Job Overview: The Program Manager works closely with the Texas Office for Refugees West (TXOR West) Senior Program Manager to ensure program quality and client access for TXOR West-funded partners. The Program Manager will oversee the Refugee Cash and Medical Assistance (CMA) and Refugee Support Services (RSS) programs provided by partner agencies through monitoring, evaluation, and the provision of technical assistance. NOTE: The Program Manager position is eligible for full remote work therefore candidates from ANY location in Texas will be considered.

Major Responsibilities:

Program Support and Technical Assistance Management:

  • Ensure program quality and client access to Refugee Cash and Medical Assistance (CMA) and Refugee Support Services (RSS) programs for partner agencies
  • Monitor performance and outcomes of TXOR West activities as they relate to CMA and RSS programs.
  • Ensure CMA and RSS programs operate within federal and state regulations.
  • Coordinate with TXOR West team to make fiscal year funding allocation decisions.
  • Contribute to the preparation and review of TXOR West funding opportunities, partner plans of operations, proposed outcomes, and budgets.
  • Monitor performance and outcomes of partner agencies on a monthly basis; prepare data analysis to share with TXOR West staff and partners.
  • Collect, organize, and analyze data on statistics and trends related to contract deliverables for reporting purposes and to determine need for technical assistance to partners.
  • Conduct routine desk monitoring to ensure ongoing compliance in CMA and RSS programs.
  • Participate in annual on?site monitoring activities including case file review, activity and service observations, staff and client interviews, and exit meeting conversations for CMA and RSS programs on?site monitoring visits in coordination with finance manager and partnership manager.

Technical Support

  • Provide technical assistance and troubleshooting to partner agencies throughout the development and life cycle of each contract.
  • Meet on a monthly basis with partners to discuss progress and challenges related to meeting program goals.
  • Identify training needs related to the delivery of CMA and RSS programs. Coordinate with TXOR West team on trainings designed to improve program quality and service delivery.
  • Collaborate with Texas Office for Refugees (TXOR) on working groups as needed.
  • Other related duties as assigned

Job Requirements:

Education: 4 year college degree in relevant field required. Graduate degree in management, international relations or social work preferred

Work Experience: 2-3 years of experience with federal (preferably ORR) grant development, monitoring, compliance and reporting.

Demonstrated Skills and Competencies:

  • Experience with refugee populations or other similarly vulnerable populations preferred.
  • Demonstrated success working and communicating effectively in a multi?cultural environment.
  • Proven ability to contribute both independently and as a key team member.
  • Self? starter with excellent problem?solving skills combined with the proven ability to multi?task, prioritize duties, and manage time effectively.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook); Experience with databases and applications preferred.

Language Skills: Fluency in written and spoken English

Working Environment:

Standard work environment. Expectation to travel within local community for partner meetings and events. Oversight of staff in remote field sites. Expectation to occasionally travel and participate in meetings throughout the West Texas region and/or statewide.
