Job Goal
The Human Resources Specialist is accountable for auditing consistency of HR functions, with an emphasis on monitoring workplace activities to promote and ensure employee compliance with applicable safety regulations. Responsibilities include evaluating, recommending, and implementing enhancements to existing processes; developing new processes; leveraging technology to maximize accuracy and efficiency; and auditing to ensure current and ongoing compliance.
Duties and Responsibilities
  • The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.
  • Monitoring compliance with federal, state, and local laws governing areas of responsibility (e.g., OSHA, I-9s, FLSA).
  • Developing an audit schedule and conducting HR record audits, ensuring comprehensive and accurate work product.
  • Analyzing audit results to identify opportunities and collaborating on remediation.
  • Ensuring adherence to project schedules.
  • Ensuring the integrity of employee demographic and employment data.
  • Researching changes in regulations in areas of responsibility to understand impact on the College and to make recommendations for adherence.
  • Completing mandatory reports and analyzing data flows for process improvement opportunities.
  • Researching changes in regulations in areas of responsibility to understand impact on the College and to make recommendations for adherence.
Serving as the HR lead person on the College Safety Committee:
  • Identifying opportunities to minimize workplace injuries, accidents, and health problems.
  • Conducting employee training on applicable safety standards.
  • Reviewing safety training and recommending revisions, improvements, and updates.
  • Conducting safety inspections and audits to assess employee compliance with safety regulations.
  • Drafting and implementing internal safety standards and policies.
  • Reviewing accidents and incidents reported by employees and visitors to the facility.
  • Processing workers compensation and FMLA. Following up on claims and return to work.
  • Participating in professional development of enhanced training to advance skills, knowledge, and abilities as they relate to this position.
  • Performing other duties as assigned by the Executive Director of HR.
Qualifications
  • Bachelor’s degree in Human Resources, Business, Management, Organizational Development, Health and Safety or related field preferred. Experience in human resources, safety and/or auditing required.
  • Proficiency in Microsoft Office Suite required. Previous experience with Ellucian Colleague HRIS desired.
CERTIFICATIONS AND LICENSES:
Certification as PHR, SPHR and/or health and safety preferred. Must possess a valid driver’s license and be able and willing to travel within the District. Health and safety certification preferred.
Strong knowledge of local, state, and federal laws regarding employment and wage and hour requirements. High level of attention to detail. Customer service approach, focusing on process improvement. Ability to analyze and solve complex problems by leveraging business/HR knowledge and partner relationships. Ability to work both independently and as part of a team, depending on the project at hand. Experience managing multiple projects concurrently, handling shifting priorities and demonstrating a sense of urgency and results orientation in a fast-paced environment. Excellent verbal and written communication skills.
Knowledge of applicable Occupational Safety and Health Administration (OSHA) standards. Excellent written and verbal communication skills. Ability to conduct training and write policies. Excellent organizational skills and attention to detail. Strong leadership skills.
