Responsibilities*

BASIC FUNCTION AND RESPONSIBILITY

Direct and coordinate all activities related to maintaining the integrity of the enterprise master patient index (EMPI).  Establish procedures and guidelines for managing patient identity and chart correction. Ensure that there is appropriate and timely review, analysis, and resolution of tasks generated by the EMPI application (Identity) in order to support patient care and safety. 

Serve as Revenue Cycle Mid-Service Data Administrator to ensure protected health information exchanged between UMHS and health information exchange (HIE) is accurate and that corrections are communicated in a timely manner to minimize the impact to patient care operations and patient safety.  Facilitate relationships to all downstream systems/departments and support staff to enable the timely correction of data integrity concerns. Direct chart correction activity 24 hours a day, seven days a week according to established service level agreement. 

Provide leadership regarding documentation needs and requirements in accordance with compliance guidelines, Joint Commission, CMS and other regulatory requirements. Oversee chart correction activity to ensure exemplary customer service is provided to clinical, administrative, and executive customers. 

Coordinate and oversee the parties involved in each case of a chart correction and is responsible for ensuring all necessary corrections are made and each case is closed. Responsible for creating health-system wide chart correction policies and procedures.  Serve as liaison between Chart Correction Workgroup and Chart Correction Task Force, educate faculty, clerical, clinical, administrative, and executive customers on data integrity issues in the electronic health record (EHR), chart correction, and chart correction policy. Provides pertinent data regarding chart correction activities.

Direct and oversee all activities of the Deficiency Tracking unit which conducts medical record reviews for regulatory compliance.  Ensure that departmental processes are in compliance with Joint Commission (TJC) and the Centers for Medicare and Medicaid Services (CMS).  Communicate the results of all Revenue Cycle Mid-Service regulatory audits to appropriate stakeholders and take necessary steps to improve compliance by reducing waste and educating on regulatory compliance issues. Work with stakeholders to analyze existing workflows that impact regulatory compliance and take necessary action to make enhancements and improvements. 

Provide direction in the role as MiChart, a University of Michigan Health System electronic health record (EHR), lead for Health Information Management related to Deficiency Tracking, patient identity, and chart correction. 

Work with assigned vendors and information technology representatives to develop workflows, build software, and coordinate security and training to ensure efficiency and compliance with Michigan Medicine policy and regulatory requirements.  Identify issues related to workflow and software build and work with key stakeholders to mitigate. Contribute to the leadership of, and provide critical input to, the development of strategic workflows in MiChart to support the organizational mission.

Direction is received from the Director of Health Data Quality, Compliance and Operations, Health Information Management.

SUPERVISION EXERCISED

Functional and administrative supervision is exercised over Administrative Specialist Intermediate and Health Information Analyst staff.

Background Screening

Michigan Medicine conducts background screening and pre-employment drug testing on job candidates upon acceptance of a contingent job offer and may use a third party administrator to conduct background screenings.  Background screenings are performed in compliance with the Fair Credit Report Act. Pre-employment drug testing applies to all selected candidates, including new or additional faculty and staff appointments, as well as transfers from other U-M campuses.
