SUMMARY

 

 Review of applications will begin immediately and will continue until a final candidate has been selected. Applications submitted for continuous recruitment opportunities will remain active for six months. 

 

Salary is commensurate with education and experience

The individual in this position is a WIOA Title I-funded Certified Career Development Facilitator who will assist customers in their employment and training activities. Services include but are not limited to, job search activities, eligibility determination and enrollment for Wagner Peyser and/or Workforce Innovation and Opportunity Act programs, career advising, case management, referring customers to additional resources, enrolling customers into training, assisting customers with their individual employment plans, and employment search activities. This position will also be expected to provide employment services and keep abreast of the latest employment trends to ensure businesses get qualified, trained candidates. This position reports to the JSCC Career Counselor in Student Services and works under the supervision of the NCWorks Career Center-Duplin County Manager.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Conducts eligibility determination and collects necessary documentation to demonstrate customer’s eligibility for program services
  • Provides referrals for special populations (i.e. veterans, former offenders, mature workers, homeless, persons with disabilities, etc.) and may assist with eligibility determination for partner programs
  • Determines job seekers’ need for training based on the skills gap
  • Provides access to and information on the labor market including occupations in demand, education requirements, industry growth predictions, and salary ranges, etc.
  • Uses labor market information to enable customers to make informed choices regarding occupations, training, resources and other workforce items
  • Enters all relevant data (enrollment, case management notes, job placement data, follow-up information, etc.) into NCWorks.gov. Performs necessary documentation, paperwork and record-keeping
  • Provides case management support to assist customers in eliminating barriers that can interfere with obtaining and/or retaining a job
  • Monitors participant progress, collect grades and attendance information
  • Assists participants with supportive services as per their assessed needs
  • Provides career guidance to include skill matching and assist job seekers with their employment plan
  • Works with job seekers in the career resource center and offers assistance with basic assessments, online applications, and resume development as needed
  • Maintains contact with job seekers (i.e. via face-to-face, e-mail, phone, by mail, etc.) in order to keep them engaged in services and provide follow-up services
  • Assists job seekers with resume review, preparation and updates
  • Completes documentation for work experience opportunities, and on-the-job-training programs
  • Markets Work-Based Learning and OJT programs and serve as the point of contact for OJT employer contracts
  • Prepares OJT contracts and worksite agreements
  • Monitors and evaluates OJT and worksites activities under the state/local area guidelines and policies
  • Visits work sites and training sites to evaluate participant progress
  • Prepares written reports based on monitoring visits
  • Negotiates OJT contracts – training time and reimbursement amount
  • Performs an analysis of skills gap of the trainee to determine actual OJT and/or work experience training time for each participant by utilizing assessment tools approved by the Eastern Carolina Workforce Development Board
  • Adheres to all policies, procedures, and goals of the Career Center 
  • Ensures customer complaint procedures are followed
  • Ensures confidentiality of all customer information
  • Attends required meetings and training's
  • Provides quality services, which meet customer needs, delivers excellent customer service in an effective and efficient manner, and manages resources within established guidelines, laws, and regulations.
  • Maintain and projects a professional, positive, and friendly image to clients, customers, visitors, callers, and co-workers. 
  • Maintain a cooperative and team player attitude with co-workers to ensure that job responsibilities are carried out accurately and timely.
  • Acquire computer/technology competencies as appropriate to the position.
  • Maintain security of personal computer access.
  • Perform other professional or job-related duties as assigned. 
  • Serve on college committees as directed by the supervisor.

 

QUALIFICATIONS: Education, Experience, Skills, and Abilities

 

  • Must have a thorough knowledge of federal Workforce Innovation and Opportunity Act and state workforce development initiatives, barriers to employment, reasonable accommodation, and federal Equal Opportunity guidelines/requirements.
  • Ability to read, interpret, and apply State and federal laws, rules, regulations, procedures, Eastern Carolina Local Area Issuances, and Career Center policies.
  • Ability to generate, interpret, and analyze reports.
  • Ability to be flexible and creative in the use of resources to meet changing customer demands.
  • Ability to learn new software, including internet applications.
  • Ability to review and interpret highly technical information. 
  • Ability to mentally and emotionally perform a variety of essential duties under both normal and stressful or emergency conditions. 
  • Ability to accept change and interruption. 
  • Ability to interact with Board Members, staff, clients, and other visitors.

  • Proficient in Microsoft Windows and Office (Word, Excel, PowerPoint, Access).
  • A current driver’s license and a reliable vehicle are required.
  • Ability to work respectfully within a team environment.

REQUIREMENTS: 

 Education/Skills 

Required:  Graduation from a college or university with a major in public administration, human resource development, or a related field. Must have successfully completed a Career Development Facilitator Course, or must be willing to complete 120 hours of training in the 12 Global Career Development Facilitator competency areas from a training provider using a curriculum approved by Center for Credentialing & Education, Inc. (a listing of approved curricula providers can be viewed at www.cdf.global.org). 
                        
Preferred: Bilingual; Career Readiness Certificate (CRC)

Experience

Required:  A minimum of three years of human services experience in education, public administration, career development, or workforce development.

NOTE: If staff is expected to perform duties outside of the provision of delivering WIOA services as specified in this RFP, the proposer must disclose those activities and will be expected to use other resources to fund a portion of the staff person’s salary for those other duties to be performed outside of this contract.
