JOB DESCRIPTION AND POSITION REQUIREMENTS:

The Communications, Information, and Navigation Office (CINO) within the Applied Research Laboratory (ARL) at the Pennsylvania State University is seeking a Division Head for the Communications & Convergence (C&C) Division to direct research projects, supervise department heads, direct strategic initiatives, and maintain relationships with external partners.  This division leader position will report directly to the Head of CINO and be responsible for managing and directing a 100+ person division of research engineers, scientists, technicians, and support personnel.  The successful candidate will have broad technical familiarity with all aspects of division tasking and should possess deep technical skills in one or more specific components of a portfolio encompassing advanced technology, applied communications, algorithms and analysis, antennas and electromagnetics, and signal technology programs.

Responsibilities include:

  • Conceptualize, develop, and execute basic and applied research programs in systems engineering, RF/acoustic communications waveforms, RF engineering, theoretical and applied electromagnetics, machine learning, signal processing, wireless protocols, precision geolocation, and other applied communications related disciplines
  • Develop and manage partnerships and relationships with sponsors and collaborators in government, academia, and industry
  • Coordinate with sponsors and supervise organizational logistics and team management to identify risks, issues, requirements, and design solutions for project-level activity on a day to day basis
  • Present division and program overviews, proposals, and technical briefings at internal and external events
  • Prepare and review proposals, technical reports, status reports, and other programmatic and administrative documents
  • Create and manage a world-class and diverse workforce
  • Cultivate a diverse and inclusive environment that instills a sense of belonging at ARL
  • Build a partnership with ARL’s Enterprise organization
  • Lead a large, diverse, technically strong, and entrepreneurial group of personnel

Higher level responsibilities include:

  • Develop and execute a Division Strategic Plan harnessing and enabling ARL’s resources
  • Maintain liaison with individuals and units within and outside project, with responsibility for acting independently on technical matters pertaining to the Department and Division
  • Understand broad strategic objectives and contribute to them: nurtures and maintain relationships with major SPEC customers/grantors of external research and development grant funding

Faculty Rank will be commensurate with education level and experience. Minimally requires a Bachelor's degree or higher in an Engineering or Science discipline or higher plus five years of related experience, or an equivalent combination of education and experience. A Master's degree or a PHD is preferred.

This position will be filled as either Research Faculty or a Research and Development Engineer.

Required skills and experience include:

  • Proven exceptional multi-tasking skills, supervisory skills, and instructing aptitude
  • Outstanding team building, communication, and writing skills
  • Demonstrated excellence in personnel, program and financial management
  • Demonstrated history of successful program development efforts

Preferred skills and experience include:

  • A PhD in an Engineering or Science Based discipline
  • RF principles
  • Integration of Software Defined Radio (SDR) hardware/software components
  • Evaluating/developing wireless security protocols including standard communications protocols, e.g., OSI stack, UDP/TCP/IP
  • Familiarity with wireless specifications  and standards (3G/4G/5G)/WiFi (802.11)
  • Software design
  • Signal Processing
  • FPGA development
  • MATLAB/LabVIEW modeling and simulation
  • C-Language programming and the development of C/C++ or equivalent code to interface with developed hardware and associated interfaces (SPI, I2C, etc.)
  • Embedded software/hardware
  • Acoustics
  • Artificial intelligence and Machine Learning

The candidate selected will be subject to a government security investigation and will be required to obtain and maintain a TS/SCI clearance.
