Sigma Defense is seeking a Senior Training SME - Strike Group Interoperability Training & Readiness EAST Support to provide on-site support to our customer in Norfolk, VA.

The ideal candidate is a highly skilled Training SME with knowledge gained over years of experience at senior levels. They promote greater information sharing for staffs and stakeholders. They provide realistic as well as reliable, consistent support and well-developed recommendations to various audiences in training and real-world events. They will maintain the integrity of the training objectives and maintain a knowledge base that is consistent with the requirements that covers the full spectrum of tasks listed in the contract. SMEs serve as the catalyst for developing and evaluating requirements. They provide the expertise and insight to support programs and leaders at all levels, including very senior levels, civilian and military sectors. They are experienced subject matters experts in their fields of expertise.

This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized. The candidate selected for this role will be offered the position on the condition that the contract is awarded to our organization.

Requirements
  • Navy ICO and JICO COI graduate.
  • 3 years of experience in the following:
    • MTA planning and operations.
    • MTN and system support.
    • COP/CTP interoperability and integration.
    • TTP process and development, DEP, and Joint DEP (JDEP).
    • JICO joint theater operations, SG or training staff operations.
    • TDL system configuration and operation, GCCS-M operation, TDL architecture planning, TDL system integration and interoperability, TDL monitoring, ICO, common data link management system utilization.
  • Minimum of 8 years of experience in the following:
    • Subject matter expert for respective task requirements (e.g. Academics, Warfare Area(s), Program or Policy support).
    • Training manager.
    • Conducting fleet/ joint training assessments to identify gaps, training needs and solutions.
    • Delivering training in person and/or online.
    • Developing and modifying training event/exercise scenarios.
    • Developing training curriculums.
    • Managing training projects.
    • Team and or project leader.
    • Designing custom training to meet training objectives.
    • Public speaking and presentation skills.
    • Engaging Senior Staff at the Flag Officer/Director/Manager level.
    • Handling multiple priorities and interruptions with minimal impact on productivity and deliverables.

Personnel Clearance Level:

  • Candidate must possess or have the ability to obtain an active, DoD issued Secret security clearance.
  • A clearance will be sponsored for the right candidate.

Education Requirements:

  • Bachelor's degree from an accredited college or university or equivalent experience.
  • Equivalent experience to a Bachelor's degree is 2 additional years of Resource Band experience.

Essential Job Duties (not all-inclusive):

Support Tasks:

