The incumbent serves as a key technical advisor to administrators and committees. Serves as a high-level contributor providing expertise and functional leadership and/or oversee day-to-day operations of programs or functional areas and providing lead work direction to other professionals or technical staff. The incumbent must be able to work independently, have a high degree of specialized knowledge, work collaboratively with a diverse group of people, and perform at a very high-level involving analysis, interpretation, compilation, and application of complex data, knowledge and interpretation of policies and procedures.
FLSA Exempt - This position is covered by health benefits, and is exempt, (not eligible for overtime compensation) according to the Fair Labor Standards Act.

Budget Planning & Administration
Entry to this position requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration, principles, practices, and methods. This foundation would normally be obtained through a bachelor’s degree and/or equivalent training and administrative work experience involving the study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices and programs.
1. Bachelor’s degree and/or training/experience equivalent to four years of progressively responsible accounting/budget experience.
2. Significant knowledge of California State Government / University office standards, pronouncements, principles and policies as they relate to budgeting and accounting.
3. Experience with automated financial systems, complex spreadsheets, database, query tools and graphical display of information.
4. Work independently, self-motivated, highly productive, problem solver and results oriented.
5. Must be able to change priorities when needed and meet overlapping deadlines.
6. Must have strong oral and written communication skills.
7. Must be able to understand financial and human resources software systems such as PeopleSoft, Microsoft Office products, automated financial systems, complex spreadsheets, databases, query tools, emails, calendar, laser printer, copier, fax machine and calculator.
1. Preferred Bachelor’s degree in business, public administration, government, finance, economics or other related field.
2. Preferred experience in position management and position based budgeting.
