Position Information

BASIC FUNCTION:

Under the direction of the Executive Vice President and Chief Operating Officer (COO), directs the planning, development and implementation of the Enterprise Technology Services’ (ETS) strategic plan and operational initiatives in support of the administrative, research, and academic information technology and systems for the Howard University community. S/he provides leadership for information technology efforts through strategic planning, systems management, resource acquisition, new technology evaluation and user consultation, and to provided strategic leadership and enhancement of information technology systems to support the Howard mission of building an interactive, student and research centered institution committed to excellence in teaching and learning. The CIO is expected to demonstrate significant depth and breadth of leadership expertise to establish strategic direction and develop strategic relationships with key stakeholders; and moderate expertise in the broader IT functional and operational competencies. The CIO sets the vision and direction to inspire and drive continuous improvement in the execution of strategic and operational initiatives.

SUPERVISORY ACCOUNTABILITY:

The CIO is responsible for formal supervision, coaching, and orienting others; and assigning and reviewing their work.

NATURE AND SCOPE:

The CIO deals with abstract concepts and a high degree of complexity. Internal contacts include Cabinet members, institution officials, and administrators, faculty, and staff of the institution at large. External contacts may include vendors, consultants and the general public.

PRINCIPAL ACCOUNTABILITIES:

  • Provides vision and leadership for institution-wide technology strategy and operations through consultation and understanding of constituent needs.
  • Develops and implements policies, operational procedures, and organizational structures and establishes quality control standards/procedures that will improve timeliness and quality of services to the campus.
  • Organizes department functions and assigns and aligns staff responsibilities to meet unit goals and to achieve a high level of end user satisfaction.
  • Leads and directs technical teams responsible for the development and delivery of systems and services and responds to present and future needs of the institution as well as develop and implement ongoing staff development programs.
  • Provides leadership in building partnerships and identifying funding opportunities to support campus information technology services.
  • Provides guidance for the establishment of institutional technology strategy and priorities and to identify, research, and implement new technology if suitable.
  • Regularly communicates and collaborates with University officials in an effort to continuously refine and improve the quality and accessibility of technology within the institution.
  • Develops implements and maintains network security and access protocols and directs systems installation and development projects.
  • Directs implementation and management of network systems supporting multiple protocols, operating environments, and connections to other networks.
  • Perform other related duties as assigned.

CORE COMPETENCIES:

  • Ability to apply current knowledge of the sound principles of information technology management, performance management and organizational structures to the accomplishment of departmental goals and objectives.
  • Thorough knowledge of information technology and digital multimedia information systems and access environments.
  • Thorough knowledge of hybrid cloud environments, virtualized computing systems,software applications, network operating systems, and information security.
  • Demonstrated leadership skills.
  • Excellent supervisory, interpersonal and communication skills, both verbal and written.
  • Ability to manage projects and priorities with a strong emphasis on detail and accuracy.
  • Knowledge of PeopleSoft issues and procedures.
  • Knowledge of management procedures and methods.

MINIMUM REQUIREMENTS:

  • Master’s degree in an information technology related field or an equivalent combination of education and experience or a related field and 10 years of progressively responsible technical systems and management experience.
  • 15 years of related work experience may be substituted in lieu of educational qualifications7 - 10 years of managerial experience with 5 to 7 years of executive management experience.
