Fraunhofer USA, Inc., a non-profit Research and Development Organization, is seeking a Director of Human Resources and Central Services

The Director of Human Resources and Central Services develops human resources policies and programs for the organization. The Director is responsible for implementing the corporate policies and protocols for employment, personnel development, employee relations, safety, compensation, and benefits. The Director of Human Resources and Central Services assists and advises corporate management and Center Directors on human resources issues and oversees the day-to-day operations of the HR & CS group. The Central Services function covers additional areas of business including internal communications, and other areas of operation as needed. This is both a management and hands- on position.

Major Job Responsibilities:

  • Overall responsibility for the planning, development and implementation of the human resources and central services policies and programs for the company.
  • As part of the management team at the headquarters of FhUSA, has an integral role in the overall operations of Fraunhofer USA and direction of the corporation.
  • Identifies legal requirements and government reporting regulations affecting the Human Resource function and other business areas. Monitors potential legal exposure, directs response and information requests for required compliance and reports.
  • Chair of the Benefit Plan Committee. Directs the administration of benefit programs including retirement plans administration, medical and dental insurance, life insurance benefits, short-term and long-term disability, travel accident insurance, cafeteria plans (medical and dependent care FSAs), worker’s compensation and unemployment. Evaluates and recommends improvements to the benefit program. Identifies, engages, and interacts with external legal counsel for benefit plan legal compliance.
  • Works directly with Officers, Executive Center Directors, and Managers to advise and assist them on personnel matters. Advises and assists senior management on Human Resource and other regulatory and compliance issues.
  • Creates content and provides training to all employees on legal Issues related to employment law and additional HR related items. Recommends company employee development plans that meet the Human Resources needs of the organization.
  • Identifies, engages, and works with immigration attorneys to facilitate and maintain work authorization for foreign national employees and their accompanying family members.
  • Identifies, engages, and works with employment law attorneys as prudent and needed, including conducting internal investigations as neede
  • Officer for the FhUSA J-1 Visa Programs. Operates and manages the Fraunhofer J-Visa Programs (intern and Research Scholar) as granted by the Department of State, together with the HR Manager. Prepares and completes all necessary reporting to the State Department, organizes and manages management review audits.
  • Initiates and manages the annual company Affirmative Action Plan and Analysis as required by government contracting regulations. Reviews compensation relative to regulatory compliance.
  • Directs preparation and submission of all federal and state regulatory reports to include EEOC reports, OSHA records, Unemployment claims, 401k Testing and 5500 Tax Filings.
  • Evaluates procedures and technology solutions to improve human resources data management.
  • Facilitates Audits of the pension plans, the J-1 visa programs and internal audits related to the HR function.
  • Supervises the HR Manager and other staff as assigned.
  • Creates original content for employment documents including employee policy guidebooks, performance appraisals, corporate policies and procedures.
  • Registrations and reporting to multiple agencies, including Directorate of Defense Trade Controls, State Department, US Bureau of Information and Safety, US Customs and Border Protection.

 

Requirements:

Experience: Minimum of eight years of Human Resources Management

Education: Bachelor’s Degree in Human Resources or equivalent experience plus certification from a Human Resources professional organization e.g. HRCI or SHRM
