Program Director, Upward Bound

Class Description

The Program Director is responsible for the development and administration of the Upward Bound Program, including hiring, training, supervising and evaluating project staff, fiscal management, project development and management, and liaison to the target area schools.  The Upward Bound Program Director also provides direct services to Program participants. This is a grant funded position.

 Compensation within the posted range is determined by a candidate's education level and/or years of experience in the field.  Generally, employees are hired in the lower third of the scale.  

Minimum Requirements

Master’s degree required, in Education, Counseling, or Public Administration preferred. Five (5) years related academic work experience, serving first generation, underrepresented, low-income, students, preferably at a community college. Experience designing and administering college access and success initiatives.  Minimum of three (3) years of supervisory experience required. Knowledge of academic policies and procedures of local school system, U.S. Department of Education, and higher education.

Class Specific Essential Duties

  1. Provide leadership and supervision of assigned College Program.
  2. Develop and implement goals and objectives in compliance with federal legislation and regulations and college guidelines.
  3. Provide leadership for strategic planning and budget development and administration related to programmatic operation and services. 
  4. Hire, train, supervise and evaluate program staff.
  5. Prepare, analyze and submit timely federal, college and other reports as required or requested.
  6. Serve as liaison between College departments, vendors, government agencies and/or other external organizations.

Position Specific Essential Duties

  1. Plan and develop programming designed to provide a comprehensive scope of services to program participants.
  2. Develop and implement a plan for marketing, recruitment and selection of program participants.
  3. Design and implement a program of academic and support services to increase participant academic success, high school graduation, college enrollment and post- secondary completion rates. 
  4. Implement program goals and objectives in accordance with federal regulations and guidelines.
  5. Apply sound fiscal management practices in compliance with federal regulations and college policies.
  6. Evaluate and assess student needs, program utilization, and outcomes to improve or enhance achievement of program objectives.
  7. Design and/or adopt data information systems to monitor program qualitative and quantitative educational data to assure compliance with funder expectations.
  8. Design, institute, and maintain an operational plan of program policies and procedures for staffing, training, professional development and performance evaluation for both the Academic year and Summer Residential program.
  9. Administrative responsibility requiring 24 hour availability and necessary response to program, students and staff during the residential program.
