Full Job Description

The Massachusetts Department of Public Health is seeking a dynamic and self-motivated professional to serve as the Deputy Director for the Community Sanitation Program within the Bureau of Environmental Health (BEH).

The Bureau of Environmental Health works to protect communities, especially the most vulnerable, from the disproportionate impact of environmental hazards, which result in significant health disparities. The selected candidate will be responsible for assisting the Director in guiding day-to-day program operations and ensuring compliance with statutory mandates and departmental regulations related to housing, farm labor camps, recreational camps for children, public and semi-public pools, personal flotation devices for children, family type campgrounds, disposition of human remains, indoor air quality in ice skating rinks, nuisance conditions and prison, police station lockup and secured youth housing health and sanitation, as well as medical waste-management for health care facilities and the biotechnology industry. BEH’s Community Sanitation Program (CSP) helps prevent avoidable death and morbidity through enforcement of the State Sanitary Code. The CSP provides a wide range of education, consultation and enforcement activities in areas and disciplines associated with all aspects of the state sanitary code. The selected candidate should be committed to advancing the racial and health equity and environmental justice work of the Bureau.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Oversee and coordinate the various programs and activities in the CSP to ensure that established goals and responsibilities are achieved.
  • Monitor and oversee inspectional activities based on cooperative agreements with other state agencies and provide annual compliance investigations at state owned facilities (swimming pools, family campgrounds and secured youth residential establishments).
  • Assist CSP staff and local health professionals in responding to sanitary code inspections issues and other venues related to state sanitary code regulations.
  • Supervise and evaluate staff to ensure current knowledge of state and federal requirements and best practices, in order to recommend and implement sound program policies and procedures, as well as regulatory revisions.
  • Assist in the development of new program policies, protocols, and procedures; reinforce existing practices that ensure effective protection measures for vulnerable populations.
  • Review existing program reporting formats and assure that output measures are accurate and defensible in accordance with an internal quality control and quality assurance program.
  • Design, implement and update systems for collecting, tracking, and responding to written and verbal complaints from prison inmates, family members, housing occupants, and any other members of the general public.
  • Provide and update as required, internal and external forms and guidance documents to assist in the compliance of state sanitary code requirements and related policies.
  • Determine effective methods for collecting, processing, and assessing relevant data involving state sanitary code topic areas.
  • Participate in all aspects of regulatory review, revision activities and standard operating procedures.
  • Interpret new and existing statutory and regulatory requirements that directly or indirectly affect the state sanitary code and develop memorandums, advisories, guidance, policies, and procedures for implementation.
  • Develop and provide educational materials for local boards of health and various stakeholder groups on State Sanitary Code issues and topics.
  • Collaborate with local, state, and federal government authorities, civic leaders, industry specialists and other stakeholder groups to discuss and resolve issues related to program initiatives.
  • Partner with the Director to prepare recommendations and briefings to senior staff on emerging issues and complaints; Represent the Department, Bureau and Community Sanitation Program on applicable committees and advisory boards.

Preferred Qualifications:

  • Master’s in public health or related field.
  • Experience working in or managing a union workforce.
  • Knowledge of the utilization of resources in the collection, organization, and interpretation of data.
  • Ability to communicate effectively and maintain professional and cooperative work relationships with employees, stakeholders, industry professionals, special advocacy groups and the general public.
  • Capacity to work proactively and independently with attention to detail and the ability to prioritize inquires and tasks appropriately.
  • Experience directing, managing and/or supervising multi-disciplined public health related regulatory programs.
  • Knowledge of the methods of general, statistical, and technical report writing.
  • Talent for communicating effectively in both writing and oral presentations.
  • Strong leadership skills with the ability to build a unified, skilled, and effective team.
  • Skilled in problem solving, consensus building, conflict resolution, and team building.
  • Proficient usage of Microsoft Office products including Word, Excel, PowerPoint, Teams and Outlook.

Qualifications


MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
