Basic Function

Under the direction of an administrator or manager, coordinates and facilitates the operations, activities and functions of the District’s Parking Services and Employee Transportation Coordinator; interviews, selects, trains, assigns work, supervises, schedules and evaluates assigned student workers, student assistants, and short-term, temporary staff ; performs basic accounting and clerical duties for the Accounting Department as assigned, and serve as a point of contact to promote commute option program.

Representative Duties

1. Coordinates and facilitates with campus security, the operations, activities and functions of the District’ s Parking Services including but not limited to parking permits, violations, tickets and Department of Motor Vehicles (DMV) registration holds. E

2. Coordination of District parking functions and daily operations and/or performance of parking related work. Work includes activities such as: the formulation, compilation and maintenance of applicable records; the research for and design and recommendation of forms and signage; analysis of parking usage and traffic patterns to assist in improving facility usage and access; and analysis of operations to develop recommendations for procedural changes. E

3. Orders, receives, maintains and distributes supplies and materials related to parking services including permits and tickets. E

4. Interprets, applies, explains and monitors the rules, regulations and procedures related to Parking Services operations; reconciles problems related to Parking Services and be the point of contact with parking services company relating to all customer services. E

5. Reviews and maintains thorough knowledge of California Vehicle Code (CVC), Americans with Disabilities Act (ADA) regulations and District policies, practices, and rules applicable to parking services; develops and recommends updates and/or revisions to District parking policies, practices, and procedures to ensure full compliance with CVC, ADA and other related laws, regulations, and codes. E

6. Coordinates and originates communications and activities with other District departments, personnel, students, vendors, various government, private agencies, and the public. E

7. Receives and coordinates District special-event-parking requests for a variety of events; identifies and reserves appropriate lots for use; investigates and responds to routine and non-routine student, staff, and public parking inquiries and complaints; coordinates with and provides parking information to local law enforcement agencies and appropriate District departments. E

8. Develops and implements procedures regarding DMV holds, towing actions, ticket payment schedules, and problem incidents; assists in the development of policies related to Parking Services. E

9. Interviews, selects, trains, assigns work, supervises, schedules, and evaluates student workers, student assistants, and short-term, temporary staff for Parking Services operations including the Parking Information Booth and Tram Escorts. E

10. Updates, and maintains a variety of records and files related to Parking Services, such as records of tickets, permits, DMV inquiries, holds, excessive violations and repeat offenders. E
11. Gathers, and compiles information and extracts data to generate and prepare a variety of reports related to Parking Services as required. E

12. Operates a computer terminal to input data and maintain records, lists, and files related to Parking Services; prepares specifications for changing or creating computer programs; troubleshoots, analyzes, and reports computer program problems related to Parking Services. E

13. Researches and compiles information for various actions involving Parking Services such as court actions. E

14. Order, receive, maintain and distribute supplies and materials related to parking services including permits and tickets, and be the point of contact with parking services company relating to all customer services. E

15. Maintain and update on-line parking services which include parking permit sales and distribution, ticket reconciliation and payments, ticket appeals. E

16. Responsible for upgrade, implementation and maintenance of parking ticket and permit system, working with other departments and outside vendors. E

17. Respond to questions and complaints; resolve problems requiring substantial knowledge and interpretation of District’s parking regulations, policies and procedures. E

18. Interpret, apply, explain and monitor the rules, regulations and procedures related to Parking Services operations; reconcile problems related to Parking Service. E

19. Address a wide range of problems that require independent judgment and discretion and may require interpreting policies and developing recommendations for new procedures and protocols. E

20. Coordinate and originate communication and activities with other District departments and personnel, students, vendors, various governmental and private agencies and the general public. E

21. Develop and implement procedures regarding DMV holds, towing actions, ticket payment schedules and problem incidents; assist in the development of policies related to Parking Services. E

22. Interview, select, train, assign work, supervise, schedule and evaluate student workers for Parking Services operations including the Parking Information Booth and Tram Escorts. E

23. Maintain a variety of records and files related to Parking Services, such as records of tickets, permits, DMV inquiries and holds and excessive violators. E

