This Dean is responsible for providing leadership, management, and implementation of instructional programming, planning and operations. The incumbent participates as part of the Academic and Student Affairs (ASA) team, provides a positive and productive climate. The dean is a member of the Strategic Planning and Executive committees. The incumbent stays current in their field and in classroom pedagogy.

Job Description
PRINCIPLE RESPONSIBILITIES AND RESULTS
1. Provide strategic instructional leadership for the college.
a. Promote and support the college vision for effective teaching and learning in the areas of assessment of student learning, faculty development, curriculum development, instructional technology, instructional design, and online learning.
b. Strong pedagogical skills, including adult learning.
c. Promote a positive environment for teaching and learning along with a passion for distance learning.
d. Champion a continuous quality improvement process environment.
e. Partner on articulation of educational programs agreements, including High Schools in the region, PSEO and concurrent enrollment and ensure requirements met with High School faculty.
f. Oversee the implementation of assessment policies and procedures in partnership with Dean of Academic Innovation.
g. Supervise and coordinate accreditation and certification activities in partnership with Dean of Academic Innovation.
h. Coordinate the planning of program Advisory Committee meetings, participate in regularly scheduled committees/meetings, and serve on other committees as assigned.
i. Collaborate with the VP of Academic Affairs and Dean of Academic Innovation in the identification and selection of new programs to meet market needs.
j. Provide statistics and research guidance to departments to aid in data-driven decision making.
k. Design/redesign, develop, and implement programs that align with the college’s strategic plan.
l. Develop, recommend, and implement MinnState and MSC Southeast academic affairs policies.
m. Participate in state, regional and national professional groups as appropriate.
n. Participate in Statewide Minnesota State system conferences and committees

2. Supervise and evaluate instructional programs and courses.
a. Develop annual planning objectives, performance standards and evaluative criteria with appropriate staff.
b. Recommend instructional personnel, space and other resource needs.
c. Provide direction, leadership and other support for ongoing curriculum review and development.
d. Facilitate the development, implementation and review of instructional programs and courses.
e. Determine and schedule instructional course offerings.
f. Monitor enrollments in all academic areas to promote fiscal integrity.
g. Ensure the college’s commitment to diversity is reflected in both staffing and in the content of instructional programs and courses.
h. Facilitate the development of semester and annual schedules with faculty and the Vice President of Academic Affairs.
i. Provide direction, leadership, and support for appropriate program accreditation.
j. Conduct Monthly division meetings

3. Supervise and evaluate instructional personnel in assigned areas.
a. In cooperation with Human Resources, recruit full and part-time instructional personnel.
b. Participate in selection of qualified instructional personnel.
c. Supervise full and part-time instructional faculty including assigning credit base instructional and non-credit instruction through Faculty Workload Management (FWM) system.
d. Fulfill the obligations, action components and KPIs of the College Academic and strategic plan.
e. Evaluate full and part-time instructional faculty.
f. As Supervisor of record, maintain appropriate records on instructors including professional development plans and assessment.
g. Collaborate with Dean of Academic Innovation for the Program Review Process

4. Prepare and administer budgets in assigned areas.
a. Recommend budgetary requirements for personnel and non-personnel areas.
b. Monitor budgetary expenditures and modify budgets so that resources are handled appropriately.
c. Administer budgets to assure that needs are met and fiscal integrity is maintained.
d. Collaborate with VP of Finance and Administration on Cost Studies of programs and communication with faculty.

5. Provide necessary services to students in areas of assigned responsibility.
a. Accessible and responsive to students in order to address student problems and concerns as they occur.
b. Advise and council students as appropriate and when appropriate partner with student affairs.
c. Coordinates recruitment and retention efforts for academic programs in partnership with Dean of Academic innovation and Recruitment.
d. Promote and encourage student organizations and clubs.
Percent of Time: 10%
6. Cultivate and maintain relationships with faculty, students, community agencies, advisory committees, business and industry and other groups.
a. Accessible and responsive to faculty, students, staff and community.
b. Maintain communications with system office staff, and other system administrators in similar areas of responsibility.
c. Promote cooperation with regional high schools, businesses, upper division colleges and interagency groups.
d. Work with faculty, advisory committees and business personnel to assess needs and evaluate effectiveness of instructional programs.
e. Assist with development and execution of articulation agreements.
f. Assist in public relations, publicity and other communication systems.
Percent of Time: 25%
Required Qualifications
  • Master’s degree from a regionally accredited college/university.
  • Three (3) or more years of teaching experience
  • Highly effective communication skills.
  • Ability to manage and execute day-to-day operational requirements.
  • Demonstrated ability to work successfully with individuals of diverse backgrounds and perspectives.

Preferred Qualifications
  • Demonstrated success in building partnerships and collaborative agreements.
  • Possess knowledge of higher education organizations.
  • Knowledge of/experience with Faculty Workload Management (FWM)
  • Experience working in a union environment.
  • Experience in fiscal planning and budgeting.
