Position Summary/Purpose of Position:

The VPR-Research Compliance unit is seeking an Assistant Director of Research Policy Compliance in the Division of Research. Since the release of National Presidential Memorandum-33 (NSPM-33) and its subsequent NSPM-33 Implementation Plan, there have been a growing number of federal regulations and laws associated with federal sponsored funding, funding agency guidance, and a variety of requirements associated with research security, conflict of interest (COI), conflict of commitment, requirements for disclosures of outside professional activities and approval of those activities prior to participation and proposal submission. The Assistant Director of Research Policy Compliance will be responsible for developing a strategic process to identify and review all of the University’s research-related policies; consult with stakeholders responsible for implementation of those policies; work with stakeholders to ensure that those policies align with all relevant compliance requirements including federal regulations, federal/state laws, funding agency guidance, University System of Maryland (USM) policies, and align with other UMD policies. The Assistant Director will develop interim policies for the Division of Research that are needed to meet time-sensitive requirements as a result of changes in federal/state law or USM policy. The Assistant Director will also be responsible for ensuring that all of the centers & institutes that report to the Vice President for Research in the Division of Research (i.e., ARLIS) are meeting their compliance obligations with all USM and University policies in order to ensure their ongoing alignment with any management plan requirements of federal sponsored research funding. The Assistant Director will serve as the primary advisor to the Chair and members of the University Research Council and the Vice President for Research in the review of University Senate charges on research-related University policies. This includes providing the Council perspective on compliance requirements, federal regulations, federal/state laws, funding agency guidance principles that need to be incorporated into UMD policy, developing policy revisions based on principles agreed upon by the Council, facilitating feedback from stakeholders on the Council’s proposed recommendations, and finalizing the Council’s policy recommendations for Senate and Presidential review. The Assistant Director will also coordinate the Vice President for Research and University-level review of Appointment, Evaluation, and Promotion (AEP) dossiers for the Division fo Research.

Minimum Qualifications:

Education:
Master’s Degree or equivalent experience required.

Experience:
  • Minimum of 7 years of progressively responsible experience working in higher education.
  • Minimum of 7 years of experience with the development of higher education policy is required.
  • Minimum of 5 years of experience with incorporating federal regulations and federal/state laws into higher education policy to ensure compliance requirements required.

Knowledge, Skills, and Abilities:
  • Ability to think strategically and develop creative solutions to complex situations and compliance requirements.
  • Excellent verbal and written communication skills and editing skills.
  • Must demonstrate a high level of technological proficiency in general computer applications.
  • Knowledge of promotion processes for tenured/tenure-track faculty and non-tenure-track faculty.
  • Ability to oversee and prioritize various projects with competing deadlines.
  • Ability to develop and edit higher education policy.
  • Ability to work confidentially with a high level of diplomacy with campus stakeholders and administrators at all levels.
  • Ability to develop and maintain effective working relationships.

Additional Information:

This position supports the Applied Research Laboratory for Intelligence & Security (ARLIS) and is primarily funded by ARLIS F&A.