  • Provide SGITR MTT support to include:
    • Develop and execute customized Link and CTP MTT covering topics to include, but are not limited to, Two-Way Data Exchange (TWDE), CVW link training, CEC training, and basic link operation training.
    • Develop overview briefs and presentation materials for each customized Link and CTP MTT topic to ensure the required training material and information is delivered in an effective manner and successfully received by the student audience.
    • Attend meetings, conferences, and teleconferences as required, and provide technical guidance support to include a brief with a question-and-answer session as required.
    • Prepare all required documentation and support materials prior to such meetings, conferences, and teleconferences to ensure the information is effectively communicated and successfully received by the intended audience.
  • Provide SGITR MTA/MTN, and COP/CTP technology, operations, curricula review and remote assistance support to include:
    • Review, analyze, and assess current and proposed MTA/MTN/COP/CTP technical and tactical documentation, which currently includes NTSP, IAMD, and integrated prioritized capabilities list.
    • Review, analyze, and assess courseware utilized to support the development of IAMD Commander tactical documentation, TTP, OPORD/OPTASK, DEP interoperability assessment reports, and CSG, ARG, and ID interoperability capabilities and limitations documentation.
    • Provide beneficial feedback and revision recommendations on the technical and tactical documentation to ensure an shortfalls, inefficiencies, or interoperability issues are identified, and produce solution-based revision recommendations and areas of improvement.
    • Review, analyze, and assess CRG/ARG MTA, MTN, COP, and CTP interoperability curricula and course materials, and provide analysis and recommendations to ensure training materials contain the appropriate information required to meet the training mission.
    • Develop tailored TDL/CTP briefs specific to that CSG and ARG composition addressing capabilities and limitations.
    • Attend designated CSG/ARG MTA, MTN, COP, and CTP schoolhouse classroom-based courses, provide tailored briefs, and participate in interactive discussions with students to ensure the desired information is properly communicated and effectively received.
    • Review and effectively communicate MTA, MTN, COP, CTP technical interoperability and configuration issues, troubleshooting techniques/procedures, recent lessons learned, and operational/functional mitigation recommendations with designated MTA, MTN, COP, and CTP government stakeholder groups; Following this review and communication, provide current, accurate, and complete documentation of the results to the government lead.
    • Review, analyze, and assess MTA MTN, COP, and CTP trouble call requests for assistance, and provide remote troubleshooting guidance, resolution, and or mitigation recommendations.
    • Attend meetings, conferences, and teleconferences as required, and provide technical guidance support to include a brief with a question-and-answer session when required.
    • Prepare all required documentation and support materials prior to such meetings, conferences, and teleconferences to ensure the information is effectively communicated and successfully received by the intended audience.
  • Provide SGITR MTN implementation, management, and monitoring support to include:
    • As training events may overlap, identify potential shortfalls, locality-based support conflicts, and provide recommendations based on participating unit demonstrated proficiencies and FRTP deployment priority.
    • Onboard (daily for in-port events) or embark (for underway events) designated ship (s) to observe, analyze, and assess JICO/ICO/TDC shipboard MTN implementation, management, and monitoring along with COP/CTP interface management procedures and operations to identify any shortfalls, inefficiencies, and areas of improvement.
    • Provide current, accurate, and complete real-time feedback identifying technical issues and operational compliance with approved MTA/MTN/COP/CTP plans and C2 system procedures.
    • Observe, analyze, and assess C2 and training systems integration/interoperability troubleshooting and provide trouble isolation guidance, resolution feedback and mitigation recommendations that will ensure training objectives are met.
    • Provide inputs to daily event hot-wash meetings and submit AAR detailing major functional area observational evaluations, technical issues, feedback recommendations, and lessons learned.
    • Attend meetings, conferences, and teleconferences as required, and provide technical guidance support including a brief with a question-and-answer session when required.
    • Prepare all required documentation and support materials prior to such meetings, conferences, and teleconferences to ensure the information is effectively communicated and successfully received by the intended audience.
  • Provide MTA planning support to include:
    • Provide pre-deployment training for CSGs, ARGs, and IDs in accordance with current FRTP, OPORD, and distributed engineering plant (DEP) multi-TADIL/multi-platform guidance.
    • Develop and recommend Tactical Data Link (TDL), COP, and CTP training plans, schedules, and status briefings incorporating recent SG, ARG, and ID deployment lessons learned.
    • Phase-in new configuration guidance and newly fielded technology into the TDL, COP, and CTP.
    • Review CSG, ARG, and ID developed OPTASK link, ID, CEC, Air Defense, and BMD messages and DOD satellite/services access requests and validate message/request content to ensure compliance with approved MTA/MTN/COP/CTP plans and DoD/DoN instructions; based on the review, identify issues and provide beneficial feedback and recommendations.
    • Provide documented pre-deployment training progress reviews and status update with CSG, ARG, and ID designated JICO/ICO.
    • Participate in pre-deployment training meetings/conferences and provide planning and scheduling progress review and technical guidance updates.
    • Provide locality-based MTA planning services at the following locations: Norfolk, VA - Naples, IT - Bahrain - Mayport, FL.
    • Attend meetings, conferences and teleconferences as required, and provide technical guidance support, and provide a brief with a question-and-answer session when required.
    • Prepare all required documentation and support materials prior to such meetings, conferences, and teleconferences to ensure the information is effectively communicated and successfully received by the intended audience.
    • Salary Range: $80,000 - $110,000 annually.
