About the Job

JPI has an exciting opportunity for a Vice President to join our Western Region team located in San Diego and Irvine, CA. The role of the VP is to act as a lead point of contact for new development projects in the Western Region from due diligence through construction. This position will also oversee any entitlement projects in coordination with the land acquisition and development teams.

Essential Functions & Responsibilities

Entitlements

  • Lead and manage the entitlement process from concept through approval ensuring compliance with local, state and federal regulations.
  • Create and implement comprehensive entitlement strategies tailored for specific projects within California, addressing unique challenges and opportunities in coordination with with the internal teams (land acquisition, development, construction and legal).
  • Extensive understanding of California state and local zoning laws, land use regulations, and environmental compliance requirements, including CEQA and NEPA processes.
  • Proven track record of navigating approval processes with various Southern California municipalities and Federal, Regional and State governmental agencies (Coastal Commission, ACOE, USFW, RWQCB), as well as City Planning, Public Works, and Environmental Health Departments.
  • Work with local government officials, planning departments, community groups, etc. to facilitate project support and approvals.
  • Coordinate with the internal teams (land acquisition, development, construction and legal) to develop the entitlement strategy and align to the requirements for the project.

  • Identify and oversee third party consultants utilized on specific projects.
  • Ensure risks are mitigated on entitlement projects.
  • Successfully obtain entitlements while maintaining effective jurisdictional relationships with elected officials and staff.
  • Strong negotiation skills to secure necessary entitlements and permits while balancing the interests of the company and community stakeholders.
  • Work closely with architects, engineers, and project managers to ensure design and construction readiness align with entitlement approvals.
  • Stay informed about changes in state and local laws that impact development projects, adjusting strategies accordingly to maintain compliance.
  • Act as the primary liaison between JPI and local government agencies, community organizations, land use counsel and other stakeholders throughout the entitlement process.
  • Prepare and present comprehensive entitlement reports and documentation to internal teams, investment partners, and regulatory bodies.
  • Address and resolve any conflicts or disputes arising during the entitlement process proactively and effectively.

Development

  • Oversee due diligence for potential development opportunities in conjunction with Land Acquisition team.
  • Collaborate on Investment Committee presentations with other department teams.
  • Approve and track pre-development schedules and budgets, refine project pro formas, oversee project draws.
  • Manage project consultants in collaboration with Design team.
  • Partner with Design team to oversee design execution within agreed upon hard cost budget.
  • Oversee permitting for construction
  • Partner with Design and Construction leadership to provide timely direction and ensure projects are running smoothly.
  • Oversee the project during construction to ensure projects are consistent with the business plan.
  • Understanding of market conditions, competitive properties and economic drivers impacting the Region's submarkets and metros.
  • Manage capital relationships with debt and equity partners as necessary.
  • Assist the SVP with maintaining and continually improving the development process including rolling out new initiatives for the Region.
  • Experience in affordable structures a plus

Leadership

  • Mentor and help develop the team for career growth and high performance.
  • Partner with SVP on selection and training of new team members as needed.

Education, Work Experience, & Physical Requirements

  • A Bachelor's Degree in Business, Finance, Urban Planning, Accounting, Real Estate, Engineering, Math or related field required. Graduate degree and/or relevant professional certifications encouraged.
  • Demonstrated experience in entitlements, executing development opportunities, working with capital partners, market analytics, asset management, property operations and strong negotiation skills.
  • Minimum of 10 years experience with in Real Estate development including significant multi-family development experience.

California General Base Pay Range

Note that the actual base pay offered will be contingent upon the candidate's overall experience, skills, internal existing associate equity and overall budget of the Company at the time of offer. The range is specific to base pay only. Additional compensation and/or bonus eligibility details will be shared by the Recruiter.

$201,250.00 - $316,250.00
