Summary of Position

Under the general direction of the Chief of Police or his/her designee, the Director of Emergency Management Directs emergency planning initiatives for the University. This position is responsible for the development and/or maintenance and management of department-level plans (including Emergency Action Plans and Continuity Plans) and providing direction in university-level planning (including the Crisis and Emergency Management Plan, Continuity Plan, and Hazard Mitigation Plan) as necessary. The Director of Emergency Management also develops and leads associated training, exercising, and outreach activities in support of the overall emergency management program.

  • Expert knowledge of standard communication procedures and equipment; principles and practices of emergency dispatching.
  • Proven ability to manage stressful situations and changing priorities effectively.

  • Preferred experience in using virtual emergency operations center platforms or systems.
  • Prepare and analyze damage assessments following disasters or emergencies
  • Experience in applying for federal funding for emergency management equipment, planning, responses, and recovery, and report on the use of funds allocated
  • Maintain facilities and equipment used for emergency operations
  • Perform other related functions in support of the University police department and the Office of Emergency Management program.

  • Certified Emergency Manager certification

Duty/Responsibility

  • Direct and implement emergency management, planning, and operations for the University community, to include preparedness programs and initiatives.
  • Provide and/or coordinate training to all Public Safety operations and support staff under the National Incident Management System (NIMS) first responder classification.
  • Develop, maintain, and conduct training on a global Emergency Organization Plan.
  • Complete annual plan review and conduct appropriate drills and tabletop exercises.
  • Ensure UNH emergency plans and activities are consistent with agency directions by the provision of hands-on assistance to university departments Interpret the requirements University and other agency policies and provide guidance to University stakeholders regarding emergency preparedness.
  • Ability to provide leadership in the area of emergency management preparedness, preparing the University community to respond to emergencies that might significantly affect and impact the University; to include: management of the primary, virtual, and alternate Emergency Operations Center (EOC), including operational leadership during EOC activations; management of effective emergency response and recovery resources such as equipment, technology and tools that must be in a ready state for response activity; development and implementation of policies, procedures, and protocols compliant with University policy, as well as federal, state, and local standards and best practices, including virtual EOC platform procedures that ensure the University’s ability to coordinate quickly and efficiently during an emergency; and administration of designated aspects of the crisis and emergency management plans.
  • Develop and deliver program-specific training and education to the University community regarding emergency preparedness, mitigation, and business continuity and disaster response procedures.

Duty/Responsibility

  • Direct and manage response to active or emerging critical incidents.
  • Communicate and direct key internal and external officials upon activation of the Emergency Operations Center.
  • Oversee university AED program including selection, placement, and monitoring.
  • Identify and approve CPR/AED certification for campus community.
  • Extensive knowledge of Alert Notification Systems and communicate details to the University community.
  • Maintain inventory of available response personnel, equipment, and resources.
  • Develop and prepare after-action reports and improvement plans.

Duty/Responsibility

  • Elicit and cultivate support for emergency management programming.
  • Lead or participate in relevant committees, task forces, and workgroups to recommend best practices.
  • Primary lead liaison with local, county, state, and federal agencies emergency management agencies.
  • Maintain appropriate training certifications to keep abreast of current practices.
  • Directs safety committees at UNH-Durham, UNH-Manchester, UNH Law School in matters of emergency response.
  • Lead development and implementation of a comprehensive business continuity program.
  • Ensure effective integration of the Emergency Organization Plan.
  • Updating, and maintaining campus-wide continuity of operations planning (COOP) program.
  • Update and maintain the campus-wide building emergency action plan (BEAP) program as well as the building emergency coordinator (BEC) program.
  • Plan, develop, and execute tabletop, functional, and full-scale exercises to enhance familiarity with emergency management.
  • Develop public information and preparedness education programs for students, faculty, staff and visitors.
  • Ensure consistent delivery of emergency management program efforts at all University locations, through technical support, guidance, and provision of expert assistance to staff on the main campus and satellite locations.
  • Provides training and support for emergency notification of any current or pending disaster affecting the university communities.
  • Developing, writing, compilation, maintenance and revisions to departmental publications, presentations, website and marketing materials and documents.

Duty/Responsibility

  • Lead security risk management program initiatives. Conduct site assessments, generate detailed reports, and conduct follow up with stakeholders.
  • Primary liaison for Public Safety emergency medical response to special events and VIP protection programming.
  • Develop and implement educational opportunities for first- responders.
  • Identify and lead educational offerings from NH Office of Homeland Security and Emergency Management and FEMA to the University.
  • Attend local, regional workshops, exercises, and emergency management events.
  • Collaborate with internal departments, external agencies, and community partners to coordinate emergency planning efforts, share resources, and foster mutual aid agreements.
