Information and Technology Services (ITS) is looking for an Application Developer, Senior/Intermediate to join the Identity and Access Management team within ITS.

Information and Technology Services (ITS) organization at the University of Michigan has a great opportunity for an Application Developer in the ITS Identity & Access Management (IAM) team. This is an exciting and rare opportunity to join the IAM team as a senior developer and work alongside IAM professionals who are solving the challenges of tomorrow at scale and with vendor, cloud, crowd sourced and open source solutions.


The ITS Identity & Access Management (IAM) team provides enterprise identity management, authentication, authorization, and IT service provisioning, driven by strategic goals, to create a suite of solutions for the entire University community.  This includes a suite of user-facing applications built in-house using python, django, java, and javascript.

We provide services to manage the full life cycle of identities throughout ITS systems, interface these identities to other University systems, and provide robust, secure, and versatile credentialing and authentication solutions. These solutions accommodate local, federated, and cloud identities to meet the needs of the University now and into the future.

This role will develop and support apps related to the ITS PCI environment used by merchants on campus. This role will also be a key part of modernizing the IAM web applications at the University as well as working on a variety of projects using technologies and tools such as Novell Identity Manager, eDirectory services, Active Directory, Shibboleth, and OpenID.


The developer will collaborate with various groups (customers, business system analysts, technical Infrastructure) to address application issues and will have the opportunity to work in a fast-paced environment and make an impact on mission-critical applications and services.

Actively coordinates with team members and service support groups to effectively resolve incidents, requests, fixes, and minor enhancements.  Assignments include but are not limited to, development, automation, CI/CD, installation, configuration, customization, troubleshooting, upgrades, integration, and maintenance of systems.  Monitors applications and other systems for availability, error conditions, performance, and otherwise ensures services are fully operational.

Participates on service enhancement projects by identifying and quantifying customer requirements, delineating the gaps between customer requirements and the capabilities of existing technology and resources, and recommending proactive improvements. Analyzes business requirements and develops designs to meet requirements. Collaborates with users, customers, and business analysts to review modification requests, define programming needs and develop code and solutions that balance requirements and risk, maintainability, and impact.  Programming solutions include modifications/additions to existing code to meet new and pre-existing requirements

Provides accurate time estimates for tasks, identifies impacted teams, and notifies management of potential risks and issues

Proactively seeks information and utilizes analytical and creative problem solving skills along with standard processes and technologies resulting in secure and reliable connections to and use of systems, applications, and infrastructure

Demonstrates relationship building, effective communication skills, and quality service in the process of collaborating with, supporting, advising, and educating customers and team members on the use of services, handling of sensitive data, and resolving incidents, resulting in efficient, effective, and compliant use of software and services. Uses active listening and frequent communication with team members, customers, and vendors, resulting in understanding quality improvement needs, creating buy-in for enhancements, and collaboration with staff

Required Qualifications*

  • Bachelor’s degree in a related field and/or equivalent combination of education, certification and experience
  • Minimum of four years of experience in a related role requiring confidentiality, timeliness, customer service, organization, prioritization, troubleshooting, and working independently to successfully design, develop, deliver, and support high complex applications and solutions.
  • Demonstrated understanding of the development environment and common issues around the technical area
  • Familiarity with PCI-DSS compliance concepts and requirements
  • Demonstrated experience with test driven development practices and tools
  • Demonstrated knowledge and skills in project management, negotiation, and conflict resolution.
  • Knowledge of systems development methodologies (including waterfall and iterative approaches), process improvement, and data analysis
  • Demonstrated skills in strong code design, object-oriented analysis, data modeling, software development methodologies, code performance tuning and benchmarking, and software quality testing
  • Demonstrated skills in secure application coding practice
  • Demonstrated proficiency in web application development using python, django, java, javascript
  • Experience with relational (SQL Server) databases?
  • Familiarity with Restful and Simple Object Access Protocol (SOAP) application programming interfaces (API)
  • Demonstrated effective creative problem solving and flexibility when collaborating with customers, team members, support teams, external vendors, and technical organizations to understand, advocate for, evaluate, and support enhancements, resulting in plans and services that leverage the capabilities of existing technology and meet customer and organizational expectations
  • Demonstrated effective written and verbal communication skills including strong interpersonal skills with an ability to work effectively through all levels of management and matrix organizations
  • Demonstrated ability to establish and maintain effective relationships with internal and external customers in a manner that consistently meets the organization’s expectations for exemplary customer service
  • Ability to influence others in the building and maintaining a consensual approach with a wide array of diverse business interests

Desired Qualifications*

  • Experience with cloud platform (Azure/AWS/GCP)
  • Experience with Azure DevOps pipelines and CI/CD
  • Experience in full life cycle software development using Agile practice
  • Experience with ized and serverless deployments

Additional Information


Normal amount of sitting, average mobility to move around an office environment; able to conduct normal amount of work at a computer; travel to various locations on and off campus.  Punctual, regular, and consistent attendance is required.  May require on-call availability and may require working during non-business hours and on weekends.
