Reporting to and collaborating with an assigned divisional Finance Director and supervising the Financial Planning & Analysis Specialist(s) for the institution’s Finance Division, this position serves as a mid-level manager with oversight of finance and budget professionals and manages complex budget projects and financial planning for a designated institution. The successful candidate for this position will have the flexibility of a hybrid work schedule (partially remote and in-office). Periodic campus/system office visits will be required.

  • 7+ years minimum professional experience in a field related to financial management, with 3+ years minimum supervisory experience
  • Demonstrated expertise in financial planning and budget management, including forecasting and monitoring
  • Understanding of and proficiency in navigating computerized financial systems
  • Ability to set concrete goals, develop aligned strategy, and make data-informed decisions
  • Excellent mathematical, organizational, and analytical skills

Additional Preferred Qualifications
  • Advanced degree in a relevant field and/or relevant credentials (e.g., Certified Financial Planner) strongly preferred
  • Experience with change management and/or recent organizational redesigns strongly preferred
  • Experience operating or leading in a shared service setting strongly preferred
  • Experience working for higher education and/or tax-exempt organization strongly preferred
  • Knowledge of and/or direct experience with Ellucian Banner systems preferred
  • Additional credentials for finance (e.g., Chartered Financial Analyst), payroll (e.g., Certified Payroll Professional) or law/policy preferred

Duties / Responsibilities

Job Duties


1. In consultation with supervising financial leaders, supports institutional and System-level chief business officers and unit leads with the development of divisional financial strategy, planning, and monitoring, including (but not limited to) the creation of annual fiscal year budgets (e.g., operating budget, capital budget, multi-year plans, etc.), with focus on attaining and sustaining long-term financial equilibrium
2. In alignment with System-wide standards and policies, collaborates with senior administrative and academic leadership to advise on and develop systems and processes that effectively and efficiently accomplish finance objectives, appropriately define personnel duties, and mitigate risk
3. Directs the development and administration of institutional budgets, forecasts, and large multi-unit budget projects, liaising with the System Office Finance Division as needed.
4. Manages budget and finance professionals on complex, high-profile projects spanning multiple institutional units to support accurate, actionable budgeting and efficient use of resources
5. Supports the institution’s Finance Director and institutional financial leaders in revenue rate-setting and analysis
6. Ensures proper procedural/policy compliance and adherence to System-wide standards and definitions, as well as relevant state and federal regulations and industry standards/best practices
7. Under direction of System and institutional financial leaders, prepares and/or oversees the preparation of specialized financial reports and analyses in collaboration with the Director, Finance Division and other relevant institutional and System leadership
8. Cultivates continuous institution- and unit-specific understanding of context and needs to provide tailored support for business leaders and serves as an institutional budget liaison to stakeholder groups, providing organizational information and representing the interests of the institution
9. Coordinates with Data and Policy & Risk Management Specialists to ensure accurate and timely information is provided to support financial tracking and reporting
10. Assesses processes and systems to identify opportunities for improvement and streamlining on a regular basis and recommends upgrades and controls where necessary
11. Serves as a major point of contact and catalyst for problem resolution, providing insightful and diplomatic communications to relevant parties, and provides subject matter expertise to institutional stakeholders regarding budget and finance operations and functions
12. Provides supervision, training, and guidance to direct reports within the institution’s Finance Division and, where necessary, exercises supervisory authority over finance professionals
13. Performs related duties, as assigned
