Job Summary

The Mass Notification Program Coordinator reports to the Director of Homeland Security Emergency Management and interacts with staff at all levels throughout the Campus community. This position serves as an emergency communications expert for Campus. 

This position applies professional knowledge or expertise in one or more specialty areas within Emergency Management and serves as a technical expert in emergency communications. 

Serves as the technical expert between the UCSF Police Department and several UCSF IT departments; including but not limited to: ITFS Desktop Support, Networking, IT Security, Data Center, UCSF VPN, Network Firewall team, Identity Management, and Lockshop. Also serves as liason with UCSC IT and SFPD IT and coordinates and troubleshoots UCSF Police Department use of the CLETS, RIMS Collaborate, and Tiburon systems for use by UCSF Police Officers and UCSF ECC Dispatch. 

Completes all Risk Assessment of various Police Department software and verifies their adherence to UCSF IT Security Standards. Maintains compliance with IS-12 and IS-3 patching, backup and all relevant cyber security requirements.

Manages RIMS Dispatch software for the Police Department, including installation, maintenance, updates of RIMS server, and troubleshooting of RIMS Patrol Car Toughpads, iPhones, and desktops.

Manages Watchguard Video software for the Police Department, including installation, maintenance, updates of Watchguard virtual server, and troubleshooting of Watchguard Video Patrol Car systems and Officer worn Body Cameras, as well as desktop use of Watchguard Evidence library software.  

Installs, manages and maintains other public safety hardware and software as required by the department.

Applies skills as a seasoned, experienced systems infrastructure professional with a full understanding of industry best practices and campus, medical center or Office of the President policies and procedures to resolve a wide range of issues that are moderately complex in scope. Selects methods and techniques to obtain solutions. Evaluates new technologies including performing simple to moderate cost / benefit analyses.

This position utilizes the tenets and systems of emergency management through authoritative entities, such as but not limited to, the Department of Homeland Security (DHS). 

Represents Emergency Management at meetings and conferences involving system wide, local government, state and federal levels of authority.

Decision-making is based on established procedures and integration / interpretation of relevant laws, regulations and organizational policy; professional best practices; relevant methodology, impact on other Environment Health and Safety (EH&S) programs; and senior management approvals. Decisions may impact EH&S programs, departments, segments of the organization and / or organization-wide.


Department Description

The University of California, San Francisco (UCSF) Police Department provides contemporary police services including criminal investigation, community policing, crime prevention and suppression, emergency management, and site security services to a daily population of over 40,000 people at University and contract locations. Founded in 1864, UCSF includes the 107-acre Parnassus campus that is home to graduate professionals in dentistry, medicine, nursing and pharmacy; a graduate division for pre- and postdoctoral scientists; UCSF Medical Center; UCSF Children’s Hospitals; and Langley Porter Psychiatric Institute. UCSF is considered one of the nation’s premier health sciences teaching, training, and research centers. UCSF is the only UC campus dedicated exclusively to the health sciences.

The UCSF Police Department is known for its community service orientation, effectiveness at preventing crime through campus community involvement, and for providing a safe living and working environment for the promotion of education, research and public service. The Professional Standards Division is responsible for providing all administrative, financial and personnel services for the department.

Mass Notification Program Coordinator promotes the growth of UCSF Mass Notification Systems (MNS), which can deliver voice and data messages across multiple communication modalities simultaneously to the UCSF population of over 40,000 faculty, staff, students, and affiliates.  The level of complexity in MNS has grown exponentially as research, academic, information technology, and clinical divisions have been added to UC portfolios and ever-changing technology and human capital needing analysis, consultation and training. 

Due to the growing number of complex divisions requiring the development or maintenance of existing MNS within University of California and at the local, state, and federal levels, the expert analysis of systems dependencies amongst the University’s over 2,000 divisions, UCSF MNS is guided by a single point of coordination for UCSF myriad communications and alarm infrastructures.  In this increasingly broad and complex role the Mass Notification Program Coordinator has evolved to coordinating the University’s Mass Notification Program, reporting directly to the Director Homeland Security Emergency Management, requiring minimal supervision and working with significant latitude to create the tools and systems necessary for success.  


Required Qualifications

  • Bachelor's degree in Public Safety, Communications or related area and 3-5 years of relevant experience and / or equivalent experience / training.
  • Valid California Driver’s License
  • Thorough knowledge / understanding of specific Emergency Management field(s) including related laws and regulations; and general knowledge / understanding of Emergency Management and technical fields.
  • Thorough knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards and guidelines.
  • Strong skill to appropriately use technology and relevant scientific equipment as required.
  • Thorough written, verbal, and interpersonal communication skills, including political acumen and skill to communicate effectively in a diverse environment.
  • Strong analytical and organizational skills to organize, prioritize and manage the successful completion of projects within time and budget constraints.

Note: Physical/health screening required.

Preferred Qualifications

  • Professional certification, including Oracle Certified Develop PL/SQL Program
  • IS 100, 200, 700, 800 preferred or obtain within six months of hire 
  • 1-2 years of experience with PHP and LAMP stack
  • 1-2 years of experience in desktop support
  • 1-2 years of experience in server support
  • Knowledge of Web application technologies (HTML, CSS, JavaScript, JQuery)
  • Law enforcement knowledge: CLETS, LEVEL II, CAL Photo, Web-ID, SFPD CCAD, Sundridge Systems CAD, APBNet (Critical Reach). 

License/Certification

  • Valid California Driver’s License
