POSITION TITLE: Director of Refugee Services
REPORTS TO: Executive Director

WORKSITE: Omaha, Nebraska

ORGANIZATIONAL DESCRIPTION: Refugee Empowerment Center is a federally recognized refugee resettlement agency that is responsible for resettling refugees from around the world in the Omaha-metro area. Our mission is to resettle refugees and provide them the support they need to thrive. REC was founded in 1997 and has resettled close to 2,500 refugees while serving many more through supplemental services and programming. We focus on helping our clients live and work productively and achieve a better life for themselves and their children. Our goal is to empower refugees by helping them obtain the skills necessary for economic self-sufficiency, developing support networks, and creating space for joy. Nebraska has one of the highest per capita refugee resettlement rates in the country, and with 26.3 million refugees and 45.7 internally displaced persons worldwide, Nebraska’s proud tradition of resettling refugees will be an ongoing necessity. REC is grateful to the Omaha community for uniting with us in solidarity to support our newest Nebraskans in becoming healthy and successful members of our community.

POSITION DESCRIPTION: The Director of Refugee Services will report directly to the Executive Director and will join the executive leadership team. This position will provide oversight of all the core programming at Refugee Empowerment Center and will be responsible for ensuring high-quality outcomes. This position requires strong management and leadership skills, knowledge of federally funded programs (particularly refugee programs), the ability to work and lead independently, and the ability to work with a multicultural team in a fast-paced environment. The Director of Refugee Services will play a key role in structuring teams, selecting staff members, and ensuring programs are ready to operate quickly and efficiently. The successful candidate will enjoy collaborating with our refugee communities to establish a wide-ranging yet focused vision on how best to serve current and former refugees in our state.

CORE FUNCTIONS OF THE POSITION:

Program Management

  • Lead all of REC’s programs, including the following federally funded programs: Reception & Placement, Matching Grant, Preferred Communities and Health Promotions, and Refugee Supplemental Services administered by Nebraska DHHS.
  • Ensure all program goals are met with high-quality and timely outcomes.
  • Supervise or complete all required program reports, including collecting required information from team members and/or other stakeholders.
  • Serve as the primary point of contact for REC’s national resettlement agency partner, the Ethiopian Community Development Council.
  • Oversee team members to complete program monitoring/evaluations and implement quality process improvements.
  • Participate on the leadership team to develop assessments for refugee programs; regularly assess programs for quality and course-corrections as needed, including training and/or re-training staff when needed.

People Management

  • Directly supervise program managers, including coaching and fostering leadership potential in staff, completing quarterly and annual performance reviews, and promoting strong performance for all team members.
  • Assess the skills and number of staff needed for peak team performance and adjust teams accordingly, including recruiting and hiring team members as needed.
  • Ensure staff are all fully trained, are capable of delivering program outcomes to REC standards, and are consistently delivering activities to these standards.

Financial Management

  • Collaborate with the Director of Finance and other finance staff in creating departmental and agency-wide budgets and ensuring program budgets are met.
  • Coach managers on program financial requirements so all team members follow financial processes.
  • Coach program managers in budget management, as necessary.
  • Provide input to program budgets for future grants.

Leadership

  • Participate on leadership team, providing insights into programs and contributing to the shaping, implementing, monitoring, and evaluating of REC’s organizational priorities, policies, and strategic plan.
  • Make recommendations about program needs, including staffing levels and budget requirements.
  • Contribute to plans for new programs as required, including contributing to program plans, grant applications, and proposed budgets.
  • Represent REC with external partners, including funders, volunteers, organizational partners, and other members of the Omaha community.

QUALIFICATIONS:

  • Dedication to REC’s Core Values and Mission.
  • Ability to work sensitively with numerous staff, volunteers, students, and clients having diverse personalities, lifestyles, cultures, political orientations, and faiths.
  • Experience managing federal and/or state grants preferred. Experience managing multiple grants simultaneously is strongly preferred.
  • 3-5 years of experience in non-profit or comparable organizational management experience preferred; prior experience assisting immigrants strongly preferred.
  • Experience building programs and providing support, guidance, and mentorship.
  • Ability to flexibly share leadership and build consensus.
  • Excellent communicator and writer.
  • Ability to work on a team and handle multiple tasks in an organized and timely manner.
  • Impeccable integrity, positive attitude, and self-directed.
  • Ability to take initiative, think strategically, creatively problem-solve, exercise good judgment, lead change, and make difficult decisions when necessary.

COMPENSATION

  • Competitive salary based on experience: $70,000 to $100,000.
