Posting Summary
Rutgers, The State University of New Jersey, is seeking a Budget Administrative Analyst for the School of Health Professions (SHP). Under the direction of the Finance Business Manager and be part of the Dean’s office administrative team, the Budget Adminstrative Analyst will assist the School of Health Professions Administrative and Academic programs with various fiscal, budgetary and personnel transactions. The responsibilities of the Budget Administrative Analyst will include, but not limited to, journal entries, purchase orders, reconciliation, payroll requests and issue resolution. In addition, the analyst will do a range of data collection, analysis and reporting on a variety of financial and administrative.
Among the key duties for this position are the following: 
  • Prepares and inputs journal entries (JEs) to record financial activities.
  • Acts as SHP’s primary expert on procurement processes and procedures, including transactions that require specialized actions such as bid waivers.
  • Establishes and maintains databases of pertinent fiscal/personnel information.
  • Prepares routine and special reports and distributes/circulates as needed.
  • Utilizes Marketplace to submit and manage purchasing for SHP. Works with central purchasing office and SHP departments to ensure successful PO and check request processing.
  • Utilizes PeopleSoft to submit payroll requests (i.e. adjuncts, students, per diems, overloads) and maintains/tracks payments. Works with Payroll Department to reconcile any outstanding payments.
  • Supports new faculty and staff, and those changing positions, by securing access to guest accounts and other systems such as Marketplace, Expense Management, Canvas, emails, etc. Establishes University guest accounts as requested.

COVID-19 Immunization Requirement
Under Policy 60.1.35 , Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption.  Prospective employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster within two weeks (14 calendar days) of eligibility .  Based on current guidance, individuals are considered fully vaccinated against COVID-19 two weeks after receiving the final dose of any COVID-19 vaccine authorized or approved for use in the United States by the United States Food and Drug Administration (FDA) and recommended by the Advisory Committee on Immunization Practices (ACIP) of the Centers for Disease Control and Prevention (CDC).  Eligibility for a booster against COVID-19 varies and is explained on the University’s web site located at https://coronavirus.rutgers.edu/covid-19-vaccine .  Failure to provide proof of primary vaccination and booster will result in rescission of a prospective employee’s offer of employment and/or disciplinary action up to and including termination.

Minimum Education and Experience
  • Bachelor’s Degree in Finance, Accounting, or a related field plus (2) years of relevant experience in fiscal activities.
  • Equivalent education, experience and/or training may be substituted for the degree requirements

Required Knowledge, Skills, and Abilities
  • Advanced Microsoft Excel skills (including functions such as VLOOKUP, Index/Match).
