Posting Summary
Rutgers, The State University of New Jersey is seeking a Supervising Accountant in Finance at Rutgers Cancer Institute of New Jersey.
The primary purpose of the Supervising Accountant is to support the Associate Director for unrestricted funds with developing and implementing the CINJ budget, and tracking all spending, with a focus on personnel and their associated funding sources. The responsibility includes data research and analysis, fiscal review of transactions, projections, variance analyses, distribution of regular reports to CINJ units as well as tracking of CINJ internal and external commitments. The position is also responsible for maintaining CINJ’s chart of accounts and supervision of analysts.
Among the key duties of this position are the following:
  • Develops and maintains a master personnel budget that contains appropriate funding sources. Ensures each position is accurately tracked and works closely with other Finance Directors for proper sources of funding.
  • Oversees the performance of periodic budget-to-actual variance reports for all expenditures. Ensures reporting schedules are distributed to the units on a regular basis, and meets with units as needed to resolve all concerns.
  • Oversight of Rutgers Cancer Institute of New Jersey financial hierarchy mapping, leading to a clear distinction of each Rutgers Cancer Institute of New Jersey unit, division, department and disease specific program. Supervises the processing of new chart of accounts, along with identifying and correcting inadequate codes.
  • Tracks out-of-cycle unbudgeted commitments and develops a remediation plan as guided by the Associate Director.
  • Assists the Associate Director with financial forecasting projections in support of successful presentations to various boards and committees.
  • Supervises the expenditure tracking activity of Executives awarded funding, which includes the Associate Directors and the CINJ Director funds.
  • Performs analytical review, which may include staffing ratios, benchmarking, and the research of Rutgers RCM allocations.
  • Supervises the development of business plans. Works with other Finance staff for development of potential grant awards.
  • Serve in the capacity of a Finance approver. As directed, performs review and approval of expense requests as they relate to, but not limited to, Sciquest, cell phones, supply orders, etc.
  • As directed by the Associate Director, serves as support for attendance at various meetings, both within CINJ and with RU-RBHS meetings. If serving as the sole CINJ Finance representation, provides overview of meeting results.

COVID-19 Immunization Requirement
Under Policy 60.1.35 , Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption.  Prospective employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster within two weeks (14 calendar days) of eligibility .  Based on current guidance, individuals are considered fully vaccinated against COVID-19 two weeks after receiving the final dose of any COVID-19 vaccine authorized or approved for use in the United States by the United States Food and Drug Administration (FDA) and recommended by the Advisory Committee on Immunization Practices (ACIP) of the Centers for Disease Control and Prevention (CDC).  Eligibility for a booster against COVID-19 varies and is explained on the University’s web site located at https://coronavirus.rutgers.edu/covid-19-vaccine .  Failure to provide proof of primary vaccination and booster will result in rescission of a prospective employee’s offer of employment and/or disciplinary action up to and including termination.

Minimum Education and Experience
  • Bachelor’s Degree in Accounting, Finance or Business Administration.
  • At least four (4) years of progressively more responsible professional accounting experience.
  • Experience with spreadsheet applications software.
  • Equivalent experience, education and/or training may be substituted for the education requirements.
Required Knowledge, Skills, and Abilities
  • Maintaining confidentiality.
  • Must be computer literate with proficiency and working knowledge of financial database systems and reporting tools such as Microsoft Excel, Word, Access and PowerPoint.
  • Effective oral and written communication skills.
Preferred Qualifications
  • Prior experience in a supervisory position.
  • Experience in a health care/academic environment.
  • Outstanding human relations and leadership skills, the ability to function in a team environment and demonstrated knowledge of how to accomplish superior performance in a unionized environment.
