Director of Facilities Management


Division: Facilities Management

Category/Level: PSS/9

Basic Function: Work collaboratively to provide leadership of all operations of the Facilities Management Department, including all buildings, grounds, utilities, energy management systems, and safety/security systems to provide members of the College community with an efficient, reliable and functional physical learning environment which supports the various objectives associated with the mission of the College.

Qualifications:

  • Master Class A Electrician License or HVAC degree required.
  • Five years of experience with progressive responsibilities within Facilities Management (FM) or related industry.
  • Three years supervisory experience; knowledge of regulations pertaining to FM and building industries; knowledge of FM maintenance and operations best practices.
  • Experience developing/monitoring capital projects and preparing/managing FM budgets.
  • Experience in design, scheduling, budgeting, and construction implementation.
  • Experience using appropriate software including computerized maintenance management systems; demonstrated ability to establish performance parameters; excellent time management, project management, presentation, and interpersonal skills.
  • Commitment to implementing sustainability and energy efficiency initiatives.
  • Proven oral and written communication skills to interact with varying levels of staff, students, vendors, service personnel, and the general public. Proficiency with Microsoft Word, Excel, and Access.

Salary & Benefits: Salary of $79,704.86 - $99,631.03 based on experience. Fringe benefits of Blue Cross/Blue Shield health insurance, eye care, dental, life and disability insurance. Retirement benefits as provided by Social Security and IPERS or TIAA.

RESPONSIBILITIES:

1. Direct and coordinate activities of multifaceted facility operations, to provide effective support and services to a diverse constituency, including but not limited to the buildings, custodial, and the grounds departments.
2. Develop, implement, and expand programs and schedules for preventive maintenance, equipment replacement, and energy conservation for continuous facility improvements.
3. Provide ongoing coordination and direction on implementation and prioritization of sustainability performance measures.
4. Manage and coordinate all technical aspects regarding new construction and the alterations and renovation of existing building projects.
5. Perform customary management functions to include regular communications, meetings, problem resolution, task assignment and assessment; regular performance reviews, objective setting; suggest/initiate training.
6. Interpret and ensure compliance with all city, state, and federal regulations concerning environmental protection, fire and electrical underwriter codes, safety, boiler and pressure vessel codes, and other codes and regulations which may apply.
7. Responsible for management and oversight of maintenance & operating expenses, cost estimates for operational requirements; and evaluating and summarizing operations and maintenance costs.
8. Establish operations, maintenance and repair schedules/tracking systems, assign work, and train unit supervisory personnel.
9. Ensure all preventative maintenance tasks are completed in a timely manner including task scheduling, tracking, and recording/filing proper documentation.
10. Responsible for the operation, maintenance and repair of plant mechanical, electrical and monitoring systems; cleaning and general maintenance of buildings, and related equipment.
11. Regularly inspect public and mechanical areas and grounds to ensure compliance with College standards for maintenance and cleanliness.
12. Oversee facilities condition assessments to establish priority for facility repair, replacement, or renewal.
13. Assist in the development of capital budget requests.
14. Assist in the development of proposals to initiate work and capital projects, coordination and review of contract documents, and contractor compliance with College standards and contract documents.
15. Review and approve department overhead budgets, expenditures, work orders, and payables.
16. Manage vendor relationships including communications, problem resolution, RFP and contract development, work schedules, compliance with design plans and legal regulations, and review and performance monitoring.
17. Assure compliance with building codes, physical ADA compliance standards, safety and environmental health requirements.
18. Directs, schedules, and oversees external contractors (electricians, plumbers, excavators, roofers, painters, landscapers, etc.)
19. Ensures the proper disposal of hazardous and controlled wastes in compliance with regulations and guidelines; works directly with outside agencies such as federal and state OSHA, and local and state health departments as required.
20. Perform in a manner which strengthens the coordination and cooperation of all organizational components of the College, including opportunities for student recruitment.
