Job Description:

Title: Program Manager of Workforce Education and English Learner Institute

Unit: Non-Unit Professional (NUP)

Department: Corporate Education and Training

Reports To: Director of Corporate Education and Training

General Summary:

The Program Manager of Workforce Education and the English Learner Institute (ELI) is a member of the Corporate and Community Education & Training Division. This highly professional and innovative individual is focused on ESL and workforce development programming, revenue-generating education and training programs for area businesses and organizations (customers) served by the College either on-campus, online or on-site. The position requires an ability to facilitate productive and on-going relationships between the College and customers, to maintain knowledge of College teaching and learning resources, and to identify resources needed to respond to customer needs. The Program Manager must be goal and outcome-oriented, and proactively identify and generate opportunities to meet emerging education and training needs. This position includes sales, program management, and implementation of on campus and on-site programming. This position reports to the Director of Corporate Education and Training.

The Program Manager will coordinate all aspects of the English Learner Institute (ELI) classes and other workforce programs offered during the fall, spring and summer semesters during the day and evening on both campuses for over 350 participants. The ELI is a noncredit program focused on helping members of the community develop basic English and other skills that are essential to American culture. The Program Manager acts as a liaison to community organizations to promote better understanding and communication between MCC and the local community with information on both credit and non-credit classes.

Essential Duties and Responsibilities:

Program Management

English Learner Institute

  • Design, implement and coordinate all ELI classes.
  • Based on student needs and interest, schedule all ELI classes including Prepare to Attend College, Holistic English Part 3 and Part 4, Bridge to College and Pronunciation and Accent Reduction classes offered during the fall, spring and summer semesters on the Bedford and Lowell campuses.
  • Expand the ELI classes offered on the Bedford campus.
  • Facilitate, develop, and revise courses in the ELI and redirect curriculum, as changes are required.
  • Coordinate graduation ceremony for PAC students three times a year.
  • Provide appropriate documentation to students for completion of all ELI classes.
  • Develop, plan and implement recruitment activities to attract students for all ELI classes.
  • Interview all potential students to decide appropriate class placement.
  • Develop and maintain an efficient database of students who participated in ELI.
  • Advise ELI students on subsequent courses, placement testing, and admission to credit courses.
  • Recruit, interview and assign faculty to teach in the ELI.
  • Support the ELI faculty to promote and ensure student success and retention of participants.
  • Advise faculty on curriculum and instructional methods.
  • Prepare and implement the PAC and ELI budgets.
  • Work with HR to ensure all new-hire documents are completed for ELI faculty.
  • Coordinate assessment and retention of students participating in the ELI including persistence and retention rates.
  • Develop assessment tools to measure student-learning outcomes.
  • Evaluate program effectiveness including student's surveys and exit interviews.
  • Collaborate with staff in other MCC departments including the Admissions, Advising, International and Multicultural Affairs, Registrar and Financial Aid departments.
  • Develop information sessions with other MCC departments for all classes.
  • Serve as liaison with community organizations to promote better understanding and communication between MCC and the local community and develop partnerships with community organizations by providing informational sessions on college resources.
  • Provide interpreting and translation services as needed to students and parents.
  • Attend professional workshops and conferences in order to maintain professional knowledge in applicable areas.

