The Business Support Services Department of the Long Beach Community College District is seeking qualified individuals for a current opportunity as Deputy Director, Purchasing & Contracts. The incumbent plans, directs, manages, evaluates and oversees the activities of staff engaged in preparing, reviewing and processing District contracts, formal bids, requests for qualification and requests for proposal, purchase orders, purchasing operations and warehouse operations. The Deputy Director also establishes policies and procedures for multiple work groups within the department; ensures purchase order, contract, formal bid, RFP and RFQ activities comply with federal, state and local codes, regulations, laws and policies.
 
The ideal candidate will need to have a high level of experience and knowledge principles, practices and methods used in public agency competitive bidding, purchasing, surplusage and contract administration. Candidate would also have knowledge of practices and techniques of drafting and administering complex purchase, rental, service contracts, and other third party contracts and enforcing contract provisions.

AT-A-GLANCE POSITION INFORMATION
  • Type of position: Full time (40 hours/week)
  • Position Status: Permanent
  • Schedule: Monday – Friday 8:00am – 5:00pm and Friday
  • Location: Will support both campuses, but could be located at either the Liberal Arts Campus (LAC) or Pacific Coast Campus (PCC)
  • Salary: Range MGMT 10 $113,851.00 - $155,123.00 Annually
  • Eligibility list: Will be valid for 6 months once approved or ratified by the Personnel Commission. We reserve the right to use the established eligibility list for vacancies (permanent and temporary) in this classification as well as related classifications
  • Advanced salary placement: Generally, new employees start at the first step on the salary schedule. Advanced salary placement may be considered on a case-by-case basis.

Duties

 

GENERAL PURPOSE
Under policy direction, plans, directs, manages, evaluates and oversees the activities of staff engaged in preparing, reviewing and processing District contracts, formal bids, requests for qualification and requests for proposal, purchase orders, and purchasing operations establishes policies and procedures for multiple work groups within the department; ensures purchase order, contract, formal bid, Requests for Quotes (RFQ) and Requests for Proposals (RFP) activities comply with federal, state and local codes, regulations, laws and policies; manages purchasing staff involved in procurement of goods and services; acts as an interface with legal entities related to assigned responsibilities; and performs related duties as assigned.
 

DISTINGUISHING CHARACTERISTICS

The Deputy Director, Purchasing and Contracts plans, manages, evaluates and oversees the activities and staff of the purchasing and contracts management department. The Deputy Director, Purchasing and Contracts prepares and maintains District-wide policies and procedures for contract development, formal bidding processes, and purchasing; conducts training workshops to provide information regarding contract development, formal bidding and purchasing processes and procedures.

Qualifications

 

Education, Training and Experience:
Bachelor’s degree in public administration, economics, business administration, paralegal studies, or a closely related field; and four (4) years of increasingly responsible professional experience in purchasing and developing and administering public agency contracts, with at least two (2) of which were in a supervisory or lead capacity; or an equivalent combination of training and experience.
 
Licenses; Certificates; Special Requirements:
May require a valid California driver's license and the ability to maintain insurability under the District’s vehicle insurance policy
 
Meeting the minimum requirements of the position does not guarantee advancement in the selection process. Candidate qualifications will be assessed to determine those who meet and exceed requirements, and are deemed most competitive amongst the applicant pool to proceed.

The following examination segments are pass/fail and may be utilized during the selection process:
  • screening of the applicant's training, background, and experience

  • in-person or online:
    • written examination(s)
    • qualifications appraisal oral examination
    • performance examination
    • technical oral examination
      (the above will be scored on a job-related basis)
Test parts are determined by the size and competitiveness of the candidate pool.
Only the most highly qualified candidates will be invited to continue in the examination process. Successful candidates who pass all parts of the examination process will be placed on the eligibility list in order of their relative merit as determined by these competitive examinations.
