This is a professional position involving coordination of Human Resources and administrative service activities for the college. The incumbent is responsible for coordinating the timely and accurate reporting of Human Resources and administrative data to various organizations. The incumbent is also responsible for recording and reporting this data to ensure conformity with federal and state law and management rules and regulations. The incumbent must function in accordance with the philosophy and mission of the college. This incumbent is responsible for processing of payroll and benefits for all employees.

PRINICIPAL DUTIES, RESPONSIBILITIES AND AUTHORITY

  • Maintain employee and organization confidentiality
  • Recruit and serve on interview committees when appropriate, and process employment selection documents
  • Contribute effectively to the motivation of employees by collaborating with supervisors and managers on best human resources practices
  • Prepare and present management reports as it relates to human resources
  • Develop, interpret, maintain and implement all personnel policies and procedures to ensure compliance with all college, system, state and federal employment regulations and laws
  • Knowledge of all state Civil Service rules and regulations in addition to other college and system policies related to personnel actions
  • Oversee implementation of the college's performance appraisal tools including the Civil Service PES system for classified employees
  • Completes various weekly, monthly and annual reports for LCTCS, Office of Group Benefits, TRSL, LASERS, Civil Service, Division of Administration, etc.
  • Establish and implement procedures for advertising and filling vacancies, ensuring compliance with college and LCTCS policies, as well as federal and state requirements
  • Administer the classification system and approved wage and salary plans for all employees including Faculty Compensation Plan, Market Adjustments for classified employees, etc.
  • Provide training and educational in-service programs for all college employees
  • Prepare employee orientation materials and conduct orientation and onboarding programs
  • Investigate grievances and complaints of harassment, discrimination required by college and LCTCS policies and guidelines; make final report to the Vice Chancellor of Finance and Administration and provide relevant employee training
  • Establish and maintain personnel records in the Human Resources personnel systems
  • Responsible for payroll entry, verification and related reports
  • Assist Vice Chancellor of Finance and Administration with proper general ledger coding for employees
  • Maintain permanent personnel files
  • Assist Facilities and Property Management with safety and security
  • Responsible for campus mailroom
  • Knowledge of required payroll deductions and benefit plans
  • Input HR data into Banner and monitor LaGov Systems
  • Assist management in developing business procedures for effective and cost-efficient operations
  • Oversees statewide mandatory training modules
  • Plans and coordinates annual RPCC Retiree Recognition ceremony and annual service awards
  • Processes tuition reimbursement requests for eligible employees
  • Attend, participate and assist in the coordination of college functions
  • Serve as Title IX Deputy Coordinator
  • Perform other duties as directed

EDUCATION AND EXPERIENCE

Required: Bachelor's degree in a Business related field; 5 years of HR experience preferably in Higher Education; excellent writing and oral communication skills.