24. Compile information and prepare various reports related to Parking Services as required. E

25. Operate a computer terminal to input data and maintain records, lists and files related to Parking Services; prepare specifications for changing or creating computer programs; troubleshoot, analyze and report computer program problems related to Parking Services. E

26. Research and compile information for various actions involving Parking Services such as court actions. E

27. Work with the outside ticketing company to verify the deposits logs for submission to the County Court and DMV. Match ticketing company deposits with bank statements to ensure accuracy. E

28. Work with Accounting Office to reconcile parking citations, County Court and DVM payments. E

29. Perform the duties of Employee Transportation Coordinator (ETC) as a point of contact with regards to commute option program, and tracking the District’s progress in meeting clean air, and less emission requirements. E

30. Enroll new employees in the Employees Commute Reduction Program (ECRP) data in the AQMD platform and update new change in the platform.

31. Enter the monthly Employee Alternative Transportation Verification Form (ATVF) data in the AQMD platform, and coordinate with the payroll Unit. E

32. Coordinate with Human Resources Department and Payroll Office to ensure employee monthly ECRP submission is entered in District’s systems and reconciles with AQMD platform. E

33. Coordinate the Ride Share Incentive Program compliance requirements with South Coast AQMD for implementing cleaner technologies. E

34. Facilitate and coordinate the distribution and collection annual AQMD survey, enter raw data into spreadsheets and assemble data for submission to AQMD. E

35. Attend annual AQMD training sessions. E

36. Prepare and process a high volume of correspondence related to past-due parking citations which includes working closely with the District’s Accounting department and student accounts. E

37. Monitor parking meters, receive monies, document and deposit with College Cashier; reconcile problem debts concerning registration fees, drops, waivers, refund payments and related matters as appropriate; explain applicable rules, regulations and procedures as appropriate. E

38. Ensuring proper maintenance of parking equipment, facilities, and signage, and coordinating with various campus departments for event parking arrangements. E

39. Coordinate with security company or assigned drivers the access of the District’s shuttle program ensuring quality transportation services to mobility-impaired constituents. E

40. Work with vendors to provide short-term rental vehicle options that support District’s transportation needs and promotes available services. E

41. Coordination of District’s driver’s certification program. E

42. Performs accounting clerical duties for the Accounting Department as assigned; processes various documents involved in financial transactions. E

43. Receives monies for payments of fees, registration, and student debts; reconciles problem debts concerning registration fees, drops, waivers, refund payments, and related matters as appropriate; interprets and explains applicable rules, regulations, and procedures as appropriate. E

44. Performs a variety of clerical and administrative duties in support of the department’s day-to-day activities and/or operations including but not limited to greets and directs visitors, answers phone calls, responds to callers, and directs incoming phone calls; opens, screens, and distributes mail and correspondence; photocopies documents and requests duplication services; ensures maintenance and repairs of assigned work areas, facilities, or equipment; enters various requests for services from IT, Facilities, and Maintenance; contacts vendors for equipment service, when needed; follows-up with vendors to ensure satisfactory completion or requests; may perform simple repairs or maintenance standard office equipment. E

45. Performs related duties that support the overall objective of the position.

Education and Experience

  • High school graduate or General Educational Development (GED); AND
  • College-level coursework in a related discipline; AND
  • Three (3) years of experience working in a general office environment, with relevant exposure to working in a parking services program.
  • Or, any combination of education and experience which would provide the required qualifications for the position

Foreign Degrees

Any degree from a country other than the United States, including Canada and Great Britain, must be evaluated by an Evaluation Service prior to the closing date. Certification must be attached with copies of transcripts.

Desired Qualifications

Employee Transportation Coordinator Certification with Air Quality Management District (AQMD) is preferred.

PHYSICAL DEMANDS:
While performing the duties of this job, employees are regularly required to sit or stand for extended periods of time; talk or hear, in person and by telephone; use hands repetitively to finger, handle, feel, operate personal computers and other standard office equipment; and reach with hands and arms. Specific vision abilities required by this job include close vision, use of both eyes, ability to distinguish basic shades and colors and the ability to adjust focus. Employees are frequently required to walk and stand and occasionally lift up to 25 pounds.
