Job Summary

Direct, develop, implement, and maintain El Paso County Community College (EPCC) District's Recruitment Services to enhance enrollment of prospective students.

Essential Functions

Initiate and direct the strategic planning, development, scheduling, marketing, and implementation of District-wide comprehensive recruitment programs and specialized recruitment events or activities throughout the county. Ensure recruitment objectives, goals, budgets, policies, practices, and actions produce successful recruitment results consistent with EPCC's overall mission and district wide or college strategic plans.

Create long and short term planning and evaluation of all recruitment strategies and programs, to include resource management. Analyze and evaluate multiple market segments and target recruitment needs. Plan, implement, and report on recruitment programs or activities addressing such needs.

Develop, enhance, and maintain effective strategic community partnerships and alliances primarily with areas secondary schools enhancing student achievement through services and initiatives including College Bound Program, State College Week Programs, Texas Association of Collegiate Registrars and Admissions Officers (TACRAO), Junior Achievement Initiative, and similar programs or agencies. Serve as primary liaison with area public and private schools and community businesses regarding all aspects of recruitment services.

Develop a comprehensive communication plan outlining strategies for a variety of market segments that address prospective students, programs, enrollment inquiries, application processes, and all pre-enrollment or outreach phases of the EPCC enrollment process.

Provide personnel management, supervision, direction and guidance to staff, including performance appraisal, coaching, and professional development.

Participate and serve on a variety of college committees and task forces as designated by the Vice President of Student & Enrollment Services.

Perform other duties as assigned.


Required Qualifications:

1. Master's degree and four (4) years of experience in public schools, community colleges, or corporate environment or an equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities.

NOTE: A copy of the transcript reflecting this required education MUST be submitted for consideration and reflect completed coursework and degrees conferred. The candidate must be fully qualified for the position at the time of application.

2. Possess the skills and ability to manage personnel and operations of a large department.

3. Comprehensive knowledge of recruitment development, strategy, implementation, and compliance.

4. Effective communication and problem solving skills in a variety of circumstances.

5. Ability to use logic, and assess problem situations.

6. Experience developing, executing and evaluating strategic communication plans with an emphasis on marketing and branding.

7. Ability to meet people easily and to solicit a favorable response.

8. Effective leadership, team and consensus building, and diplomacy in higher education setting.

9. Ability to develop and conduct presentations.

10. Experience developing and executing budgets.

Special Conditions:

1. This is a security-sensitive position as defined under the Texas Education Code, Section 51.215; the successful applicant will be required to undergo a criminal background check, as permitted and/or required by applicable law, and in accordance with the College’s policies and procedures.

2. Job will require working irregular hours including evenings and weekends and out of town travel.

Copies of transcripts must reflect completed coursework and conferred degrees. All academic coursework and degrees must be from a regionally accredited college or university or be certified by an acceptable agency that the institution is recognized by the appropriate governmental agency in its home country (this is generally stated in the degree evaluation).

Transcripts issued in a language other than English must be accompanied by a full translation (word for word) by a current member of the National Association of Credential Evaluation Services (NACES). Additionally, each foreign transcript must be evaluated for equivalency to United States accredited coursework by an agency certified by the National Association of Credential Evaluation Services or accredited by one of the regional accrediting bodies such as the Southern Association of Colleges and Schools.

Applications containing foreign transcripts that are not accompanied with the above required documentation will not be considered.

Out-of-town candidates invited for an on-campus interview will be reimbursed for one-half of the transportation cost for travel performed within the United States. The College will arrange and pay for up to two nights lodging.

Physical Requirements:

While performing the duties of this Job, the employee is regularly required to use hands to handle or feel. The employee is frequently required to walk and sit. The employee is occasionally required to stand, reach with hands and arms, talk or hear and taste or smell. The employee must occasionally lift and move up to 10 pounds. Specific vision abilities required by this job include close vision, color vision, peripheral vision and ability to adjust focus.
