Over the past 40 years, IRC has built deep experience in refugee resettlement to become the largest resettlement agency in the United States. The IRC Resettlement, Asylum & Integration division (RAI) was created several years ago to build on the lessons of U.S. domestic refugee resettlement (education, legal services, citizenship, etc.) and bring those to other middle and high income countries so that they can support their refugee and asylum seeking communities. RAI creates opportunities for refugees and other vulnerable migrants to survive and thrive in the U.S. and in Europe. RAI will serve more than 100,000 individuals in the coming year, among them some 50,000+ newly arrived refugees, through a diverse portfolio of programs across the globe including: resettlement & processing, economic empowerment, health & wellness, immigration & citizenship support for asylum seeking families, food & agriculture, women's protection & empowerment, anti-trafficking, cultural orientation resource exchange, technical assistance to refugee service providers.
In addition, IRC supports the running of the Office of Refugee Resettlement administration in the U.S. on behalf of West Texas, Kansas, and New Jersey. In Europe, RAI operates in five countries (UK, Germany, Greece, Italy, and Serbia) and provides technical assistance to more than 1o countries to ensure that the most vulnerable asylum-seekers and migrants have the necessary support to feel safe and well, get the services they need day to day, and become financially independent from the time they arrive, throughout their journeys, and in their new homes.
Since the creation of RAI, the U.S. network has demonstrated its ability to be agile and adaptable in finding new funding sources for RAI programming related to refugee resettlement even during changes of governmental leadership and political priorities. During this time, RAI expanded its reach to include support for those impacted by human trafficking as well as asylum seekers. Additionally, RAI played a pivotal role in responding to the Afghan crisis by rapidly mobilized 800 staff across 8 military bases and built capabilities to support the U.S. government's evacuation, relocation, and resettlement of tens of thousands of people from Afghanistan. This effort also included the rapid expansion of services throughout the U.S. network of offices.
RAI is living through an extraordinary challenge with the Afghan arrivals, pushing up demand for our services. The current $280m budget and 100k client arrivals are a historical outlier, but a reflection on our need to be ready for what may be ahead.
Heading into 2022, RAI will lead a positive reset of U.S. policy for refugees and work to improve the perception of refugee resettlement in the U.S. and abroad. The division will focus on working with asylum seekers, specifically at the southern border while continuing to drive advocacy and engagement with countries with strong economic and financial viability and maintaining its core work of refugee resettlement services.
The SVP, RAI is an essential part of IRC's senior leadership team. Amongst other executive management, the SVP, RAI helps form and implement the IRC organizational-wide agenda, priorities, funding, resourcing and intended outcomes. The candidate is an important partner to the CEO in extending IRC's influence and impact on a global level. The SVP, RAI is accountable for a $279M+ budget, and the activities of 1,200+ staff and 5,000+ volunteers.
The SVP, RAI is primarily responsible for leading the division, specifically with regards to the implementation of the IRC strategy, mission, and purpose to ensure that both long and near-term organizational goals are met across the U.S., the UK, and Europe. The SVP, RAI will play a key role on the Leadership Board spending 20% of the time serving as a thought leader on U.S. refugee resettlement, asylum, and integration both internally and in the broader context. The SVP is charged with developing a programmatic vision for the division that will focus on achieving operational excellence in areas where there is significant experience while also growing IRC's role as a thought leader and superior practitioner in the multifaceted work of refugee resettlement, asylum, and integration. The SVP, RAI must be an authentic role model of The IRC Way, embodying its core values and mission.
Major units to be managed within RAI include Resource Acquisition Management, RAI Technical Programming, Client Office Field Management, Research Analysis & Learning, Office of Refugee Resettlement, Strategic Planning, Operations, and Budget & Financial Planning. Dedicated functional partnerships exist to support the SVP with the finance, human resources, policy & advocacy, internal and external communications, and IT needs of the division. Additional governance responsibilities of the SVP role include risk management, compliance, client, and staff safeguarding and fostering a work environment of diversity, equality, and inclusion so that all employees feel valued and respected.
- Define, design, and monitor the overall operational model of IRC's RAI programs to ensure quality, service, and cost-effective management of resources
- Take overall accountability for achieving agreed performance measures in all areas of the RAI activities
- Identify new growth and funding opportunities, promote innovation, and direct implementation thereof and assess recommendations from direct reports for expansion
- Review management and financial reporting and statements to determine progress and status in attaining objectives, and revise objectives and plans in accordance with current conditions
- Develop close and productive relationships with relevant stakeholders (including HR, Finance, Legal, Compliance and Safety & Security) to ensure that RAI's operations are well supported
- Identify avenues (including digital interventions) to achieve efficiencies as well as enhancements to organizational structures to optimize the operating model
- Ensure appropriate management of RAI budgets in accordance with donor requirements
- Advise the President & CEO and the Leadership Board regarding RAI program performance, achievements, areas for expansion, gaps in services and other program elements
- Contribute significant perspective and influence on the Leadership Board well beyond refugee resettlement and help IRC ensure that we have the reliance necessary to respond to ever changing political headwinds
- Represent RAI with key donors, policy makers, local government officials, public and private partners, and news media, as needed
- Play a lead role in communicating with public and private donors to boost fundraising efforts
- Ensure implementation of strategic plans by delegating appropriate authority levels to leadership, management, and staff
- Regularly review strategy to ensure continual appropriateness, proactively assess future needs and forecasts
- Strategize and work with External Relations, Advocacy, and Communications to grow our impact, the IRC brand, develop public positioning, and enhance our presence where we serve
- Create, motivate, and build a highly effective and collaborative RAI team to deliver performance against stretched targets
- Help develop IRC as an inclusive and accountable organization with strong channels of communication and engagement for employees to experience psychological safety, availability, and meaningfulness in their work, and be an organization whose learning and development opportunities reflect a strong diversity of talent within the organization
- Oversee an appropriate risk management culture and process
- The ideal candidate will be an effective spokesperson for IRC as a courageous voice in advancing its mission. They will be an outstanding, highly regarded leader in the field of international cooperation, development and/or humanitarian aid, and will bring extensive operational experience in humanitarian, resettlement, and human dignity issues as well as a sound understanding of the financial and policy landscape for the same. They will have a deep and personal understanding of U.S. refugee resettlement and will have a compelling and credible point of view on how to improve the refugee experience primarily in the U.S. and Europe. The ideal candidate will be an inspirational leader who can influence the most senior internal and external stakeholders to invest in RAI programming. The SVP will also be someone who can inspire and galvanize a rapidly growing and passionate team.
