Class Description

The purpose of this class is to perform professional level duties in assisting in the coordination and completion of daily operations of assigned college division or function.

Minimum Requirements

  1. High school diploma or equivalent. Advanced degree preferred.
  2. Formal specialized training and licensed in the operation and maintenance of HVAC, mechanical and electrical systems; as well as, EPA CFC Certification. An Electrical License, Siemens Master Programmer, and HVAC Masters License preferred.
  3. First Grade Stationary Engineers License required.
  4. A minimum of eight (8) years of progressively responsible maintenance experience in building mechanical systems, heating and cooling systems, pneumatic and digital controls and energy management, including experience with commercial boilers (minimum of 250 H.P.) and large chillers (minimum of 250 tons).
  5. Flexibility and ability to change shift when requested or during emergency situations.
  6. Valid driver’s license with a clean driving record of less than five (5) points on driving record.
  7. Ability to participate in blood borne pathogens training within six (6) months of employment.
  8. Hepatitis B vaccination or a signed waiver.

Background Check:

  • Candidates may be required to successfully pass a background investigation, to include driving and criminal history evaluation.


This is an Essential Position and the employee must be available for building emergencies, and to perform regular duties or other assigned duties at times when the campus is closed to students and non-essential staff. Subject to 24-hours standby or call-in for building emergencies. May be required to work overtime or special hours as needed or required.

Class Specific Essential Duties

  1. Supervise and direct the operations of assigned College department or division.
  2. Direct the development and maintenance of all departmental records and reports.
  3. Develop and administer departmental policies and procedures.
  4. Train and evaluate assigned staff, as required.
  5. Develop budget projections for department or division, as required.
  6. Oversee, monitor and/or control appropriations and expenditures, as required.

Position Specific Essential Duties

  1. Responsible for the maintenance of all academic, administrative, and auxiliary buildings and structures on a single campus, including all utilities involving water, sewer, electrical and mechanical systems associated with heating, air conditioning and related chillers, fans, pumps, motors, ducting, heat exchangers, electrical and pneumatic control systems.
  2. Directs the maintenance and operation of the building utility distribution system involving heating/chilled water and domestic water, electricity, gas, and steam. Assists the Director of Maintenance and Engineering in planning, organizing, and directing the operation and maintenance of the utility production/distribution facility.
  3. Manages a preventative maintenance program of scheduled inspection and repair of electrical, mechanical equipment (including boilers, chillers, motors, pumps), and other systems, equipment and facilities to assure proper operation and to correct malfunctions before major breakdowns develop. Coordinates and performs building maintenance inspections on a periodic and recurring basis. Assures that work conditions are safe and conducive to efficient operations.
  4. Supervises the installation and repair of all mechanical equipment.
  5. Collects data and prepares reports relevant to work progress cost. Maintains building maintenance logs and technical files.
  6. Assists in the determination of maintenance and utility engineer personnel needs; as well as, requirements for supplies and materials, equipment and prepares annual budgets accordingly, as required. Continuously monitors expenditures in all categories to assure that the budget is not exceeded and that funds are effectively utilized. Engages, plans and schedules subcontractors when needed to assist in maintenance, repair, and construction requirements and conducts inspections to assure that work performed meets requirements.
  7. Delegates to and holds subordinates responsible for satisfactory performance of assignments. Performs other tasks to include special studies that involve technical investigation and analysis and recommend solutions to unique engineering and administrative problems as may be required by Director of Maintenance and Engineering.
  8. Administers an established energy management program including the procurement of fuel (oil, natural gas and electricity); anticipating fuel quality, tracking and monitoring fuel consumption and compiling performance data and records.
  9. Coordinates the maintenance on science lab and food services equipment.
  10. Implements building maintenance and utility operations training programs to ensure that all department personnel are thoroughly trained in repair techniques and operating efficiency standards.
  11. Works with Capital Facilities staff, and others as appropriate, to monitor installation of mechanical, electrical, and plumbing equipment and systems by both outside contractors and CCBC personnel to ensure compliance with College’s quality standards, conformity with specifications and proper operation.
  12. Acts as the on-site liaison with contractors for inspection or service to building systems/equipment (i.e. elevator, sprinkler, fire alarm, etc.), as required. Coordinates the inspection maintenance on fire safety equipment.
  13. Monitors the operation in the use of the computerized maintenance management system (CMMS) to ensure that work requests are completed on a timely basis and work performed is documented. Collects data and prepares reports relevant to work progress.
  14. Ensures positive customer and stakeholder relationships to include building effective formal and informal communication channels with stakeholders; soliciting information on needs, goals, and priorities and communicating with those who will be affected by change.
  15. Provides effective human resources management for operation, including effectively managing annual evaluation process and complying with applicable EEO laws and policies; as well as, supervising union/non-union staff. Participates in recruitment process to ensure vacancies are filled in a timely manner with the best qualified applicant for the position. Ensures that the work environment provides respect for others, values inclusiveness, builds workforce diversity, and fosters cooperation and teamwork. Directly supervises the work of the Building & Maintenance Technicians and Utility Engineers, assists them with technical/staff/training issues, provides advice and direction to resolve problem areas, identify means of improvement and ensures adherence with established performance and quality standards.
  16. Maintains a close, open communication and positive relationship with the department Building Services (custodial) and Grounds staffs.
  17. Is considered an essential employee for the Facilities Management department in regards to severe weather or significant campus event.
  18. Participates in snow removal or duties as assigned in response to college emergencies, as necessary and/or directed.
  19. Effectively performs in a service environment and follows all county, state, college, and departmental policies and procedures.
