Assistant Director, The LearningForce

Job Description

State Fair Community College is an accessible, learning-centered institution, enriching its students and community by providing skills, knowledge and perspectives essential for a changing world.

The college offers associate of arts, associate of fine arts, associate of science and associate of applied science degrees, professional and skills certificates, and noncredit courses and programs, and workforce development training in a 14-county area in central Missouri with locations in Sedalia, Boonville, Clinton, Eldon, Lake of the Ozarks, Warsaw, at Whiteman Air Force Base, and online.

Overview: This position is responsible for the fiscal duties, which support all lines of business of The LearningForce. This includes the review and submission to the State of all payments, income, and compliance for the Missouri One Start training programs; the payments, invoicing, receipts, and tracking of all training projects and department activities; and other duties necessary for the closeout and completion of training projects. The AD is responsible for directing activities associated with grant opportunities administered through The LearningForce as well as being the back up for the Executive Director when they are not available. This position will also* demonstrate commitment to working with a diverse student and staff population and a student-centered_ academic environment. Demonstrate the mission and core values of SFCC while representing the college professionally. Understand and apply college policies and regulations in appropriate situations._

Examples of Duties / Knowledge & Skills

Essential Duties:

  • For Missouri One Start training programs, this person will:
  • Upon receipt of invoices submitted by companies, review for accuracy, compliance, and completeness. This position has the authority to work with the company to correct any deficiencies and then submit the appropriate documentation to the Missouri Department of Revenue and Missouri One Start or the project Trustee for reimbursement.
  • Upon receipt of reimbursement funds from the State, determine the appropriate disbursement of funds to companies or departmental budgets.
  • As required, reconcile, monitor, and possess the authority to submit necessary budget adjustments to the Business Office for appropriate project accounts.
  • Prepare and submit end-of-the period application, documentation and reports to the State annually and as requested.
  • Establish and maintain project files for compliance and annual audit purposes.
  • Maintain confidentiality and stay current on laws and regulations relating to all the state grants.
  • Initiate and manage all accounts payable for TLF including paying instructors, requisitions, EPAFS, procurement of departmental items, and expense accounts, ensuring budgetary compliance, timely payments, and accuracy.
  • Initiate and manage all accounts receivable for TLF including invoicing for direct pay and grant paid training, and class fees, ensuring budgetary compliance, timely invoicing, and accuracy.
  • Using a database system, reconcile budget and track expenses and income by project. Prepare reports as requested.
  • At the end of each project, ensure all appropriate documentation is recorded.
  • Serve departmental customers through class registration, inquiries and promotion of classes.
  • Monitor and support training and class delivery activities to ensure a quality learning experience for our clients, trainees, and students.
  • Contribute to departmental marketing activities and initiatives.
  • Supervise, train and monitor part-time employees and work study(is).
  • Create and maintain the part-time staff scheduling.
  • Act as back-up to the Executive Director of The LearningForce, and other TLF administrative staff, as needed.
  • Communicate with Executive Director of The LearningForce daily with department updates.
  • Consistently look for ways to streamline costs and improve efficiency.

Minimum qualifications & Requirements

Required Qualifications

  • Bachelor’s Degree required, Master’s Degree preferred.
  • Must possess strong business principles such as budget management, accounts receivable, accounts payable, and grant administration.
  • Microsoft Office suite software to prepare reports, communications, and other necessary documents.
  • Ability to communicate effectively with staff, company representatives, trainees, and students.
  • Work independently as it is often self-directed to meet requirements, deadlines, and timelines.
  • Five (5) years’ experience in an office setting required; two (2) years’ experience related to budget, human resources, social service, grant administration or similar areas preferred.
