Summary of Position

Reporting to the Director, Accounting, Financial Compliance and Post-Award Administration, the Senior Manager, Support Team for Research Administration is responsible for providing management and oversight for post-award administration and compliance associated with sponsored program awards.

The Senior Manager, STAR will be a resource for Sponsored Programs Administration (SPA) staff, Center, Institute and other Administrators, Program Managers and Principal Investigators responsible for the management of USNH sponsored programs from federal, state, nonprofit organizations, businesses and other sponsors. This includes financial grants management activities in accordance with government regulations, sponsor requirements, and university policies and procedures. This role will be key to promoting an environment of timely and responsive customer service to the campus research community while meeting necessary compliance requirements.

  • Seven years of related experience which includes at least four years of direct leadership and supervisory experience in sponsored programs administration.
  • Extensive experience in electronic research administration.
  • Advanced knowledge of higher education/research, federal, state and private industry management rules and regulations governing sponsored programs, including OMB Uniform Guidance and Cost Accounting Standards.
  • Proven record of progressive leadership and coaching professional and other staff. Strong ability to recruit, mentor, supervise and evaluate staff at a variety of levels.
  • Demonstrated ability to network and consensus-build with internal and external stakeholders, especially faculty.
  • Ability to work across units to develop policies and procedures and to solicit feedback for the improvement of operations.
  • Ability to research and assist with the resolution of highly complex issues with legal, fiscal and ethical/compliance implications.
  • Demonstrated ability to develop and prioritize unit long- and short-term plans, goals, and objectives, and independently implement and monitor them for achievement.
  • Superior oral, written, and interpersonal communication skills, with the ability to communicate effectively and serve as liaison between sponsors, all levels of University administration, principal investigators, and staff.
  • Ability to implement/promote/expand a “customer service” orientation.

Additional Preferred Qualifications

  • Designation of Certified Research Administrator (CRA), or Certified Financial Research Administrator (CFRA)
  • Experience working in a centralized financial support services unit of a large, complex organization.
  • Experience working in higher education research administration.
  • Supervisory experience and ability to plan, direct and evaluate the work of others.
  • Reputation for proactively identifying problems and resolving conflicts, or independently facilitating satisfactory resolutions, requiring tact, skill and diplomacy.
  • Knowledge of accounting standards and principles.
  • Proficient knowledge of Banner
  • Proficient knowledge of Workday
  • Experience using Cayuse
  • Both pre-award and post-award experience

Duty/Responsibility

Operations and Leadership
  • Provides leadership, planning, operational management, direction and oversight of professional staff.
  • Develops staff to support University priorities and to establish STAR as a Center of Excellence in providing research administration guidance and services.
  • Leads teams to facilitate research and provide proper stewardship of sponsored funds.
  • Manages, plans and evaluates unit operations, actions, and responsibilities to assure compliance with all relevant Federal and State laws and University and sponsor policies and regulations.

Duty/Responsibility

Post-award Grants Administration
  • Guides and directs activities for STAR Team staff.
  • Responds to questions and resolves problems related to post-award grant management issues. In consultation with other SPA leadership, solves difficult and complex award problems.
  • Evaluates opportunities to enhance existing processes or provide improved service to client units
  • Provides authoritative support in interpretation and implementation of sponsor requirements.
  • Drafts plan & lead efforts within unit to increase consistent practices and achieve a reputation of predictable, client-facing, excellent service to investigators and staff.
  • Performs research administration functions for the units served (including maintaining a small portfolio), able to serve as a back-up as needed and serve as a resource for STAR staff working through challenging transactions
  • Oversees team leaders and ensures procedures are consistent with policy; monitors relationships with assigned units to ensure high levels of satisfaction
  • Produces monthly management reports of key metrics and tasks.

Duty/Responsibility

Staff Talent and Performance Management:
  • Screen applications, interview candidates and either make selection decisions or recommend individuals for hire.
  • Provides regular and consistent feedback (verbal and written) to STAR Staff.
  • Conduct performance evaluations, including communication with subordinates to ensure that strategic goals and objectives are met.
  • Make recommendations for employee incentives and salary increases including merits and reclassifications.
  • Provides functional supervision of the SPA Team Leads.
  • Train and cross-train office staff on duties in office as well as grant and grant-compliance related information.

Duty/Responsibility

Continuous Improvement and Training
  • Partners with Director, and other Research Administration leaders to develop and present information and training sessions on post-award policies and procedures and award management techniques. Provides information in a variety of formats, including individual training, workshop type sessions, and seminars to PIs and staff as requested.
  • Establishes operating procedures to increase consistent practices and achieve a reputation of predictable, client-facing, excellent service to client investigators and staff.
  • Responsible for Continuous Improvement of all STAR Processes
  • Performs other duties as required.