Workforce Education Programs

  • Assess training needs in collaboration with external company contacts and recommend appropriate education and training solutions.
  • Prepare contract-training proposals using approved fee schedules for customers.
  • Work with the Resource Development Office to develop a variety of grants including Workforce Training Fund Grant proposals and training budgets for area organizations that pay into the employer tax fund.
  • Work with outside organizations on utilizing the Workforce Express Fund for cohort training
  • Identify and recruit ESL and other faculty through a variety of sources, including Human Resources, internet, newspapers, Academic Deans, training consultants and local schools.
  • Develop customized programs to meet education and training needs.
  • Work with customers and faculty to facilitate the designing of curriculum and to develop, implement, and evaluate new courses and workshops.
  • Develop work plans and monitor program progress of the delivery of services.
  • Troubleshoot customer issues as they arise.
  • Order text books for scheduled courses and workshops; delivers textbooks and materials to customer sites.
  • Perform all duties associated with opening and closing classes, including registering students, introducing instructors, conducting instructor and course evaluations, and distributing certificates of completion.
  • Support faculty in all aspects of implementation, including disciplinary incidents, scheduling conflicts, ordering materials, and coordination of photocopied materials.
  • Invoice customers and review and confirm status of revenue collection.
  • Prepare, edit, and revise teacher manuals.
  • Assist in maintaining Training Pro for company course access for training
  • Reviews and signs CORI and SORI Acknowledgement Forms for students and faculty in certain programs. In collaboration with Human Resources and CORI committee members, participates in meetings with individuals to discuss positive reports.

Sales & Marketing

  • Develop, market, sell, and manage contract training programs, courses, and workshops to potential customers.
  • Cold call and meet with potential and existing customers at their worksites to sell education and training programs by developing an understanding of their strategic and business challenges and needs and developing education and training solutions
  • Meet yearly individual revenue and department goals.
  • Manage the customer relationship from marketing through program execution and evaluation.
  • Find/generate company leads for sales prospecting.
  • Plan and implement customer appreciation events; plans and executes formal, information sessions at the college for existing and potential customers.
  • Attend community-networking events to promote MCC contract training.
  • Promote and maintain responsive community relations including working with Chambers of Commerce, trade associations.
  • Develop and/ or maintain sales and marketing database utilizing Big Contacts or other applicable software

Supervisory Responsibility:

  • Supervise contract-training faculty, ELI faculty, and support staff. Carry out supervisory responsibilities in accordance with Middlesex Community College's policies and applicable laws. Responsibilities include recruiting, interviewing, hiring, and training employees; planning, assigning, and directing work; disciplining employees; addressing complaints and resolving problems.
  • Also assists in the recruitment of replacement Corporate Education and Training staff.


Requirements:

  • Bachelor's degree and at least three years of related experience.
  • Knowledge of sales and marketing, development/delivery of education and training programs, and program management.
  • Ability to follow through consistently on inquiries, requests, and suggestions.
  • Organizational skills with a strong attention to detail.
  • Ability to handle multiple tasks.
  • Ability to write, speak and present effectively in a public setting.
  • Working knowledge of modern office procedures, practices, and equipment including the use of computers.
  • Leadership, planning, negotiation, marketing, financial management, supervisory, and organizational skills.
  • Ability to develop relevant and realistic programs.
  • Ability to recognize organization-wide priorities and work cooperatively to support their accomplishment.
  • Ability to resolve problems and to develop relevant alternatives and recommendations.
  • Proven ability to understand, communicate, and present complex business and technical information in both sales and service contexts. Ability to communicate effectively both verbally and in writing; to establish positive public relations for the College; and to interact effectively with a wide variety of people.
  • Ability to form strong coalitions with internal and external constituencies.

  • Proficiency with Microsoft Office
  • Experience with equity-minded work and/or understanding of individuals of diverse identities such as race, ethnicity, socioeconomic level, sexual orientation and veterans including those with different levels of academic preparation, varying physical and learning abilities.

Preferred Skills:

  • Experience in developing, delivering education & training programs in post-secondary or corporate setting (such as Admissions, Recruitment, Corporate Education, Community Education, etc.)
  • Experience in using computer and/or database applications for sales and marketing
  • Bilingual skills a plus (Spanish/English)


Additional Information:

This is a full-time, benefitted, Non-Unit Professional Position.

Salary Range: $50,000-$60,000 annually, actual salary commensurate with academic background and experience. Employees of Middlesex Community College are considered employees of the Commonwealth of Massachusetts and receive benefits which include:

Location: Lowell Campus with occasional travel to Bedford campus as needed. This position will be eligible for a maximum of two days of telework in accordance with the College's telework policy.

Hours: 37.5 hours per week, Monday through Friday schedule
