Overview
TRC is currently seeking an experienced Resident Engineer for various exciting projects in San Diego. This Resident Engineer will have a minimum of 5 years' experience working on transportation projects such as highways, roadways, streets, interchanges, bridges, streetscapes, tunnels, rail/transit (track work, systems and/or facilities).
Candidate must have experience working in a team environment. Candidate must have the ability to direct and supervise field construction activities and staff, office engineering, inspection, materials testing, field contract administration, and to act as liaison with clients/owners, consultants, contractors, design professionals and regulatory agencies.
Responsibilities
- Leads business development efforts and help maintain client relationships in area of responsibility.
- Responsible for managing schedules, staffing, and budgets for multiple clients/projects.
- Participates in business planning for region.
- Participates in applicable professional organizations and events.
- Works collaboratively with marketing staff to develop winning proposals.
- Works collaboratively with accounting staff to manage timely invoicing and payment.
- Oversees and manages training needs for staff.
- Supports Client in making significant and final determinations regarding contract administration.
- Manages field inspection of contractor installations on behalf of TRC clients, while maintaining constructive relationships with the contractor and client.
- Project safety:
- Conducts/attends bi-weekly safety meetings.
- Oversees and monitors the safety of TRC personnel.
- Monitors and reports on the contractor's safety program.
- Has knowledge of the pertinent contract documents and references specific to the project.
- Understands, interprets and makes sound engineering determinations regarding contract documents.
- Exercises sound engineering judgment and follows through on determinations made during oversight of all field operations.
- Resolves or facilitates the resolution of all discrepancies or problems with contract documents and issues arising from field operations.
- Creates and maintains open and productive communications among subordinates, sub-consultants, TRC management, contractors, clients and the public.
- Verifies all contract documentation is generated timely and filed in proper order.
- Receives and generates or oversees all contract correspondence.
- Coordinate and manages services provided by sub-consultants.
- Owner's representative leading the construction management team to oversee the construction contract.
- Performs or oversees Contract Administration (process contractor pay applications, evaluate and process change orders, responses to RFI, RFCs, project correspondence with Contractor, Stakeholders and Designers).
- Review technical submittals for materials incorporated into the project, temporary structures, and work plans.
- Coordinate and inspect contractor work while project is in progress, safety, quality assurance of materials.
- Track change order requests - problem issues and react to feedback from Client Management personnel, prepare reports on project details and communicate overall project goals and details to senior client managers.
- Maintain project management logs (RFIs, changes, submittals, construction documents, FF-E, close-out).
- Represents the owner on final job walks; facilitates project acceptance by stakeholders.
- Coordinates and facilities relocation of utilities by third parties during construction.
- Contribute feedback that might make work safer, cheaper, cleaner, lower impact or any other way improve the operational success of the projects.
Qualifications
- A minimum of 5 years' resident engineer experience on heavy civil construction projects is desired.
- Licensed Professional Civil Engineer in the State of California.
- Ability to work independently, make effective decisions concerning construction work in progress, and solve field problems.
- Certified as a Qualified SWPPP Developer or Practitioner is desired.
- A thorough understanding of Cal-OSHA practices and procedures.
- A thorough understanding of American with Disability Act (ADA) and Caltrans ADA requirements.
- A thorough understanding of field methods, practices, and construction office procedures.

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.
Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.

Salary Range
USD $103,272.00 - USD $150,010.00 /Yr.
