50 / Posted Thru: 8-7-22

Work Location: Remote/Hybrid – Must Be a Michigan Resident

Purpose: This employee will facilitate activities related to Return to Care projects and participate in activities related to discovering People living with HIV who are not in medical care and linking them to proper medical care. This includes handling complex issues while implementing projects by developing innovative partnerships and expanding services that lead to higher rates of engagement in HIV medical care and increased viral suppression. This person will work with DHSP, local health departments and community agencies to implement services to improve HIV Care outcomes. This position works with community advisory boards, provides guidance to medical providers and community members, provides written and technical documentation, and is a convener of key partners. This position also provides training and technical assistance to improve new programming. Knowledge of HIV/AIDS and planning is required.

Duties and Responsibilities:
  • Decrease the number of people living with HIV who are not receiving medical care.
  • Train new agencies on data entry, recording, and reporting requirements.
  • Evaluate and review quality measures related to performance for Return to Care initiatives.
  • Establish relationships with partners to identify gaps in services.
  • Maintain records and prepare reports and internal and external correspondences related to Return to Care projects.
  • Analyze data and develop reports to contribute to program evaluation and quality assurance. Reports should include recommendations for program refinement and redirection.
  • Collaborate with Continuum of Care Unit, Ending the HIV Epidemic Unit, and Special Projects Unit when developing and implementing Return to Care projects.
  • Coordinate with DHSP Data and Evaluation team to define metrics and establish evaluation plans.
  • Participate on relevant monitoring calls, webinars, and conferences.
  • Provide guidance and oversight to Ryan White (RW) B Rebate funded projects.
  • Conduct virtual or onsite evaluations of sites requesting designation to assess their capacity to comply with program standards, guidelines, and other requirements.
  • Participate in the development, interpretation, evaluation, and recommendation of policies, procedures, rules, and regulations for the effective operation of programs.
  • Utilize sociocultural and epidemiological data to identify at risk populations and prioritize where HIV Care services and education should be increased.
  • Develop correspondence staff administering RW rebate funds as required and/or appropriate.
  • Collaborate with other HIV Care units when appropriate.
  • Represent the section/division on intra- and extra Departmental committees.
  • Consult on the development of needs assessment activities, integrated plan activities, lean process activities, provide tools, advise methods, interpretation, and dissemination of results
  • Seek out and participate in various professional development opportunities and incorporate new skills and information in current work.
  • Maintain records and prepare reports and correspondence related to the work.
  • Always represent the best interest of MDHHS and MPHI.
  • Performs related work as assigned.

Qualifications/Requirements:

Education: Bachelor’s degree in any major is required.

Experience: Minimum 1-3 years in public health.

Important Skills and Characteristics:
  • Organized and detail oriented with excellent oral and written communications skills.
  • Must be self-motivated, able to complete work in a timely manner, and handle multiple tasks with minimal supervision.
  • Critical thinking skills.
  • Proficiency in Microsoft Office applications (especially Excel), email, and internet browser software are required.

Work Environment and Physical Requirements: Job may require moderate physical effort including lifting materials and equipment of <25# and involves viewing a CRT or VDT screen 70% to 90% of the time and responding to data requests helpdesk inquires. Requires valid vehicle operator’s license where needed to perform duties of the position. Frequent deadlines. In-state and out-of- state travel for related meetings.
