Rowan-Cabarrus Community College is seeking a Budget Manager who will report directly to the Chief Financial Officer (CFO). The Budget Manager will assist the CFO in developing, analyzing, and managing state, county, and institutional budgets, including grants and special budgets. The Budget Manager will primarily assist with the annual budget development process, maintain the integrity of the college’s approved budget, work closely with college planning units to manage their budgets, and provide budget reports to internal and external stakeholders as requested.
Required Education/Experience:
An Associate’s or higher degree from an accredited college or university with major coursework in Accounting, Finance, or Business Administration or four (4) years of experience; or an equivalent combination of education and experience to successfully perform the essential duties of the job.
Preferred Education/Experience/Skills:
A minimum of three years of analytical experience in researching and reporting complex data related to accounting and budgeting. This experience should be within a community college, state agency, local or state government, or similar organizations.

- Experience using Ellucian Colleague or Banner.
- Data Analysis: Proficiency in analyzing financial data trends, variances, and insights.
- Strategic Planning: Ability to develop budget models that align with college goals and forecast financial outcomes.
- Problem-Solving: Identifying and addressing financial issues and inefficiencies.
- Attention to Detail: Ensuring accuracy in financial reports and budget estimates.

YesDuty and Responsibility:
1. Monitor departmental budgets to prevent overruns by working closely with planning unit managers to address and resolve budgetary concerns.

2. Perform ongoing budget analysis by calculating revenue and expenditure variances and trend analyses for each planning unit within the college for the purpose of advising key stakeholders on the fiscal management of college programs.

3. Provide oversight and support in developing, analyzing, and managing the college budget from all funding sources to ensure the integrity of the college’s approved budget.

4. Assist the Chief Financial Officer in the annual budget development process by forecasting budgets, uploading opening budgets into the financial system, developing budget resolutions, and completing budget forms for submittal to the North Carolina Community College System.

5. Provide new and ongoing budget training to planning unit managers to ensure their ability to effectively manage their budgets throughout the year.

6. Perform various budget entries as requested or needed, including, but not limited to, the creation of new budget codes, budget amendments, budget transfers, and salary and benefit calculations.

7. Coordinate meetings with planning unit personnel as needed to facilitate budget preparation; review, analyze, and monitor departmental budgets as required; prepare departmental budget reports; establish departmental budget codes; and assist departmental staff with budget problems, as necessary.
